In Mayor Galligan's absence Sewage Office Manager called the meeting to order at 9:50 a.m.,
and on call of the roll those members present were: City Engineer Bob Miller, and Fire Chief
Mike Smith sitting in for Sewage Office Manager Bob Goldman.
Also present were: Vehicle Maintenance Foreman Mike Ewton, Fire Chief Mike Smith, Street
Commissioner Bobby Ervin, Building Commissioner Larry Decker, Police Detective
Fleeman,Wastewater Treatment Assistant Director Traylor, Parks Superintendent Rick Elliott,
City Attorney Anne Marie Galligan, and Clerk Lyrme Kempf.
Fire Chief Smith made the motion to approve the minutes of 8-24-98 and 8-31-98 as presented,
seconded by City Engineer Miller and carded unanimously.
City Engineer Miller made the motion to approve the payroll as presented, seconded by Fire
Chief Smith and carried unanimously.
City Engineer Miller made the motion to approve the claims as presented, seconded by Fire
Chief Smith and carded unanimously.
BID
Jorge Lanz of Jacobi, Toombs, and Lanz opened two bids on the Allison Lane Improvements.
The bidders were: Matsuda $447,500.00 and K and I Construction $ 399,195.50. City Engineer
Miller made the motion to take the bids under advisement until next week, seconded by Fire
Chief Smith and carried unanimously.
DRAINAGE UTILITY
%....Acting Planning and Zoning Director Gavin presented 3 copies of the contract to enter into an
agreement with Omni Engineering to do a study of the Drainage Utility Creation. The contract is
not t° exceed $30,000.00 and has been accepted by the Drainage Board. City Engineer Miller
made the motion to approved the contract, seconded by Fire Chief Smith and carded
unanimously.
HANDICAPPED PARKING
A request was made for Donna Williams to have a handicap parking sign put up at 509 Ohio
Avenue. City Engineer Miller made the motion to approve the handicap parking sign, seconded
by Fire Chief Smith and can/ed unanimously.
817 OHIO AVENUE
Warren Sweapp came before the Board in regards to water problems and damage at his house at
817 Ohio Avenue caused by the extensive rain we've had. City Attomey Galligan said there is
nothing the City could have done to prevent this problem. She told Mr. Sweapp that she would
be glad to speak with his insurance agent in regards to his coverage.
813 OHIO AVENUE
Marvin Stephenson also came before the Board in regards to his property at 813 Ohio Avenue.
He said there have been numerous water problems over the years. He said he has experience 4
floods since the main line was installed. He said his insurance never covered his damages
because hed didn't have flood insurance. Last year's flooding wiped out his whole basemant.
FEMA gave him $2,300.00 and said he could try for a small business loan which he didn't
qualify for. He said he has spent $7,000.00 out of pocket trying to restore his basement and he's
broke. He said he is at the mercy of the City to find some kind of solution to his dilemma
because he is out of money. City Engineer Miller said it would take millions of dollars to correct
all the sewer problems in downtown Jeffbut that the City is attempting to start to correct some of
them. Engineer Miller told Mr. Stephenson that he and the Mayor would be glad to sit down and
talk about this problem. City Attorney Galligan told Mr. Stephenson to contact Lee Hamilton's
office for maybe getting some help on a federal level.
1013 COOTS AVENUE
Wm. Lanham of 1013 Coots Avenue had been cited by Building Commissioner Decker
previously because of numerous complaints about his property not being kept up. The City had
to go in and cut the grass on several occasions which the city is billing Mr. Lanham for in the
amount of $540.00. The $540.00 has not been paid. Mr. Lanham said a family illness kept him
from keeping up the property. He requested that the Board waive this fee. City Attorney Galligan
said the $540.00 could not be waived but a lien could be put on the property to pay back the City.
Mr. Lanham said he would let City Attorney Galligan know in a week if he wants to pay the
$540.00 or go with the lien.
AMVETS
Terry Proctor asked the Boards permission to hand out flags to recognize POW and MIA Days
· on Friday, September 18th between 4 and 6 p:m. at 8th and Wall, and Market and Main Streets.
City Engineer Miller made the motion to approve the request, seconded by Fire Chief Smith and
carried unanimously.
ST. PAUL CRAFT FAIR
Street commissioner Ervin on behalf of Bev Grooms and St. Paul Church asked the Board's
approval to close ½ block of Walnut St. on October 3rd between 9 a.m. and 3 p.m. for St. Paul's
Craf~ Fair. Engineer Miller made the motion to approve the cloSing, seconded by Fire Chief
Smith and carded unanimously.
234 SPRING STREET
Doug Carden spoke to the Board in regard to a new business he and his wife are opening in
October. He asked the Board to put a drain in a spot in the alley that collects water, to patch some
pot holes, to repair the sidewalk, and to make the alley one way from Spring Street. City
Engineer Miller said the alley will be taken care of along with the sidewalk. Street Commissioner
Ervin asked Mr. Carden to get a petition signed by surrounding businesses in favor of making the
alley one way.
417 E. MAPLE STREET
Doug Carden, who previously spoke to the Board about the property at 417 E. Maple Street
asked the status on it. City Attorney Galligan said Mr. Muncy, the property owver is in
bankruptcy right now and the City can do nothing at this time.
There being no further business to come before the Board of Public Works and Safety, City
Engineer Miller made the motion to adjourn at 10:30 a.m., seconded by Fire Chief Smith and
carried unanimously.
