OF THE CITY OF JEFFERSONVILLE~ INDIANA
MONDAY JULY 14, 1997
Mayor Thomas R. Galligan called the meeting to order at 9:30 A.M., and
on call of the roll those members present were: City Engineer Bob
Miller sitting in for Safety Director Harold Lakeman, and Planning and
Development Director Jim Urban.
Also present were: street Commissioner George Trembly, City Engineer
Bob Miller, City Attorney Anne Marie Galligan, Sewage Office Manager
Bob Goldman, Asst. Parks Superintendent Donnie Poole, Wastewater
Treatment Plant Assistant Director Scott Timmerman, Vehicle
Maintenance Foreman Mike Ewton, Police Chief Mike Pavey, Fire Chief
Mike Smith,Building Commissioner Yancy Plnkston, and Clerk Lynne
Kempf.
Director Urban made the motion to approve the payrolls as presented,
seconded by City Engineer Miller and carried unanimously.

QUOTE OPENING
opene~ quotes on construction of a new building
for the Street Dept. Quotes were received from R.L. Holton, Llm
Gardner, and LeMay Enterprises. Director Urban made the motion to
table the quotes and take under advisement, seconded by City Engineer
Miller and carried unanimously.
SIGN FOR ALLEY
requested a
"no outlet" sign by
the river.
Eric VanHorn of 420 E. Market Street
his home because of motorists trying to cut through to
Mayor Galligan said the sign would be put up.
ELKE POINTE DRAINAGE
Ron Lehman, a resident of Elke Polnte asked Mayor Galligan when
something would be done with the drainage problem behind his
house.Mayor Galligan said his best bet would be to obtain a lawyer to
pursue action against the developer. Mayor Galligan said a drainage
board has been formed tO try to solve some of these problems. Several
..... 9f Mr. Lehman's nelghbors~appeared~ before the board with drainage
complaints also. ~ ......
City Attorney Anne Marie Galligan left the meeting at this Juncture to
participate in a conference call regarding the City vs. Merita Bank
lawsuit.

SEWER LINE
The Mayor left the meeting and Sewage Office Manager
Bob Goldman sitJ
in the Mayor's place for this item. John Toombs of Jacobi, ToOmbs,
and Lanz representing T.G. Watson requested approval to extend the
lift station sewer from Old Stoner Estates, Old Stoner Place, and
Steeplechase. Mr. Toombs said there are approximately 300 lots
involved. Mr. Toombs said the city would bear none of the cost of
this installation. City Engineer Miller made the motion to table this
request until talking to Wastewater Treatment Plant Asst. Director
Scott Timmerman, seconded by Director Urban and carried unanimously.
SPEED LIMIT SIGN
The Mayor returned to the meeting and resumed his position as
chairman. Annie White of 721 Goyne Avenue, who did not appear at the
Board of Public Works meeting had requested a speed limit sign and
children playing sign. Mayor Galllgan asked Chief Pavey to look into
this along with Street Commissioner Trembly and report back to the
board next week.
FARMER'S MARKET
Jay Ellis asked for the board's consent to put a Farmer's Market
downtown at Warder Park or Preservation Station, from 7-12 noon on
Saturdays. Mayor Galligan said permit fees would be collected as a
one time fee for the whole event. Mr. Ellis said they're aiming for
August 12th to start
ROADBLOCK
Kathy Langoff of 2311 Tupelo Court asked approval to hOld a roadblock
at Dutch Lane and Hamburg Pike from 4:30-7:00 pm on Tuesday, July 15th
to benefit the Clarksville Little League Major Girls. Director Urban
made the motion to approve the roadblock, seconded by City Engineer
Miller and carried unanimously.
INTER-CITY ROAD CLAIMS
Redevelopment Secretary Donna Kammeyer presented 2 claims for
approval. One was for $600.00 Jeff portion, and the other was for
2,461.50 with Jeff's portion being Sl,230.75. She reported that in
March $600,000 was received from the sewer dept.and so far S352,342.13
has been spent. Director Urban made the motion to approve the claims,
seconded by City Engineer Miller and carried unanimously.

ROADBLOCK
Karen Elder asked approval to hold a roadblock at Wall and 8th Street
and at Dutch Lane and Hamburg Pike on Friday, July 25th between 5 and
8 p.m. City Engineer Miller made the motion to approve the roadblock,
seconded by Director Urban and carried unanimously.
RAILROAD CROSSING
City Engineer Miller said he was contacted by Louisville-Indiana
railroad and they are going to rebuild the crossing at Indiana Avenue
and straighten the tracks. They asked City Engineer Miller to try to
elimate trucks from going over those tracks as they are being torn up.
Mayor Galligan told Street Commissioner Trembly to put up a sign
saying "No Trucks" and "Weight Limit 8 Tons". Director Urban made the
motion to approve the signs, seconded by City Engineer Miller and
carried unanimously.
JOHN PERKINS
Councilman Perkins thanked all parties concerned for the demolition of
the Swimming Pool King building.
Councilman Perkins said he's gotten 2 calls in the last week
pertaining to people parking boat trailers on Riverside Drive in
front of homes. Mayor Galligan said these trailers should be towed
away.
He also inquired about a building to use for Family Feet.
Galligan suggested he rent something for use for this event.
Mayor
Councilman Perkins said he spent some time on the phone with some
people about the curb cuts. He said what he's personally and
primarily concerned about is potential liability. Mayor Galligan
assured Perkins that he need not worry about a fine and that this
won't be a problem. Councilperson Wilson questioned whether or not a
contractor could go ahead and get started on these. The Mayor
explained it's a little more complicated than Just putting in a cut.
Councilman Perkins asked if the city could maybe hire 2 laborers and
concrete people to do this work. Mayor Galligan said good concrete
people are hard to find with what the city pays. He said City
Attorney Galllgan has spoken with the man in charge of ADA and he did
not mention fining the city.
There being no further business to come before the Board of Public
Works and City Engineer Bob Miller, made the motion to adjourn at
10:30 a.m., seconded by Director Urban and carried un~a l~m u sly.
