MONDAY APRIL 28,1997
Mayor Thomas R. Galligan called the meeting to order at 9:3~ A.M., and
on call of the roll those members present were: Planning and
Development Director Jim Urban filling in for Director Lakeman, and
Safety Director Anthony Harrod.
Also present were: Street Commissioner George Trembly, City Engineer
Bob Miller, City Attorney Anne Marie Sedwick, Sewage Off~ce Manager
Bob Goldman, Wastewater Treatment Plant Assistant Manager Scott
Timmerman, Vehicle Maintenance Foreman Mike Ewton, Animal ',~helter
Office Manager Rick Broy,Assistant Police Captain Dan Rodden~L Fire
Chief Mike Smith, Building Commissioner Bill Gavin, Planning~. and
Development Director Jim Urban, and Clerk Lynne Kempf~ '~
Planning and Development Director Jim Urban made the motion to approve
the payrolls as presented, seconded by Director Harrod and carried
unanimously.
Director Harrod made the motion to approve the minutes as presented,
seconded by Planning and Development Director Jim Urban and carried

HANDICAPPED PARKING
Police Captain Rodden recommended approval for handicapped parking at
950 E. Maple Street~ Director Harrod made the motion to approve the
handicapped parking sign, seconded by Planning and Development
Director Urban and carried unanimously.
ALLEY
City Attorney Sedwick said she talked to Jean Marie Steele
and they are trying to work something out in regards to
beside Ms. Steele's residence on Market Street.

ROADBLOCK
Doranne Rasdon asked permission to hold a roadblock Friday and
Saturday, May 2nd and May 3rd at Ice Cream Willie's intersection.
Proceeds will go to the Jeff High Theatre Department. Mayor Gall!gan
said the city would be giving a donation. Director Harrod made the
motion to approve the roadblock, seconded by Planning and Development
Director Urban, and carried unanimously.

DRAINAGE AND SEWER PROBLEM
Phyllis Loweof 1527 Lyndale Drive spoke in regards to her sewer and
drainage problems. After much discussion, Mayor Galligan said he
would send someone out to shoot the elevation of her basement and make
an adequate observation and would get back with her on his findings.
NATIONAL DAY OF PRAYER WALK
Captain Dan Rodden informed the Board of the Natlonal Day
Walk to be held on May 1st between 11:30 and 1:30 p.m~

Hearing was held on the order to remove an unsafe building concerning
the property located at 701 East Chestnut Street, Jeffersonvllle owned
by Glen Muncy of 4105 Utica Pike~ Jeffersonvllle, Indiana and Carl
Muncy of 139 Lakeside Court~ Shelbyville~ Indiana. No person having a
substantial property interest in the premises located at 701 East
Chestnut Street nor any other person with an interest in the
proceedings appeared either in person or by counsel at the hearing.
Building Commissioner Gavin testified that the structure is unsafe
because it has not been maintained for many years, it is dilapidated
and has deteriorated to the point that demolition of the structure is
required. FiFe Chief Mike Smith confirmed that the structure is
unsafe and a fire hazard to the neighboring structure. Mr~ Gavin
stated that he believed that the cost of demolition of the structure
would be five thousand dollars or less~ but that he would check the
estimates previously received concerning demolition of this structure.
Mayor Galligan stated that if the cost is less than five thousand
dollars the City would demolish it.

Building Commissioner Gavin reported that Mr. Sanders and Mr. Ralston
have two strands of barbed wire approximately 300 ft. long, no higher
than 3 or 4 ft. high at their business property in Industrial Park.
They have not responded to certified letters sent by the Building
Commissioner. City Attorney Sedwick said she will call them and tell
them that if they don't remove the barbed wire, the city will.

Building Commissioner Gavin said she has a lot of open storage in the
backyard of her residence along with a couple of old cars. Her son
said he is in the process of cleaning it up but needs more time.
Mayor Galligan asked him to get an approximate time frame on cleaning
it up and drop it off to the Building Commissioner's office.
ARRIVE ALIVE
Fire Chief Mike Smith presented the Arrive Alive Procedure. Director
Harrod made the motion to adopt the policy for the Emergency Vehicle
Response Program or Arrive Alive Program, seconded by Planning and
Development Director Jim Urban.
ROADBLOCK
Director Harrod said Randy Trebring with River Valley Middle School
requests a roadblock for the Leukemia Society on May 9th from 2-6 p.m.
at Main and Market St. and May 10th from 9-6 p.m. at Ice Cream
Willie's. Captain Rodden said he would check these dates to make sure
they're not already taken. Director Harrod made the motion to approve
the roadblock, seconded by Planning and Development Director Urban and
carried unanimously.
CONTRACT PROPOSAL
Mayor Galligan said we have a contract proposal with EV Engineering to
repair a line on Charlestown Avenue. They will do the construction
and inspection. Director Harrod made the motion to approve the
contract with EV Engineering, seconded by Planning and Development
Director Urban and carried unanimously.
64 FIRE TRUCK IN STORAGE
Street Commissioner George Trembly asked permission to use the old
fire truck in storage to wash down along the river bank or wherever
needed. Mayor Galligan said there is no problem with using the truck.
There being no further business to come before the Board of Public
Works and Safety, Director Harrod made the motion to adjourn at
a.m., seconded by Planning and Development Director Urban and carried
unanimous ly.
