Galligan called the meeting to order at 9:30 A.M., and on call of the roll those members present were: Personnel Director Harold Lakeman, and Planning and Development Director Jim Urban; replacing Safety Director Anthony Harrod. Also present were: Street Commissioner George Trembly, Planning and Development Director Jim Urban,City Engineer Bob Miller, City Attorney Anne Marie Sedwlck, Parks Superintendent Rick Elliott, Wastewater Treatment Plant Assistant Director Scott Tlmmerman, Police Chief Mike Pavey; Fire Chief Mike Smith, Vehicle and Maintenance Foreman Mike Ewton, and Clerk Lynne Kempf. Director Lakeman made the motion to approve the payrolls as presented, seconded by Director Urban and carried Unanimously. Director Lakeman made the motion to approve the minutes as presented, seconded by Director Urban and carried unanimously. RESIDENT PARKING Police Chief Pavey checked the location g~ Mildred Heil at 608 E. Chestnut Street"' and recommended a resident parking sign there. Director Lakeman made the motion to approve the resident parking sign~ seconded by Director Urban, and carried unanimously. RESIDENT PARKING Police Chief Pavey checked the parking problem of Ray Roberts at 318 and 320 Graham Street and recommended a resldent parking sign. Director Lakeman made the motion to approve the resldent parking slgn~ seconded by Director Urban and carried unanimously. SEWER TAP-IN Mr. Michael Batman of 5212 Hambtlrg Pike asked permission to tap-in to the sew/er system. Mayor Galllgan said he would need a check valve. Director Urban made the motion to approve the tap-in, seconded by Director Lakeman and carried unanimously. PAGE 2 MAY 19, 1997 BENCH ADVERTISING Mike Cozzln ~presented a contract for approval ~by the Board. Mayor Galiigan said_this would be taken under advisement. Councilman Perkins spoke in favor of Mike Cozzin,s application and contract. City Attorney Sedwlck said his contract is exclusive and must be bid out. Mr. Cozzin said he could take the exclusives out of the contract.City Attorney Sedwlck said that would be a different matter. Mayor Ga!llgan asked Mr: Cozzin to meet with Attorney Sedwick after the meeting to work this out~ Fire Chief Mike Smith pointed out that there are fire hazards under a!ot of the benches in the City. AMERICAN WIND SYMPHONY Jay Ellis reported on measures to be taken when the American Wind Symphony comes to town Friday~ May 30th. He requests a street closure at Spring St~ and the floodwall and Riverside, and Riverside from Pearl Street from 5-11 p.m~ He said there wlll be a beer tent and food tent on John Hughes property and was inquiring on getting a binder to assure Mr. Hughes of no liability. Director Lakeman said he was checklng on all insurance matters with Hammond Insurance. Mr. Ellis said there will be a special area for elderly and handicapped persons attending and Mayor Gal!igan said the area needs to be identified with a sign. Mr. Ellis also asked if the city has chairs for them to use. Mayor Galllgan said the city doesn't have that many chairs for them to use. He suggested that Mr. Ellis check with the American Legion for chairs, Police Chief Pavey said he would have some officers at the event for security. Mr. Ellis asked for volunteers to house some of the students for that night. Director Lakeman made the motion to approve the closure of the streets and the Overlook including an ADA slgn~ seconded by Director Urhan~ and carried unanimously. , , ~,~,, ~ 626 E. MAPLE STREET Jerry Wilson of 628 E~ Maple Street reported his ongoing problem with the owner and tenants at 626 E. Maple Street. He said there are large dogs there that are vicious and damage the neighborhood. He said the property is not maintained properly either. He spoke of broken glass and missing gutters~ Mr, Wilson has contacted the property owner but nothing has been done~ Mayor Gal!igan said an inspection needs to be done by the Building Commissioners office and the property owner cited in to the Board of Public Works. 35~3 ELKE POINTE Conrad Embry voiced concern about drainage behind bls property in Elke Pointe. City Attorney Sedwick told Mr. Embry that he should contact other property owners with the same complaints and contact the person who fl!ed suit. She said the city doesn't have the leverage that they have with the builder. PAGE 3 MAY 19~ 1997 3115 LINDSEY COURT David Rouse, who had been cited by the Building Commissioner in regards to upkeep of his property appeared before the Board. He said his driveway has been scraped off and leveled out and will put grass seed and top soil on it. He said his drainage problem in the back of his house is the result of a ditch running through his backyard that comes off the end of a culdesac in Eastbrook ~nor with a property owner there who has a dam built up with rocks. City Engineer Miller said he or the Building Commissioner's office would send a letter to the property owner with the dam. The other complaint of his running a business out of his home he stated as untrue. He simply stores his sample materials in his garage. CITATION The Building Commission has cited Russell Oak!ey Street for overgrown grass at that property. of 429 E~ Market DISPOSAL OF SURPLUS LAND Planning and Development Director Jlm Urban reported that last Monday at the Parks Department board meeting they declared certain parts of land a surplus and that surplus needs to come before this Board to be advertised for sale. The property is at the end of B!rchwood and adjacent to Highland Park as part of the Highland Park property. He notes that the legal description nesds to be changed. The Parks Board voted that "Tract C" on the map is unbuildab!e and removed it from the surplus land. Tracts A and B are each 60 ft. wide and 17~ ft. deep. Planning and Development Director Urban requests to advertise to offer this land for sale after appraisals are gotten. Director Lakeman made the motion to approve advertisement and sale of 2 properties, seconded by Director Urban and carried unanimously. VENDOR PERMITS Planning and Development Director Jim Vendor and Peddler Permits for future collected per the Code of Ordinance. Urban spoke in regards to the reference as to the fees to be PAGE 4 MAY 19, 1997 SUSPENSION For the record, City Attorney Sedwick said the Board has received from the Chief of Police a report regarding a 3 day suspension of a police officer~ This report is submitted pursuant to requirements of the statute and was submitted within 48 hours. There being no further business to come before the Board of Public Works and Safety, Director Lakeman made the motion to adjourn at 10:3~ a.m., seconded by Director Urban and carried unanimously.
