HomeMy WebLinkAbout08-10-1998August 10, 1998 MINUTES OF THE BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF JEFFERSONVILLE, INDIANA MONDAY, AUGUST 10, 1998 Sewage Office Manager Bob Goldman, sitting in for Mayor Galligan, called the meeting to order at 9:30 a.m., and on call of the roll those members present were: City Engineer Bob Miller, and Fire Chief Mike Smith. Also present were: Vehicle Maintenance Foreman Mike Ewton, Wastewater Treatment Plant Representative Kevin Wright, Street Commissioner Bobby Ervin, Animal Shelter Manager Rick Broy, Building Commissioner Larry Decker, Parks Director Rick Elliott, Police Chief Mike Pavey and Clerk Suzy Bass. City Engineer Miller made the motion to approve the minutes of August 3, 1998, as presented, seconded by Chief Smith and carried unanimously. Engineer Miller made the motiOn to approve the claims as presented, seconded by Chief Smith and passed unanimously. SEWER BID AWARDED FOR LOMA VISTA John Tombs, of Jacobi, Tombs, and Lanz, informed the Board that he feels the bid received fi.om Mitchell and Stark for the sewer work on Loma Vista, should be accepted by the Board. He feels the City probably would not benefit by rebidding. The motion was made by Engineer Miller to accept the bid fi.om Mitchell and Stark for $417,596.17, seconded by Chief Smith and carded unanimously. The work should start August 20, 1998 and take 4 - 5 months to complete. ORSANCO WATERSTUDY John McManus, from ORSANCO, appeared before the Board concerning the Ohio River Wet Weather study. He explained that a model has been made to help cities along the Ohio River with the Wet Weather Study. After his presentation, see attached documents, Mr. McManus, asked the City if they will be willing to donate $5,000.00 that they comitted last year. The motion was made by Engineer Miller to table any action until the Board can review the request with the City Attorney and the Mayor, seconded by Chief Smith and carded unanimously. August 10, 1998 REQUEST FOR SEWER TAP IN Dan Christensen, appeared before the Board to request a Y tap on at his property. He is opening a business on his property. He now has a 6" sewer and wants to put a Y tap in to connect his business. Engineer Miller informed Mr. Christensen that there is a City Ordinance which states that all businesses have to been on a 6" line alone. Therefore, the motion was made by Engineer Miller to deny the request for a Y tap in seconded by Chief Smith and carded unanimously. REQUEST FOR NO PARKING SIGN Douglas Blunk, 321 Penn St, appeared before the Board to request a No Parking sign be erected in front of his home at the comer of Chestnut and Penn. Motorists are parking up to the comer and in front of the fire hydrant. He feels this is causing a dangerous situation. Chief Pavey and Commissioner Ervin will check out this location and report back to the Board at the next meeting. COMPLAINT AT 308 MECHANIC John Montgomery, 328 Mechanic, appeared before the Board to complain about a possible towing business being mn at 308 Mechanic. There is always at least one, if not two, wreckers parked in front of this residence. They are loud and they obstruct the view for the other residents. Commissioner Decker told the Board that he has talked to Mr. Montgomery and reviewed the tape that Mr. Montgomery took. He also talked to the property owner who told him that he is on call 24 hours a day and brings home the wrecker to make after hours runs. The name of the Company is on the track and so is a Sellersburg phone number. Commissioner Decker said that he can not say that there is a business being mn out of this home. He feels it may be a police matter concerning the noise and size of the vehicle parked in the street. Chief Pavey said that he will look into this and report back his findings at the next meeting. STREET CLOSURES FOR STEAMBOAT DAYS Jack Alexander, from the Steamboat Days Committee, appeared before the Board to request street closures for the Steamboat Days Sept 11 -14, 1998. A list of all street closures and dates are attached. The motion was made by Engineer Miller to approve the closings, seconded by Chief Smith and carded unanimously. Mr. Alexander also informed the Board that there will be a meeting on August 20, 1998 at 7:30 PM at the Jaycees Bldg to finalize festival plans. He asked all departments involved to please send a representative to the meeting. August 10, 1998 REQUEST FOR SCAFFOLD 1N ROAD Engineer Miller informed the Board that Koetter Const. will be setting up scaffold out in the road about 6 ft for work being done at Pfau Chemical. The work will start in the next day and last for about two weeks. The motion was made by Engineer Miller to approve this request, seconded by Chief Smith and carried unanimously. REQUEST TO REDUCE DAILY ANALYSIS Kevin Wright, EMC, appeared before the Board with a written request from Wyandot to reduce performing daily analysis for BOD and TOS to twice per week. After discussion, the motion was made by Engineer Miller to deny the request seconded by Chief Smith and carded unanimously. Kevin Wright also informed the Board that each year the IWPCA does safety inspections ail through the state. This year Jeffersonville won this award. IWR SPILL Representative Wright told the Board that this past weekend there was another spill at IWR. They are in the process of having it cleaned up. There have also been many complaints of odor at the plant. He will talk to the Mayor and City Attorney to see what can be done about all of the complaints. ESTABLISHING FEES FOR POLICE REPORTS Manager Goldman informed the Board that Attorney Galligan has an amendment to Ordinance 96-OR-62 to present to the Common Council to establish fees for permits, police reports, etc. Chief Pavey said that the current ordinance does not establish fees for photographs associated with accidents and crime scenes. He said he is asking for a rate of $1.00 per print. This will cover the cost of the film, developing, and the cost associated with handling by the evidence technician. The motion was made by Engineer Miller to table this request until the next meeting, seconded by Chief Smith and carried unanimously. POLICE OFFICER HIRED Chief Pavey recommended hiring Todd Hollis effective 8-10-98 as our newest police officer. He has passed all the required tests. Chief Pavey said he feels Mr. Hollis will be an excellent addition to the department. The motion was made by Engineer Miller to approve the hiring seconded by Chief Smith and passed unanimously. AIDS WALK Chief Pavey informed the Board that he received a request from Kevin Marsh to close this side of the Clark Memorial Bridge on Sept. 27, 1998 from 1:30 PM - 4:30 PM for the 7th annual August 10, 1998 AIDS Walk. Louisville has already approved closing their side of the bridge. The motion was made by Engineer Miller to close the bridge, seconded by Chief Smith and passed unanimously. DEDICATION OF SELLMER PARK Director Elliott informed those present that Northaven Park will be dedicated as Connie Sellmer Park on Aug 15, 1998 at 10:00 AM FIRE TRAINING SCHOOL Chief Smith informed the Board that the IN State Fire School will be training Sunday August 16, 1998. They will be burning a house on Hwy 62 east of the River City Park entrance. There being no further business to come before the Board, the motion was made by Engineer Miller to adjourn at 10:30 AM.
