JEFFERSONVILLE, INDIANA MONDAY, APRIL 6, 1998
Mayor Galligan called the meeting to order at 9:30 a.m., and on call of the roll those members
present were: City Engineer Bob Miller, and Planning and Development Direstor Jim Urban.
Also present were: Street Commisssioner Bobby Ervin, Vehicle Maintenance Foreman Mike
Ewton, Sewage Office Manager Bob Goldman, Wastewater Treatment Plant Assistant Director
Scott Timmerman, Animal Shelter Manager Rick Broy,Fire Chief Mike Smith, Building
Commissioner Larry Decker, Police Detective Jack Fleeman, City Attorney Anne Marie Galligan
and Clerk Lynne Kempf.
Director Urban made the motion to approve the minutes as presented, seconded by City Engineer
Miller and carried unanimously.
City Engineer Miller made the motion to approve the payroll as presented, seconded by Director
Urban and carried unanimously.
City Engineer Miller made the motion to approve the claims as presented, seconded by Director
Urban and carded unanimously.
HORSE DRAWN CARRIAGES
Grant Oakes, a lifelong resident of Jeffersonville spoke to the Board about having carriage rides
on Riverside Drive. He would like to have a designated boarding area. The rides would be $5.00
per person for 20 minutes each. He said adequate insurance will be obtained. He would also like
to have a stable for the homes in the downtown area. The rides would be on Saturday evenings
from 6-12 p.m. City Attorney Galligan said she would need to check with Indianapolis on the
rules and regulations and that Mr. Oakes should talk with Buckheads and Kingfish about this
idea before proceeding further.
RESIDENT PARKING
Sue Jenkins requested approval for 2 resident parking signs at 714 E. Maple Street. Mayor
Galligan asked the police department to check out this location and report back to the Board.
CENTER STREET
Lena Williams, a resident on Center Street along with 4 neighbors came before the Board with
concerns about the condition of Center Street and when it will be completed. Mayor Galligan
assured them that it should be in good shape by June.
CENTRAL ALARM LEASE
City Attorney Galligan told the Board that Central Alarm is requesting a 99 year lease for $1.00
per year. Director Urban made the motion to approve the lease, seconded by City Engineer
Miller and carded unanimously.
RUST ENGINEERING SERVICE
City Attorney Galligan said Rust Engineering has submitted an amendment to their professional
services agreement. She said they need to raise their pre-treatment part of the Ordinance from
$6,900.00 to 16,900.00. City Engineer Miller made the motion to approve Amendment #1,
seconded by Director Urban and canied unanimously.
THUNDER-ROAD CLOSURES
Police Officer Garry Pavey requested approval of road closures for Thunder Over Louisville. (list
attached) Director Urban made the motion to approve the road closures, seconded by City
Engineer Miller and carded unanimously.
CHILDREN PLAYiNG SIGNS
Director Urban said a request was made for "Children Playing" signs on Sharon Drive because
motorists are driving so fast on that street. Mayor Galligan said police need to be running radar
there. He also had a complaint about someone selling ice cream on heavy traffic areas and
children are running out into the streets. Detective Fleeman said all these concerns would be
checked into.
SIDEWALK CLOSING
Director Urban made the motion to close the sidewalk at Spring and Maple Street for a lot to be
dug out, seconded by City Engineer Miller and carded unanimously.
BOY SCOUTS
Director Urban made the motiOn to have 2 troops of Boy Scouts again park cars at the Piggyback
lot on the day of Thunder, seconded by CitY Engineer Miller and carded unanimously.
4 WAY STOP
Detective Fleeman reported for Police Chief Pavey that a 4oway stop is not needed at 7th and
Ohio Avenue.
There being no further business to come before the Board of Public Works and Safety, Director
Urban made the motion to adjourn at 10:20 a.m., seconded by City Engineer Miller and carded
unanimously.

All of the above mentioned residential streets will be open to
residents and their personal vehicles until 5:00~'~m with the
exception Of Riverside Drive. Streets will be redpended at the
discretion of the Chief of Police, depending~ upon traffic
congestion~and the safety of pedestrians in the ar~a. Ail streets
are projedted to be opened by 1 ht.
The Court Avenue exit ramp from{I-65 North is requested te be
closed 9t approximately 4:00 traffic on 1-65 at this
location becomes a safety ~ necessitates being closed

As in the past events such as this, we are requesting that no
alcoholic beverages be allowed on city property. This would include
city streets, city owned parking lots and the river bank area
located in the "Event Area". Also, we are requesting that no
animals be brought into the "Event Area" or allowed on city
property with the exception being for medical reasons. In addition,
we are requesting that no Recreational Vehicles be allowed to park
in the event area and that there will be no open flames, tents,
portable buildings, skateboards or bicycles allowed. Also, we are
requesting'that no Golf carts other than those used by Police, EMS
and the Derby Festival Committee be allowed in the "Event Area". We
feel that these restrictions are in the best interest of the public
and are for the ~ro~ec~zon and safety of all persons attending.

location becomes a safety problem and necessitates being closed
earlier, the decision will be made at the discretion of the Chief
of Police.
