JEFFERSONVILLE, INDIANA TUESDAY, MAY 26, 1998
Mayor Galligan called the meeting to order at 9:30 a.m., and on call of the roll those members
present were: City Engineer Bob Miller, and Planning and Development Director Jim Urban.
Also present were: Vehicle Maintenance Foreman Mike Ewton, Sewage Office Manager Bob
Goldman, Kevin Wright of EMC, Fire Chief Mike Smith, Street Commissioner Bobby Ervin,
Animal Shelter Manager Rick Broy, Building Commissioner Larry Decker,Parks Director Rick
Elliott, City Attorney Anne Marie Galligan, Police Detective Jack Fleeman, Asst. Fire Chief Bill
Davis, and Clerk Lynne Kempf.
Planning and Development Director Urban made the motion to approve the payroll as presented,
seconded by City Engineer Miller and carried unanimously.
City Engineer Miller made the motion to approve the minutes as presented, seconded by Director
Urban, and carried unanimously.
BUTTONWOOD ISLANDS
David Blankenbaker spoke in regards to the islands in Buttonwood and presented a couple of
drainage plans. He said that the plans were approved by a previous administration in 1993, as
well as the Planning Commission. Mr. Bhatt, who previously spoke against the islands, appeared
again before the Board stating that he feels the islands are a hazard. Another resident by the name
of Tom Popp spoke again and on behalf of 80% of the Buttonwood residents in favor of the
islands. Mr. Prentice, the developer, said he has spent a lot of money putting in these islands and
doesn't think he should have to foot the bill to tear them out. He also doesn't understand why this
is a problem now after 5 years. Mayor Galligan explained that he didn't have a problem with the
islands themselves but the danger to children who might be injured because of them and the fact
that Mr. Bhatt, a resident, came before the Board previously saying that he couldn't get out of
his driveway because of an island. Mayor Galligan said he would be willing to meet with the
homeowners on this issue and asked Mr. Popp to set something up.
: TRI-AXLE DUMP TRUCK BID RESULTS
Street Commissioner Bobby Ervin said he has reviewed the bids and recommends the bid of
Peterbilt for $88,358.00. The bid of Uhl Tracking did not meet the specifications. (list attached)
City Engineer Miller made the motion to approve the bid of Peterbilt for $88,358.00, seconded
by Director Urban and carded unanimously.
PERMIT TO MOVE HOUSE
Nathan Adams of Adams Contractors asked the Board's permission to move a house from
Jeffersonville to New Albany. (13.7 miles) Building Commissioner Decker read a list of
requirements in order to move the house. City Engineer Miller made the motion to approve
moving the house pending the requirements are met, seconded by Director Urban and carded
unanimously.
713 E. MAPLE STREET
Patti Boome, a resident on Maple Street complained to the Board about an apartment building on
Maple Street owned by a Jeff firefighter by the name of Bobby Jones. She said the building is in
poor condition and has many building code and fire violations. She feels that Mr. Jones is not
being held to the same rules as everyone else. Mayor Galligan and Fire Chief Smith assured her
this is not the case and that her complaints will be looked into. Another resident of Maple Street
by the name of Fred Bramer spoke in regards to several properties being overgrown with grass
and weeds. Director Urban who lives downtown said that these issues are serious and are
discouraging good people from moving downtown. Buildidng Commissioner Decker said he
would be checking out these complaints.
EMCITEMS
Kevin Wright of EMC presented to the Board the 1998 Capital Improvement and Repair and
Replacement report. He also requested approval to pay for the repairs of the plant phone system
that was damaged on April 15th, 1998 by a severe storm~ The cost to repair the systam is
$1,790.39. City Engineer Miller made the motion to approve the repair of the phone system,
seconded by Director Urban and carried unanimously.
Mr. Wright also requested approval to buy a set of sludge filter press belts from Industrial
Fabrics Corp. for $2,915.00. (quotes attached)Director Urban made the motion to approve the
purchase, seconded by City Engineer Miller and carded unanimously.
There being no further business to come before the Board of Public Works and Safety, Director
Urban made the motion to adjourn at 10:30 a.m., seconded by City Engineer Miller and carded
unanimously.
