JEFFERSONVILLE, INDIANA MONDAY, MARCH 16, 1998.
Mayor Thomas R. Galligan called the meeting to order at 9:30 a.m. and on call of the roll those
members present were:City Engineer Bob Miller and Planning and Development Director Jim
Urban.
Also present were: Asst. Parks Director Donnie Poole, Police Chief Mike Pavey, Vehicle
Maintenance Foreman Mike Ewton, Animal Shelter Manager Rick Broy,Building Commissioner
Larry Decker, Fire Chief Mike Smith, Wastewater Treatment Plant Asst. Director Scott
Timmerman, City Attorney Anne Made Galligan and Clerk Lynne Kempf.
City Engineer Miller made the motion to approve the payroll as presented, seconded by Sewage
Office Manager Goldman and carried unanimously.
City Engineer Miller made the motion to approve the minutes of 3-2~98 and 3-9-98 as presented,
seconded by Planning and Development Director Jim Urban and carded unanimously.
HANDICAPPED PARKING
Police Chief Pavey reported that the request for handicapped parking at the American Legion had
been previously approved by the Board.
ADA RAMP BID
Jorge Lanz of Jacobi, Toombs, and Lanz reported that he sent out a request for quotes on the
ADA Ramps, Phase 2 to 5 companies. He received back 2 quotes. He stated for the record that
according to Public Law, Jeffersonville being a Class 3 city, if the total project is less than
$50,000 there are no bid requirements. The quotes are as follows: Dial One Pleasure Valley
Construction had a quote of $56,190.00. L.D. Rice had a quote of $26,960.00. After going over
the quotes, Jorge Lanz advised that both quotes be rejected. Dial One's quote was way above the
engineers estimate and L. D. Rice's quote had a mathematical error. City Engineer Miller made
the motion to reject the current quotes and to accept new quotes on the ADA Ramp on March
30th, 1998, seconded by Director Urban and carried unanimously.
BUTTONWOOD ISLANDS SEC. 7
David Blankenbaker and Duard Avery along with Dr. and Mrs. Prentice appeared before the
Board asking permission to install 2 islands in the center of the road in Section 7. Mayor
Galligan pointed out that the Board has had a previous complaint from a homeowner in
Buttonwood of not having enough room to back out of his driveway because of an island. After
much discussion, it was decided to table this for one week to look into further and try to find a
solution.
THUNDER OVER LOUISVILLE
City Attorney Galligan said there has been some discussion concerning leasing the spaces down
on the riverfront shoreline for Thunder Over Louisville. There are 5-100 ft. wide spaces at
$500.00 per space, which have all been leased. Director Urban made the motion to approve
leasing the 5-100 ft. wide spaces at $500.00 per space, seconded by City Engineer Miller and
carried unanimously.
PEACELY STREET
City Engineer Miller siad Wyandot is requesting to open Peacely Street to truck traffic. Mayor
Galligan suggested talking to Wyandot about this request.
SONIC TRAFFIC
Mayor Galligan said he has received some complaints about the traffic problems caused by
Sonic's popularity. Residents of Rhonda Drive say they are having difficulty pulling onto Hwy.
62 because of traffic lined up to turn into Sonic. After some discussion, it was decided that
Director Urban and Police Chief Pavey would contact Sonic about this problem and try to solve
it.
CROSSWALK
Director Urban said Kingfish has requested permission to put a crosswalk from the parking lot
underneath the 1-65 bridge to the other sidewalk. Mayor Galligan said there would be no problem
but they need to put 2 stripes in. Director Urban made the motion to approve the crosswalk,
seconded by City Engineer Miller and carried unanimously.
RIBBON CUTTING
Mayor Galligan said Wednesday, March 2$th has been set for ribbon cutting at Buckhead's
restaurant at 10:30 a.m.
Thursday, March 26th has been set for ribbon cutting at Kingfish at 9:30 a.m.
SPRING STREET PARKiNG
Mayor Galligan said we have a parking problem on Spring Street. The merchants association is
complaining that they have nowhere to park. He said the parking problem will be looked into.
FATALITY
Fire Chief Mike Smith reported that Saturday night there was another fatality on the curve
coming offthe 2nd St. bridge. He asked ifa letter could be sent to the State requesting reflectors
on the curve. Mayor Galligan said a letter would be sent.
BRIDGE CLOSING
Police Chief Pavey reported that the 2nd Street bridge will be shut down by the Louisville Police
today for electrical work between 6 p.m. and 8 p.m. for approximately 10 minutes.
N.A.-CHAS. PIKE
Police Chief Pavey said he has received some complaints about the stop light at N.A. Chas. Pike
backing up traffic. After much discussion, the Mayor suggested omitting the mm signals there.
There being no further business to come before the Board of Public Works and Safety, Director
Urban made the motion to adjourn at 10:30 a.m., seconded by City Engineer Miller and carried
unanimously.
