HomeMy WebLinkAbout10-19-1998MINUTES OF THE BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF JEFFERSONVILLE, INDIANA MONDAY, OCTOBER 19, 1998 Mayor Galligan called the meeting to order at 9:30 a.m., and on call of the roll those members present were: City Engineer Bob Miller, and Sewage Office Manager Bob Goldman. Also present were: Fire Chief Mike Smith, Street Commissioner Bobby Ervin, Police Chief Mike Pavey,Wastewater Treatment Assistant Director Traylor, Parks Superintendent Rick Elliott, Building Commissioner Larry Decker, Animal Shelter Asst. Manager Rick Broy, City Attorney Anne Marie Galligan, and Clerk Lynne Kempf. City Engineer Miller made the motion to approve the payroll as presented, seconded by Sewage Office Manager Goldman and carded unanimously. Sewage Office Manager Goldman made the motion to approve the minutes as presented, seconded by City Engineer Miller and carried unanimously. BIDS-KEYSTONE BRIDGE Jorge Lanz opened bids on the Keystone Bridge. They are as follows: K&I Construction $897,884.30, Koetter Construction $588,826.99, and Matuda Inc. $912,860.10. The engineers' estimate is $1,042,600.00. City Engineer Miller made the motion to take the bids under advisement, seconded by Manager Goldman and carried unanimously. HANDICAP PARKING Mollie Cochran of 811 French Street requested a handicap parking sign in front of her house. Manager Goldman made the motion to approve the handicap sign, seconded by Engineer Miller and carried unanimously. KING ROAD SEWER Kristine Lyons and seven of her neighbors on King Road voiced concern about whether a sewer is going in in their area. Mayor Galligan said he has plans and would give them a detailed explanation of what's to be done. CITATIONS- 1102 SPORTSMAN DRIVE Building Commissioner Decker reported to the Board that the problem with Charles Newsom of 1102 Sportsman Drive has been going on all summer. Building Commissioner Decker said the grass is never cut and the city has been maintaining it. There is some discrepancy over who really owns the house. There are also cars parked there that have been stickered at different times. Attorney Galligan said a lawsuit will be filed. CITATION-405 & 407 E. TENTH ST. Building Commissioner Decker reported to the Board that he has cited David and Linda Francke. He said they have made a few small attempts to cut the grass and pick up the trash. He said he sent them a letter stating that the city is going to cut the grass and the Francke's will be billed. City Attorney Galligan said a lawsuit will be filed. CHEMTRUSION Wastewater Treatment Plant Asst. Director Traylor asked the Board to approve a Notice of Violation for Chemtmsion for being in violation of the Industrial Sewer Use Ordinance. Chemtrusion is required to submit in writing a report stating why the abrasive material was discharged to the city sewer system and not reported to our facility and what has been done to alleviate the problem. The report is to be submitted within 10 working days. Chemtmsion will be responsible for the repair of any equipment damaged from the discharge of the abrasive material.They are also required to pay $1,000.00 for this violation to be paid in full within 30 days of this order. Manager Goldman made the motion to fine Chemtmsion $1,000.00 plus the cost of cleanup, seconded by Engineer Miller and carried unanimously. DISHWASHER AND AUTOCLAVE FOR LAB Wastewater Treatment Plant Asst. Director Traylor asked the Board's approval on the purchase of a dishwasher that is approximately $5,500.00 and an autoclave for approximately $3,200.00. Manager Goldman made the motion to approve the purchase of the dishwasher and autoclave, seconded by Engineer Miller and carried uanimously. RITE-AID ACCESS EASEMENT City Attorney Galligan presented for approval the easement agreement for the new Rite-Aid. Manager Goldman made the motion to approve the 12 ft. easement behind Rite-Aid, seconded by Engineer Miller and carried unanimously. CONDEMNATION HEARING City Attorney Galligan stated that previously, the Board passed a resolution to condemn a portion of Mr. Harlow's property. The city had the property appraised at a value of $3,000.00. Mr. Harlow appeared before the Board and said he has retained the services of Chas. Ed Haire to appraise the property involved. The full appraisal could take anywhere from 1 to 2 weeks. Manager Goldman made the motion to continue the hearing until November 9th when Mr. Haire can submit his full report, seconded by Engineer Miller and carded unanimously. SEWER CLAIM City Attorney Galligan reported to the Board that she has checked into the previous claim of damages of approx. $7,800.00 by Ms. Barber of 1205 Redwood Court that occurred on July 19th and again on July 21. Attorney Gailigan said it appeared from the video that roots in the Barber's lateral line had caused the initial blockage. Ms. Barber neglected to call the city when the initial backup occurred and had a plumber come and clean her lateral line. The roots from the lateral were pushed into the main and attached to roots around the edges of the main and as a result it backed up again. Because she didn't call the city initially, the city recommends that the Board deny the claim. Engineer Miller made the motion to deny the claim, seconded by Manager Goldman and carded unanimously. There being no further business to come before the Board of Public Works and Safety, City Engineer Miller made the motion to adjourn at 10:30 a.m., seconded by Sewage Office Manager Goldman and carried unanimously.
