JEFFERSONVILLE, INDIANA MONDAY, SEPT. 20, 1999
Mayor Galligan called the meeting to order at 9:30 a.m., and on call of the roll those members
present were: Sewage Office Manager Bob Goldman and City Engineer Bob Miller.
Also present were: Fire Chief Mike Smith, Building Commissioner Larry Decker, Personnel
Director Ellis, Planning and Development Director Jana Ecker, Safety Director Grant,
Lieutenant Craig, Wastewater Treatment Plant Director Traylor, Assistant Director of
Redevelopment Duggins, City Attorney Galligan, and Clerk Lynne Mayfield.
Engineer Miller made the motion to approve the minutes of 9-7-99 and 9-13-99 as presented,
seconded by Manager Goldman and carded unanimously.
Manager Goldman made the motion to approve the payroll as presented, seconded by Engineer
Miller and canied unanimously.
PARKING
Tom Behringer appeared before the Board in regard to the parking situation at 6th St. and
Kentucky Ave. His wife parks in front of American Liberty Financial to catch a bus to her job in
Louisville. Mr. Behringer said the businesses at 6th and Ky. have put signs on her car saying she
can't park there. Mayor Galligan told Mr. Behringer that there is a fenced parking lot at Ky. and
6th Street that his wife can park in.
HANDICAPPED PARKING
Nora Higbie of 927 Walnut Street requested handicapped parking. Manager Goldman made the
motion to approve the handicapped parking sign, seconded by Engineer Miller and carried
unanimously.
SEWER CLAIM
City Attomey Galligan told the Board that a sewer claim for Dorothy Snelling needs approval.
Her eyes were burned as a result of sewer gas and a doctor's report was obtained. Manager
Goldman made the motion to approve up to $700.00 for Dorothy Snelling, seconded by Engineer
and carded unanimously.
JACOBI TOOMBS AND LANZ
Jorge Lanz of Jacobi, Toombs, and Lanz asked the Board to grant approval to make application
to the Indiana Department of Transportation to close the slip ramp off the 2nd Street Bridge to
Southern Indiana Avenue and to close Southern Indiana Avenue from Court Ave. to the Tourism
Bureau Building, in order to put in a cul-de-sac. (see attached drawing) Engineer Miller made the
motion to approve the application to the Indiana Department of Transportation and the closure of
the portion of So. Ind. Ave. from Court Ave. to the Tourism Bureau Building, seconded by
Manager Goldman and carried unanimously.
RIGHT OF WAY
Jorge Lanz of Jaeobi, Toombs, and Lanz asked the Board's approval on obtaining a right of way
(approx. 2.8 acres) from property owner Mr. Merkel in exchange for property at the old animal
shelter (approx. 6.8 acres). City Attorney Galligan said appraisals need to be obtained first.
NELLIE KNOWLAND
Nellie said there is a car parked on her street that is leaking something that is eating the newly
paved road. Mayor Galligan instructed the police dept. to cite the person who owns the car.
Nellie gave the police the necessary information to do this.
BANNERS
Jay Ellis asked permission to put banners up downtown and in various locations. Mayor Galligan
said there would he no problem with this. City Attorney Galligan said a list of locations for the
banners is needed.
There being no further business to come before the Board of Public Works and Safety, Engineer
Miller made the motion to adjourn at 9:55 a.m., seconded by Manager Goldman and carded
unanimously.
