HomeMy WebLinkAbout06-01-1998MINUTES OF THE BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF JEFFERSONVILLE, INDIANA MONDAY, JUNE 1, 1998 Mayor Galligan called the meeting to order at 9:30 a.m., and on call of the roll those members present were: City Engineer Bob Miller, and Planning and Development Director Jim Urban. Also present were: Vehicle Maintenance Foreman Mike Ewton, Sewage Office Manager Bob Goldman, Wastewater Treatment Plant Assistant Director Scott Timmerman, Fire Chief Mike Smith, Street Commissioner Bobby Ervin, Animal Shelter Manager Rick Broy, Building Commissioner Larry Decker,Parks Director Rick Elliott, City Attorney Anne Made Galligan, Police Detective Jack Fleeman, Asst. Fire Chief Bill Davis, and Clerk Lynne Kempf. Planning and Development Director Urban made the motion to approve the payroll as presented, seconded by City Engineer Miller and carded unanimously. City Engineer Miller made the motion to approve the minutes as presented, seconded by Director Urban, and carried unanimously. TENTH STREET SEWER BIDS Jorge Lanz of Jacobi, Toombs, and Lanz opened bids on the Tenth Street sewers. The bid results are as follows: Reynolds, Inc.- 1,437,538.00 American Contracting- 2,349,118.00 Matsuda, Inc.- 1,183,020.00 King Contracting- 1,344,000.00 Mitchell and Stark Construction- 1,289,672.90 Smith Contractors- 1,014,470.00 Mac Construction- 1,187,905.00 K&I Construction- 1,471,509.00 Jorge Lanz said the low bidder appears to be Smith Contractors. Director Urban made the motion to take the bids under advisement and a recommendation will be made next week, seconded by City Engineer Miller and carded unanimously. BUENA VISTA CARRIAGE CO. Bill Reichart spoke of his interest in providing carriage service on Riverside Drive. Mayor Galligan asked him to speak with City Attorney Galligan for more information on this. CITATION Building Commissioner Decker said that Paul Torma of 1525 Waverly Road has been cited for an ongoing problem that's been going on since January 20th for drainage work that needs to be done and water standing on his property. The City has tried to cooperate with Mr. Torma and help him out. Building Commissioner Decker sent Mr. Torma a Notice of Violation for tall grass and debris on the property that should have been done but hasn't been. Building Commissioner Decker presented pictures to the Board of this property. Mr. Torma said that back in February a man wanted to purchase it and that is why none of the cleanup has been done. Karen Gordon appeared before the Board on behalf of her parents who live next to the property. She presented pictures of standing water, overgrown weeds, and debris on the property. She said Mr. Torma has made no effort to fix this problem. After much discussion, City Engineer Miller made the motion to give Mr. Torma 5 days to begin work and 10 days to complete grading, seeding, and cleanup, seconded by Director Urban and carded unanimously. Mayor Galligan stated that if the grass isn't maintained the city will maintain it and send Mr. Torma a bill. INTER-CITY ROAD CLAIM Redevelopment Secretary Donna Kammeyer presented a claim for approval for Jacobi, Toombs,and Lanz in the mount of $15,480.00 for work involving Sanitary Sewer Inceptors and Allison Lane improvements. City Engineer Miller made the motion to approve the claim, seconded by Director Urban and carded unanimously. NOV TO iNDUSTRIAL WATER RECYCLING Wastewater Treatment Plant Assistant Director Scott Timmerman reported to the Board that an NOV was sent to Industrial Water Recycling for violation of it's Industrial Discharge Permit and the Industrial Sewer Use Ordinance and for not submitting a Monthly Self Monitoring Discharge Report. Director Urban made the motion to approve a $2,500.00 fine for Industrial Water Recycling and to put them on notice that the next time they will be fined $2,500.00 for not reporting and $2,500.00 per day until they do, seconded by City Engineer Miller and carded unanimously. KINGSFIELD SUBDIVISION City Engineer Miller made the motion to release on Section 3 of Kingsfield Subdivision the stone in the mount of $6,940.00 and $8,730.00 for the asphalt, seconded by Director Urban and carried unanimously. On Section 4 City Engineer Miller made the motion to release the sewers for $36,492.00, seconded by Director Urban and can/ed unanimously. CONSTRUCTION SERVICES CONTRACT City Attorney Galligan requested the Board's approval of a contract between the Sewer Utility and Andrew Williams to provide construction services as a construction coordinator to oversee and coordinate the utilities construction and maintenance projects. City Engineer Miller made the motion to approve the contract with Andrew Williams for construction services, seconded by Director Urban and carried unanimously. DISCLOSURE City Attorney Galligan said Andrew Williams would need to make a disclosure of the contract because he is on the City Council. Director Urban made the motion to approve the disclosure, seconded by City Engineer Miller and carded unanimously. There being no further business to come before the Board of Public Works and Safety, Director Urban made the motion to adjourn at 10:30 a.m., seconded by City Engineer Miller and carded unanimously.
