HomeMy WebLinkAbout09-27-1999MINUTES OF THE BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF JEFFERSONVILLE, INDIANA MONDAY, SEPT. 27, 1999 Mayor Galligan called the meeting to order at 9:30 a.m., and on call of the roll those members present were: Sewage Office Manager Bob Goldman and City Engineer Bob Miller. Also present were: Fire Chief Mike Smith, Building Commissioner Lan~ Decker, Planning and Development Director Jana Ecker, Safety Director Grant, Officer Rodden, Parks Director Elliott, Vehicle Maintenance Supervisor Ewton, Animal Control Officer Henderson, Wastewater Treatment Plant Director Traylor, Assistant Director of Redevelopment Duggins, City Attorney Galligan, and Clerk Lynne Mayfield. Engineer Miller made the motion to approve the the minutes of 9-20-99 as presented, seconded by Manager Goldman and carried unanimously. Manager Goldman made the motion to approve the payroll as presented, seconded by Engineer Miller and carried unanimously. COMMUNITY CENTER Carroll Gowens asked the Board to approve the city conveying property located off Pennsylvania Ave. to the Housing Authority so construction can be started on the Community Center. Engineer Miller made the motion to approve the city conveying property off Pennsylvania Avenue to the Housing Authority for construction of the Community Center, seconded by Manager Goldman and carried unanimously. YVONNE OFFUTT Yvonne Offutt, who resides at 1736 Spring Street told the Board she has lived at the intersection of Eastern Boulevard and Spring Street for 16 years. She said people are speeding and running the red light there all the time. After some discussion, Mayor Galligan said a survey will be done on that intersection. HAVEN HOUSE PROPERTY John Rogers, who owns the old Haven House on Market Street told the Board that he continues to have a problem with the homeless breaking into the house and littering the property. He asked for help in keeping them out. Mayor Galligan said he would have police patrol the area every hour temporarily and arrests will be made if someone is found in or on the property. Mr. Rogers said he also has a problem in regards to back taxes that hadn't been paid when he purchased the property from Hoosier Valley. He said he was told that the property would be tax exempt. Attorney Galligan said she would contact Kyle Williams, who is Mr. Rogers attorney in regards to this. REGIONAL BAND COMPETITION Building Commissioner Decker told the Board that on October 16th the Regional Band Competition will be held at Jeffersonville High School. He asked that the police direct traffic for this event. Mayor Galligan said there would be no problem with this. GEORGIA CROSSING SUBDIVISION City Attorney Galligan told the Board that the plat for the Georgia Crossing subdivision has been recorded, but there is no letter of credit yet. She said Stinson Builders has sold the development to another entity known as EJ & E Developers. She said EJ & E needs to provide the city with a letter of credit. Manager Goldman made the motion to approve the assignment of Georgia Crossing Subdivision from Stinson Builders to EJ & E Developers, seconded by Engineer Miller and carried unanimously. SEWER BACK-UP CLAIM Kevin Mattingly of 226 E. Park Place said he is having a sewer back-up problem and asked the city to take responsibility for it. City Attorney Galligan said it really isn't the city's responsibility because it is not on the city's easement. Mayor Galligan said the sidewalk will be taken out and new pipe put in by the city but that Mr. Mattingly will need to do the rest. BROOKHOLLOW David Blankenbaker asked permission to tie into city sewers for the Brookhollow Subdivision at Northport. After some discussion, Engineer Miller made the motion to approve the connection to city sewers, contingent upon the developer 1) recording a waiver of remonstrance for the entire project prior to selling any lots; 2) constructing a sidewalk on at least one side of all streets in the Subdivision; 3) providing a stub street to connect Brookhollow to the adjoining Ward Farm. The motion was seconded by Manager Goldman and castled unanimously. SITE NOTIFICATION Building Commissioner Decker asked the Board to approve adopting Notification Prodedures for the enforcement of Building Codes and City Ordinances. Engineer Miller made the motion to approve the Notification Procedures, seconded by Manager Goldman and carried unanimously. There being no further business to come before the Board of Public Works and Safety, Engineer Miller made the motion to adjourn at 11:00 a.m., seconded by Manager Goldman and carded unanimously.
