JEFFERSONVILLE, INDIANA MONDAY, JULY 20, 1998
Mayor Galligan called the meeting to order at 9:30 a.m., and on call of the roll those members
present were: City Engineer Bob Miller, and Sewage Office Manager Bob Goldman.
Also present were: Vehicle Maintenance Foreman Mike Ewton, Fire Chief Mike Smith, Street
Commissioner Bobby Ervin, Building Commissioner Larry Decker, Parks Director Rick Elliott,
Detective Fleeman,Animal Shelter Manager Rick Broy,Wastewater Treatment Plant Asst.
Director Scott Timmerman, City Attorney Anne Made Galligan, and Clerk Lynne Kempf.
Sewage Office Manager Bob Goldman made the motion to approve the payroll as presented,
seconded by City Engineer Miller and carried unanimously.
City Engineer Miller made the motion to approve the minutes as presented, seconded by Sewage
Office Manager Goldman, and carded unanimously.
Sewage Office Manager Goldman made the motion to approve a claim as presented, seconded by
City Engineer Miller and carried unanimously.
LOUD MUSIC
Orville Keel of 45 Center Street complained to the Board about people congregating at the
Optimist Club on Saturday nights and playing loud music. Mayor Galligan said the police would
check into this.
DRAINAGE
Art Meyers came before the Board in regards to his drainage problem. Mayor Galligan said
permission had been given by Mr. Meyers neighbor to come onto her property but then she
revoked that permission. Mayor Galligan said he would talk to the neighbor again and get back
with Mr. Meyers.
PERMIT
Angela Wolfe asked the Board's approval to pass Out flyers every two weeks for the Southern
Indiana Tenants Union. City Engineer Miller made the motion to approve this request contingent
upon the City Attorney's approval, seconded by Sewage Office Manager Goldman and carried
unanimously.
TWO HOUR PARKING
City Engineer Miller made the motion to approve 2 hour parking signs on Mulberry Street from
Court Avenue to Maple Street, seconded by Sewage Office Manager Goldman and carried
unanimously.
NOTICE OF VIOLATION
Wastewater Treatment Plant Assistant Director Timmerman asked the Board's approval to send a
Notice of Violation to PQ Corp. for violation of the Industrial Discharge Permit and the
Industrial Sewer Use Ordinance of the City of Jeffersonville. They are required to submit a
Monthly Self Monitoring Discharge Report. No fine will be issued for June's violations but in
the future they will be fined $1,000 per day, per violation and/or $1,000 for future non-reporting
of violations. Sewage Office Manager Goldman made the motion to send the Notice of Violation
to PQ Corp., seconded by City Engineer Miller and carded unanimously.
PROPOSAL FOR GRIT REMOVAL
Wastewater Treatment Plant Assistant Director Timmerman presented proposals for grit removal
at the Tenth St. Lift Station. Proposals were received from AST Industrial Environment,
Industrial Services, Inc., and Aqua Pro Inc.. Director Timmerman recommended that the Board
accept Aqua Pro's proposal of $7,500.00. City Engineer Miller made the motion approve Aqua
Pro, seconded by Sewage Office Manager Goldman and carded unanimously.
GRIEVANCEPROCEDURE
Fireflghter Doug Sneed appeared before the Board with Attorney Dawn Elston about a grievance
that hasn't been settled. City Attorney Galligan said she knew nothing about the grievance and
had received no information on it. Mr. Sneed said he had submitted his grievance in writing to
his Union. Fire Chief Smith told the Board that the Union had turned down Mr. Sneed's
grievance, but Mr. Sneed disagreed. City Attomey Galligan told Mr. Sneed that certain city
procedures have to be followed pertaining to grievances aside from the Union procedures. She
recommended starting fresh from this date forward. Sewage Office Manager Goldman made the
motion to table this issue while the proper procedures are gone through and then bring back to
the Board, seconded by City Engineer Miller and carried unanimously.
VEHICLE SOLD THROUGH STATE
City Attorney Galligan said the City bid on some vehicles sold through the State auction. The
city was the successful bidder on one crane track and two sign boards. City Attorney Galligan
received by mail an affidavit of gross retail and use tax and an odometer statement on the crane
truck. She needs the Board to sign a disclaimer and certify that the odometer reading reflects the
mileage. Sewage Office Manager Goldman made the motion to authorize the Mayor to sign the
statement that the city will not hold the Commissioner of the Bureau of Motor Vehicle or it's
employees responsible for any discrepancy on the odometer reading, seconded by City Engineer
Miller and carded unanimously.
There being no further business to come before the Board of Public Works and Safety, City
Engineer Miller made the motion to adjourn at 10:00 a.m., seconded by Sewage Office
Manager Goldman and carded unanimously.
