JEFFERSONVILLE, INDIANA MONDAY, SEPTEMBER 28, 1998
Mayor Galligan called the meeting to order at 9:30 a.m., and on call of the roll those members
present were: City Engineer Bob Miller, and Sewage Office Manager Bob Goldman.
Also present were: Vehicle Maintenance Foreman Mike Ewton, Fire Chief Mike Smith, Street
Commissioner Bobby Ervin, Building Commissioner Larry Decker,Police Chief Mike
Pavey,Wastewater Treatment Assistant Director Traylor, Parks Superintendent Rick Elliott,
Redevelopment Secretary Donna Kammeyer, Personnel Director Jerralyn Ellis,Animal Shelter
Asst. Manager Rick Broy, City Attorney Anne Marie Galligan, and Clerk Lynne Kempf.
City Engineer Miller made the motion to approve the minutes of 8-14-98 and 8-21-98 as
presented, seconded by Sewage Office Manager Goldman and can'ied unanimously.
Sewage Office Manager made the motion to approve the payroll as presented, seconded by City
Engineer Miller and carded unanimously.
JEFF BAND REGIONAL
Building Commissioner Decker said that Jeff High School will host the band regional this year.
He requested a temporary sign for October 17th on Allison Lane and asked that the Jeff police
control traffic for the event. Mayor Galligan said there would be no problem with these requests.
RESIDENT PARKING
Ron Whittaker of 2012 Bluebird Dr. came before the board to complain about his neighbors who
have many vehicles parked in the cul de sac by his home and the jank in their yard that is making
it difficult for him to sell his home. He presented a letter to the Board from three realtors who
have tried to show his home. No one has been interested in his house because of the neighbors'
home condition. Police Chief Pavey said his department would check out the cars parked in the
cul de sac. Building Commissioner Decker will look into the condition of the yard and home. Mr.
Whittaker requested a resident only parking sign in front of his house. Sewage Office Manager
Goldman made the motion to approve the resident only parking sign, seconded by Engineer
Miller and carded unanimously..
NEW HIRES
Police Chief Pavey requested authority to fill 2 vacancies for the position of a police officer and
office assistant. The police officer is Jason Jackson and the part time assistant is Kerry Jolly. City
Engineer Miller made the motion to approve the hirings, seconded by Sew. Office Manager
Goldman anO ~arfied unanimously.
RESOLUTION ;:'
City Attorney Galligan aSked the Board to approve a resolution condemning the real property of
Forrest Harlow. This resolution is necessary to cross Mr. Harlow's property with a storm water
drainage pipe. Engineer Miller made the motion to approve the resolution, seconded by Manager
Goldman and carded unanimously.
ALLEY ON MITCHELL AVE.
City Engineer Miller inquired about a previous request from Marvin Grant on closing the alley
by his son's house. Mayor Galligan said no decision has been made yet.
SPRiNG STREET
City Engineer Miller said he has reviewed a tape and there is a big problem on Spring Street with
the sewer line. The top of the pipe has collapsed. Signs have been put up stating that no big
trucks are allowed at this time between Court Ave. and Market St. on Spring Street until the
sewer can be repaired. Engineer Miller made the motion to approve no trucks on this portion of
Spring, seconded by Manager Goldman and carried unanimously.
PARKS DEPT. THANK YOU
Fire Chief Smith thanked the Parks Dept. Tom Campion, and Rick Elliott for their cooperation
with the Fire Department agility test at the Field House.
Fire Chief Smith said the alley along the Flood wail between Spring St. and Wall St. behind
Gorsch Foundry should not be kept closed. Attorney Galligan said there was a previous letter
stating the alley was to be kept open and cleaned up. Mayor Galligan said the alley would be
opened up.
There being no further business to come before the Board of Public Works and Safety, City
Engineer Miller made the motion to adjourn at 11:30 a.m., seconded by Sewage Office
Manager Goldman and carded unanimously.

KIESLER'S
Emmitt Shane of Kiesler's Firearms requested the use of Wathen Park overnight on October 9th
for a cookout for their annual picnic to be held on October 10th. City Engineer Miller made the
motion to approve Kiesler's using Wathen Park, seconded by Manager Goldman and carried
unanimously
INTER-CITY ROAD CLAIM
Redevelopment Secretary Donna Kammeyer presented for approval to the Board an Inter-City
road claim from Earth Exploration Inc. for Geotechnical Evaluation; Inter-City Highway over
1-65 in the amount of $7,224.30 o£ which Jeff's portion is $3,612.15. Manager Goldman made
the motion to approve the claim, seconded by Engineer Miller and carded unanimously.
HALLOWEEN DOWNTOWN AND CHRISTMAS IN THE PARK
Asst. Parks Superintendent Elliott announced that the date of October 26th has been set for
Halloween Downtown from 6:00-8:00 p.m. He said he needs Spring Street blocked from Court to
Market plus the side streets and alley. He asked for the police to provide patrol between 5:30
and 9:00 p.m. Elliott said barricades will be set up around 5:30 p.m. Elliott also announced that
Christmas in Warder Park will be at 6:00 p.m. on Friday, December 4. The annual Christmas
dinner will be December 9th at 5:30 p.m. at the Ken Ellis Building. Engineer Miller made the
motion to approve the road closures, seconded by Manager Goldman and carded unanimously.
STREET LIGHT REQUEST
Mary Bottorff of 3608 Holman's Lane requests street lights. Engineer Miller said he would have
to check into this.
TRAFFIC SIGNAL
City Engineer Miller said the traffic signal at Chas. Pike and Holman's Lane will be done with
the Inter-City road project.
SOLICITOR'S PERMIT
City Attorney Galligan said that the Southem Indiana Tenants Union is requesting permission to
pass out flyers to various tenants. Attorney Galligan recommended that the Board approve this
request for one year. Manager Goldman made the motion to approve a solicitor's permit,
seconded by Engineer Miller and carded unanimously.
CSX PIPELINE CROSSING AGREEMENT
City Attorney Galligan said this is an agreement between the Sewage Utility and CSX to allow
the utility to cross the railroad easement with a sewer line for the area known as the Keystone
Industrial Park. There is a $250.00 up front fee paid by the developer. She said this is a typical
license agreement. Manager Goldman made the motion to approve the crossing agreement with
CSX, seconded by Engineer Miller and carded unanimously.
CAROL STUART
City Engineer Miller said that Carol Stuart, who owns property behind the Eastern Heights
Baptist Church is losing her entrance to get in off of 10th Street because of selling some of her
property. She wants permission to put a drive-way in 6ff of Emerald Court .Mayor Galligan said
there would be no problem with that.
STOP LIGHT REQUEST
City Engineer Miller said the old Sizzler Building has been sold and the new owner would like to
put a street light in at Jeff Plaza at the owner's expense. Mayor Galligan said he would check
with an engineer to make sure it all fits in. Manager Goldman made the motion to approve the
traffic signal pending the engineer's opinion, seconded by Engineer Miller and carried
unanimously.
There being no further business to come before the Board of Public Works and Safety, City
Engineer Miller made the motion to adjourn at 10:20 a.m., seconded by Sewage Office
Manager Goldman and carried unanimously.
