HomeMy WebLinkAbout09-21-1998MINUTES OF THE BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF JEFFERSONVILLE, INDIANA MONDAY, SEPTEMBER 21, 1998 Mayor Galligan called the meeting to order at 9:50 a.m., and on call of the roll those members present were: City Engineer Bob Miller, and Sewage Office Manager Bob Goldman. Also present were: Vehicle Maintenance Foreman Mike Ewton, Fire Chief Mike Smith, Street Commissioner Bobby Ervin, Building Commissioner Larry Decker,Police Chief Mike Pavey,Wastewater Treatment Assistant Director Traylor, Parks Superintendent Rick Elliott, Animal Shelter Asst. Manager Rick Broy, City Attorney Anne Marie Galligan, and Clerk Lynne Kempf. City Engineer Miller made the motion to approve the payroll as presented, seconded by Sewage Office Manager Goldman and carried unanimously. SEWER BACKUP Greg Biack, the attorney for George and Stephanie Barber who live at 1204 Redwood Court are requesting reimbursement for damages caused when their basement flooded. Mrs. Barber said her homeowners insurance doesn't cover sewer damages. Her damages amount to approximately $7,800. Mayor Galligan said she should have called the sewer dept. as soon as the water was discovered. City Attorney Galligan said she will look at the updated report fi.om EMC and Mayor Galligan said this matter will be taken under advisement. EASEMENT CITATION Betty Perry of 1112 Spruce Drive appeared before the Board with concerns about the letters she receives whenever we get a substantial rain and water backs up in her back yard. Supposedly the easement is overgrown and contributes to the problem. Mayor Galligan said work is being done to alleviate these problems and he will be out to look at it. CITATIONS Building Commissioner Decker said as a matter of record that Mr. Jones who owns the property at 713 E. Maple Street has complied with the list of repairs that Building Commissioner Decker required him to do. 727 E. MAPLE STREET Building Commissioner Decker said he cited William L. Allen III and Jude Welsh for various, numerous violations at 727 E. Maple Street on August 19th. Mr. Allen owns the house and Mr. Welsh is buying it on contract from Mr. Allen and plans to do the necessary repairs to the house. Bldg. Commissioner Decker said the foundation is decaying, the walls have settled, and it is uninhabitable at this time. He thinks it should be tom down. Mr. Allen told the Board that according to a civil engineer's report, the foundation is safe. Bldg. Commissioner Decker said he has never received the engineer's report. Mr. Allen then produced a signed report. Fire Chief Smith, who lives in the neighborhood of this house said it has been spot repaired and is a fire hazard. Mr. Allen and Mr. Welsh don't want the house tom down. Mr. Welch wants to make all the required and necessary repairs out of his own pocket but the Mayor is concerned whether all the repairs will ever be finished. Attorney Galligan told Mr. Welsh that a legitimate address and phone number would be needed from him for furore registered letters and if he cannot be contacted, he will be considered vacated from the Maple Street address, and to have no further interest in it. After a lengthy discussion, Mayor Galligan told Mr. Welsh to work out the prescribed method of repairs with Building Commissioner Decker. INDUSTRIAL NIGHTMARE Michael Cruz asked that the Police Dept. enforce the "no parking" and "handicapped parking" signs again this year as they have in the past. Mayor Galligan said this would be no problem. OHIO VALLEY BLIND ASSOCIATION Suzarme Brumleve with the Ohio Valley Blind Association said they are again having their fund raiser and would like permission to make calls in Jeff. Sew. Office Manager Goldman made the motion to approve this request, seconded by Engineer Miller and carried unanimously. RONALD LONG Mr. Long asked the Board's permission to sell pumpkins at 10th and Spring at the fireworks store. The Board said he needed no approval to be on private property. DIGESTOR BLOWER Wastewater Treatmt. Plant Asst. Director Traylor requested the Board's approval to pay for the repairs to Digestor Blower #1 at an estimated cost of $3,527.94. City Engineer Miller made the motion to approve the repairs, seconded by Sew. Office Manager Goldman and carded unanimously.
