HomeMy WebLinkAbout02-09-1998MINUTES OF THE BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF JEFFERSONVILLE, INDIANA MONDAY, FEBRUARY 9, 1998. Planning and Development Director Jim Urban called the meeting to order at 9:30 a.m., and on call of the roll those members present were: City Engineer Bob Miller, and Sewage Office Manager Bob Goldman. Also present were: Parks Director Rick Elliott, Captain Danny Rodden, Street Commisssioner Bobby Ervin, Vehicle Maintenance Foreman Mike Ewton, Sewage Office Manager Bob Goldman, Wastewater Treatment Plant Assistant Director Scott Timmerman, Animal Shelter Manager Rick Broy, Dock Master Ken Morris, Safety Director George Trembly, Fire Chief Mike Smith, Police Chief Mike Pavey, and Clerk Lyrme Kempf. City Engineer Miller made the motion to approve the claims as presented, seconded by Sewage Office Manager Goldman and can-led unanimously. WHAYNE SUPPLY City Engineer Miller said he's talked with City Attorney Galligan and everything is ok on the contract on the bid for a High Lift. City Engineer Miller made the motion to approve the contract with Whayne Supply, seconded by Sewage Office Manager Goldman and carded unanimously. KENTUCKIANA YACHT SALES City Engineer Miller said that Kentuckiana Yacht Sales sent a written request for a permit renewal to transmit oversize boats for 1998. City Engineer Miller made the motion to approve the permit renewal, seconded by Sewage Office Manager Goldman and carded unanimously. PARADE PERMIT John Thompson on behalf of St. Augustine's Church requested approval to hold a parade on Sunday, February, 22, 1998 at 9:30 a.m. City Engineer Miller made the motion to approve the parade, seconded by Sewage Office Manager Goldman and carded unanimously. THUNDER Dock Master Ken Morris spoke to the Board in regards to reservations for Riverfront Party Spaces during the Thunder Over Louisville event. He is proposing that a section of the shoreline be reserved for corporate party rentals for the 1998 Thunder Over Louisville event. Five 100 ti. stretches could become available for 3 days for $500.00 each. The reserved areas will start at the easement line under the Kennedy Bridge and continue upriver for 500 ft. City Engineer Miller made the motion to approve pursuing this plan for additional fund raising, seconded by Sewage Office Manager Goldman and carded unanimously. DECLARATORY RESOLUTION Planning and Development Director Urban presented the procedural notice that all of the public boards and bodies of the City of Jeffersonville be notified of the establishing of the Galvstar Economic Development Area and Allocation Area for potential new industry. GREASE TRAP Wastewater Treatment Plant Assistant Director Scott Timmerman presented the letter regarding the grease being discharged into the sewer main by Dailey's 24 Hour Food Mart. (copy attached). There being no further business to come before the Board of Public Works and Safety, Sewage Office Manager Bob Goldman made the motion to adjourn at 10:30 a.m., seconded by City Engineer Miller and carded unanimously. Market Street Phone 812/282-7579 FAX 812/282-8020 Jeffersonville, l[ndiana 47131 RIVERFRONT MANAGEMENT MEMO DATE: TO: FROM: SUBJECT: 2-9-98 BOARD OF PUBLIC WORKS KEN MORRIS RESERVATIONS FOR RIVERFRONT PARTY SPACES DURING THE THUNDER OVER LOUISVILLE EVENT For the past two years it has been my policy not to charge boaters for the use of our available frontage during the Thunder Over Louisville Event. I have told those people who have inquired to put in any place they could find available. The only stipulation was that if a boat arrived after they were in place bearing a current year dock permit decal they would have to move. I've further asked that they not put in until the Friday morning before the event and remain courteous and respectful of others around them. To the best of my knowledge there has been no problems with this policy. I've only had three boat owners ignore my request and put in on Thursday anyway. However, a number of citizens have urged me to capitalize on our riverfront. I have mixed feelings about this issue as.well as little confidence in my ability to develop and manage such a program on my own. It is obvious that Thunder has become such a tremendous event that does far more for our community spirit than the money made from it. On the other hand our hillside east of the Overlook to the Jeff Boat property line is in desperate need of repair. So far I am not encouraged to believe the money will become available to make that repair soon. As a compromise to my own mixed feeling I've decided to test the water with a trial program to see how it will be accepted and if it can work. So far I have two interested individuals; Dale Orem with Heritage Bank ,and Conrad Gerdes with the "Dottle G Cruise Boat" For the purpose of raising additional funds to finance the cost of the erosion abatement project in Area "A" of our riverfront, I am proposing that a section of the shoreline be reserved for corporate party rentals for the 1998 Thunder Over Louisville Event. Five 100' stretches could become available for three days for $500.00 each. The reserved areas will start at the easement line under the Kennedy Bridge and continues upriver for 500 feet. Participants will be allowed to share the expense with other boaters of their choice. Parking passes will be issued and treated the same way parking is allowed for normal seasonal users. Each area will be roped off and signage erected to clearly designate that it is a reserved area for the party named and their guest only. EMC has cleaned this line several times in January and the grease keeps returning cauSing us and businesses sewer problems on Wall Street. The grease is coming from your 24hr Food Mart. Mr. Hardin, an inspector with the City of Jeffersonville went to your store and talked to someone in regards to the stores grease trap. He was told that your trap was only cleaned approximately every three months. Mr. Hardin asked that your store dean the trap everyday to help keep grease out of city's sewer main. Mr. Hardin and an EMC employee will be checking the sewer main on Wail street for grease build up. If the sewer main needs to be cleaned again because of grease from the store, EMC will clean the main sewer line. The cost for deaning is $150.00 dollars an hour for the use of the city's vactor truck, plus all labor cost that are encountered to complete the task This cost will be invoiced to your store by the City of Jeffersonville.
