JEFFERSONVILLE, INDIANA MONDAY, APRIL 20, 1998
Mayor Galligan called the meeting to order at 9:55 a.m., and on call of the roll those members
present were: City Engineer Bob Miller, and Planning and Development Director Jim Urban.
Also present were: Vehicle Maintenance Foreman Mike Ewton, Sewage Office Manager Bob
Goldman, Wastewater Treatment Plant Assistant Director Scott Timmerman, Animal Shelter
Manager Rick Broy,Fire Chief Mike Smith, Building Commissioner Larry Decker, Police
Captain Jim Craig, Parks Director Rick Elliott, City Attorney Anne Made Galligan and Clerk
Lynne Kempf.
City Engineer Miller made the motion to approve the payroll as presented, seconded by Director
Urban and canied unanimously.
Director Urban made the motion to approve loaning up to $750,000.00 to the General Fund
from the Sewage Dept., seconded by City Engineer Miller and canied unanimously.
HAMBURG PIKE AND CHAS. N.A. PIKE
Capt. Jim Craig brought traffic information, requested by Mayor Galligan at the last meeting, in
regards to traffic flow on Hamburg Pike and Chas. N.A. Pike. City Engineer Miller will look into
solving this problem.
VENDOR PERMIT
Paula Brown asked the Board's approval to set a concession stand at the foot of Spring Street for
the Steamboat Race. Director Urban made the motion to approve the vendor permit, seconded by
City Engineer Miller and carried unanimously.
CHAUTAUQUA
Yvonne Knight welcomed everyone to the weekend Chautauqua at the Howard Steamboat
Museum. She asked the Boards approval to close High Street for this event. Director Urban made
the motion to approve closing High Street, seconded by City Engineer Miller and carded
unanimously.
CITATION
Building Commissioner Decker reported to the Board that a citation was sent to Pete Newsom
for property at 1111 and 1113 Watt Street. On March 3, Mr. Newsom was asked to come inand
talk about the problem. On April 3, he was sent a condenmation letter that he has never accepted.
City Attorney Galligan told Building Commissioner Decker that an estimate to tear down the two
houses would need to be gotten. She said the City could tear them down if the estimate is below
$5,000.00. Another attempt will be made to get the condemnation letter to Mr. Newsom.
NOTICE OF VIOLATION-RYDER TRANSPORTATION
Wastewater Treatment Plant Asst. Director Scott Timmerman reported that Ryder Transportation
Services allowed oil and diesel fuel into the sewer line at the south end of Industrial Parkway.
Therefore, Ryder is obligated to pay $800.00 for the clean up. Ryder is also required to pay
$1,000.00 for the violation of the City Sewer Use Ordinance. Director Urban made the motion to
approve the violation and fees, seconded by City Engineer Miller and carried unanimously.
NOTICE OF VIOLATION- GEO. PFAU AND SONS
Wastewater Treatment Plant Asst. Dir. Timmerman reported that Geo. Pfau and Sons had an oil
spill on 4-8-98 that reached a combined city sewer. Geo. Pfau and Sons Co. Inc. is obligated to
pay for clean up in the amount of $523.89. Director Urban made the motion to approve the clean
up charge of $523.89, seconded by City Engineer Miller and carded unanimously.
NOTICE OF VIOLATION-INDUSTRIAL WATER RECYCLING
Wastewater Treatment Plant Asst. Dir. Timmerman reported that on 3-16-98, a spill took place at
the Industrial Water Recycling site. Timmerman did not receive notification of the spill. IWR is
required to submit in writing a report stating the events that took place that led to the spill.
Director Urban made the motion to approve the NOV for IWR, seconded by City Engineer
Miller and carried unanimously.
NOTICE OF VIOLATION-WYANDOT
Wastewater Treatment Asst. Director Timmerman reported that on 3-24-98 a spill was located
outside of their facility, which flowed into the storm sewer and reached a drainage ditch. It was
reported on 3-24-98 that an additional spill from a waste potato hopper had leaked on 3-22-98
and reached the storm sewer and into the same ditch line. Director Urban made the motion to
approve the Notice of Violation and a $1,000.00 fine per violation for a total of $2,000.00,
seconded by City Engineer Miller and carded unanimously.
NOTICE OF VIOLATION-WYANDOT
Wyandot was given another Notice of Violation for an oil and grease result exceeding their limit.
Wyandot Inc. is required to submit in writing a report stating why this exceedence occurred and
why the additional information reveals extremely high oil and grease occurrences. The report
must also include why this oil and grease problem has not been corrected . Wyandot Inc. is
required to pay $1,000.00 for the oil and grease violation. Director Urban made the motion to
approve the NOV and $1,000.00 fine, seconded by City Engineer Miller and carried
unanimously.
There being no further business to come before the Board of Public Works and Safety, Director
Urban made the motion to adjourn at 10:20 a.m., seconded by City Engineer Miller and can'ied
unanimously.
