JEFFERSONVILLE, INDIANA MONDAY, AUGUST 03, 1998
Sewage Office Manager Bob Goldman sitting in for Mayor Galligan called the meeting to order
at 9:30 a.m., and on call of the roll those members present were: City Engineer Bob Miller, and
Building Commissioner Larry Decker sitting in for Sewage Office Manager Bob Goldman.
Also present were: Vehicle Maintenance Foreman Mike Ewton, Fire Chief Mike Smith, Street
Commissioner Bobby Ervin, Building Commissioner Larry Decker, Parks Secretary Bev Couts,
Police Chief Mike Pavey,Wastewater Treatment Assistant Director Scott Timmerman,
Development of Redevelopment Secretary Donna Kammeyer, City Attorney Anne Marie
Galligan, and Clerk Lyrme Kempf.
City Engineer Miller made the motion to approve the payroll as presented, seconded by Building
Commissioner Larry Decker and carded unanimously.
City Engineer Miller made the motion to approve the minutes as presented, seconded by
Building Commissioner Decker and carried unanimously.
LOMA VISTA SEWER BID
John Toombs of Jacobi, Toombs, and Lanz opened a bid from Mitchell and Stark in the amount
of $417,596.17. City Engineer Miller made the motion to take the bid under advisement until
next week, seconded by Building Commissioner Decker and carded unanimously.
CITATION
Building Commissioner Decker said Buckets Bar and Grill has been cited for not installing a
grease trap in a timely fashion. City Engineer made the motion to give Buckets Bar and Grill 15
days to install the grease trap and fine them $50.00 per day every day thereafter, seconded by
Building Commissioner Decker and carried unanimously.
HANDICAP PARKING
City Engineer Miller made the motion to approve a handicap parking sign at 1021 E. 7th Street,
seconded by Building Commissioner Decker and carded unanimously.
RUN-OFF WATER PROBLEM
Eddie and Ann Moore of 1414 Plank Road spoke in regards to runoff water from Youngstown
Shopping Center. City Engineer Miller said he has contacted the owner of the shopping center
and the owner won't allow anymore work on his property. City Engineer Miller said he will get
another engineer's opinion but he doesn't see how he can do any more. City Engineer Miller will
have an answer on it next Monday.
ALL STAR'S PARADE PERMIT
Bill Gardtner asked the Board's permission to obtain a parade permit for downtown on Saturday,
August 8 at 9:00 a.m. City Engineer Miller made the motion to approve the parade, seconded by
Building Commissioner Decker and carried unanimously.
INTER-CITY ROAD CLAIM
Redevelopment Secretary Donna Kantmeyer presented a final claim for approval for Phase 1 of
the Allison Lane Project in the amount of $5,000.00. City Engineer Miller made the motion to
approve the claim, seconded by Building Commissioner Decker and carded unanimously.
STOP SIGNS-8TH AND WALNUT
Stan Flannery of 317 E. 8th Street asked that 2 stop signs be put up at 8th and Walnut because of
numerous accidents there. The Board said that stop signs there would slow traffic flow too much.
Street Commissioner Ervin said that a different sign could be put up stating that traffic does not
have to stop on 8th street at that intersection.
ROAD CLOSURE
City Engineer Miller made the motion to close Hamburg Pike on Tuesday, August 4, to have a
water line installed, seconded by Building Commissioner Decker.
POWERHOUSE LIFT STATION
Wastewater Treatment Plant Asst. Director Timmerman asked the Board's approval to repair and
replace motors and sump pumps at the powerhouse lift station in the amount of $1,408.00. City
Engineer Miller made the motion to approve the repair and replacement for $1,408.00, seconded
by Building Commissioner Decker and carried unanimously.
FILTRATE LIFT STATION
Wastewater Treatment Plant Asst. Director Timmerman asked approval of repair to Rugit
Control Panel at the Filtrate Lift Station for $1,052.98. City Engineer Miller made the motion to
approve the repair for $1,052.98, seconded by Building Commissioner Decker and carded
unanimously.
CONTRACT RATE AGREEMENT
City Engineer Miller made the motion to approve the Contract Rate Amendment for Andrew
Williams from $15.00 per hour to $16.42 per hour, seconded by Building Commissioner Decker
and carried unanimously.
EEOC
City Attomey Galligan asked approval of the Park's Dept. EEOC Conciliation Agreement.
Sewage Office Manager Goldman made the motion to approve the agreement, seconded by City
Engineer Miller and carded unanimously.
WATER DAMAGE
Linda Whitaker on behalf of her mother Anna Johnson, who resides at 1219 Court Avenue said
that her basement sustained water damage from the last flooding in downtown Jeff. She
presented pictures of the damage as did Wastewater Treatment Asst. Director Timmerman for
Environmental Management. The damage was to carpet, a bathroom vanity, and a bedroom set.
City Attorney Galligan said that the City is not liable for this type of damage caused by acts of
God, because the older parts of the City are served by Combination Sanitary and Storm-water
Sewers. Homes that do not have a backflow preventer (required by city ordinance) are subject to
flooding in a significant rain. The cost to the city to correct this problem by separating the sewers
would be in excess of $50 million dollars. Whenever the city does collection system work, it
separates the sewers in the area involved.
CONCERT IN THE PARK
Parks Department Secretary Bev Couts asked the Board to approve the National Guard Artillery
Brigade firing two cannons during their Overture on August 21, 1998 at 7:30 p.m. City Engineer
Miller made the motion to approve the firing of the cannons, seconded by Building
Commissioner Decker and carried unanimously.
REQUEST FROM IWR
Wastewater Treatment Plant Assistant Director Timmerman received a letter from A.W.
Goodman and Associates on July 28th regarding IWR. They requested a reduction of reporting
and sampling on their discharge to the Wastewater Treatment Facility. They want to report
monthly. They also requested additional poundage from 350 to 600 lbs. per day. After much
discussion, City Engineer Miller made the motion to leave the COD limitations at 350 lbs. per
day, seconded by Sewage Office Manager Goldman and carried unanimously. City Engineer
Miller made the motion to look at the status of their reporting for another 6 months before
approving the reporting reduction, seconded by Building Commissioner Decker and carded
unanimously.
Industrial Waste Recycling also asked for approve to bypass their treatment facility of rain water
and go directly to their discharge point. City Engineer Miller made the motion to deny IWR
bypassing treatment, seconded by Building Commissioner Decker and carded unanimously.
There being no further business to come before the Board of Public Works and Safety, City
Engineer Miller made the motion to adjourn at 10:00 a.m., seconded by Building Commissioner
Decker and carded unanimously.
