HomeMy WebLinkAbout06-28-1999 MINUTES OF THE BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF JEFFERSONVILLE, INDIANA MONDAY, JUNE 28, 1999 'Mayor Galligan called the meeting to order at 9:30 a.m., and on call of the roll those members present were! City Engineer Bob Miller, and Sewage Office Manager Bob Goldman. Also present were: Fire Chief Mike Smith, Street Commissioner Bobby Ervin, Building Commissioner Larry Decker, Wastewater Treatment Plant Director Jim Traylor, Parks Office Manager Jackie Langdon, Personnel Director Jerralyn Ellis, Animal Control Officer Willliam Henderson, V~ehicle Mainte~ance Supervisor Michael Ewton, Ordinance Enforcement Officer Jack Monihon, Safety Director John Palmer, Planning and Development Director Jana Ecker, Police Captain James Craigo City Attorney AnnMare Galligan. Engineer Miller made the motion to approve the payroll as presented, seconded by Manager Goldman and carried unanimously. NEIGHBORHOOD PROBLEMS Joanne Blake, Lynn Whitson and Tersea Fisher appeared before the board regarding no drains along the comers of the sidewalk located at Mulberry and Chestnut Streets. Per Mrs. Fisher there is a need for sidewalks on Mulberry Street between Pearl and Maple Streets. Another concern was buildings on Pearl and West Market Streets. They wanted to know if they were fire inspected, if there were any kind of safety regulations, and the maximum number of tenants allowed. Commissioner Decker responded, "The maximum number of tenants is 10 per dwelling." 215 West Market has 4 apartments in the buildin~ Max Zimmerman (owner) has divided it into 7 dwellings. Mrs. Fisher wanted to know if there was suppose to be any type of inspections done. Commissioner Decker responded, ."If it is multi-family there is no limit, as long as the zoning was in compliance with the zoning requirements" Trash and beer bottles were being left in the ballpark behind Rosehill School. This has been a constant problem, and Mrs. Fisher feels the Parks Department needs to clean up after ball games. Lynn Whitson ask if the Community IGtchen receives any tax money, Mayor Galligan responded "No, it is privately operated. She also stated that they would like to have the Community Kitchen moved to a different neighborhood, as it has been in the same area for over 11 years. Mrs. Whitson also questioned the nuisance ordinance. She needed to kno~v if the police were called and if they kept a log on incoming calls. Mayor Galligan responded "Yes." Also Mrs. Whitson wanted to know how many calls it would take to enforce the ordinance. Mayor Galligan responded 3 in a 6 month period, but it is not "calls," but "citations" from police officers to individuals. Officer Craig will discuss with Chief Pavey about the police officers enforcing the ordinance more.There was also a concern about grass not being cut on lots in the area. Commissioner Decker stated that he is citing people for grass over 8 inches. If the owner does not cut the grass, the City will and charge the property owner. SEWER BACK-UPS Linda Smedberg appeared before the board regarding sewer back-up in her apartment located in the Greenwood Housing Apartments. She stated that she had damages of $50.00. Wastewater Treamaent Plant Manager Traylor stated after getting a report from the Building Manager, there xvas a back-up from the main, since then the main (--.has been cleaned, and no investigation from EMC was warranted. Bertha Hams reported the same problem her damages were $1060.00 City Attomeywill investigate. Tabled until June 28, 1999 per Mayor Galligm sEWER TAP-IN FEE Sewer Officer Manger Goldman appeared for Felix Santiago and reported that Mr. Santiago had requested an extension on his sewer tap-in fee at 2823 Hopkins Lane, Manager Goldman would not allow an extension, but would allow partial payments, which Mr. Santiago agreed. Engineer Miller made the motion to allow Mr. Santiago to make partial payments, seconded by Sewer Manager Goldman and carried unanimously. POWER ANGLE/TILT DOZER BID OPENING City Attorney Galligan opened bids from Wayne Equipment $79,129.00, Holt Equipment $79,195.00 and Brandies Machinery $73,663.00. Sewer Manager Goldman made the motion to take under advisement for a week, seconded by Engineer Miller and carried unanimously. HANIDCAP PARKING Kenny Marfin appeared before the board to request handicap parking signs for Community Action of Southern Indiana. Mayor Galligan informed Mr. Martin that since Community Action owned the land they did not need permission to place the signs. Community Action only needed to purchase the signs for $18.00 each 5--CITATION r Building Commissioner Decker appeared before the board regarding a citation to Shawn McCall, building being located at 300 Spring Street. Mr. McCall was cited for holes in the roof of the building. Mr. McCall was sent a letter on May 20, 1999 giving him 30 days to have the roof repaired. If he did not have repairs done, the City would do the repa/rs and put a lien against his property. Mr. McCall stated that he felt the City was treating him unfairly. Commissioner Decker told him that he was being cited on City ordinance 3'15.15 (exterior maintenance) and that he has 30 days to patch the roof. Mr. McCall agreed that by August 1, 1999 Commissioner Decker would do an inspection of the building. September 1, 1999 Mr. McCall agreed to have a schedule of completion for the rest of the building that is in violation of the city codes. By the end of September, 1999 agreed he would tuck- point the front and side of the building. He agreed it would be structurally sound by October 1, 1999 (completion of roof and tuck point front and side) Mr. McCall's plans are to put apartments and offices in the building. City Attorney Galligan suggested that B/ir. McCall contact his attorney. Sewer Manger Goldman made the motion to give Mr. McCall 30 days to patch the roof so that no water gets inside the building. Inspection by August 1, 1999, by September 1, 1999 schedule of plans and completion date, by October 1, 1999 tuck point front and side of building and complete roof seconded by City Engineer Miller,and carded unanimously. Calvin Hoke was also cited to appear before the board, but did not appear. Commissioner Decker reported that Mr. Hoke was ask to move his open storage located along the outside of his building. He was informed that he needs to build a bin if he intended to store parts. To date Mr. Hoke has not moved items located against his buildingo nor has he built a bin. Commissioner Decker stated that Mr. Hoke had informed him that he can not f-- afford to buy or build a bin.Property located at 1107 Reeds Lane. Commissioner Decker suggested that he be · fined. 'EFF FEST Planning and Zoning Director Ecker appeared before the board to request that Court to 7th Streets and Spring to Wall Streets to Bank One are blocked from traffic on July 31, 1999 for the Jeff Fest. Sewer Officer Manager Goldman made the motion to close streets, seconded by Engineer Miller and carried unanimously BIOMONITORING SERVICES Wastewater Treatment Plant Director Traylor appeared before the board to report the NPDES permit was reissued and took effect June 1, 1999. Director Traylor has received a proposal from Commonwealth Biological of $3,600.00 for testing through Commonwealth. Director Traylor also reported that he would like approval to purchase 12 inch connectors for the Tenth St. Lift Station for $15,410.00 from The Henry P. Thompson Company.. Engineer Miller made the motion to approve accept the proposal for testing and to purchase connectors, seconded by Manager Goldman and carried unanimously. ~TION City Engineer Miller reported that he has inspected Roger Schmidt's property located at Lansburg Cove. City Engineer Miller is patrially releasing his letter of credit for dirt excavation and stone for the street. Total release of $ ?-77,435.00. Manager Goldman made the motion to approve the partial release of the letter of credit for $77,435.00, '.econded by Engineer Miller and carded unanimously. There being no further business to come before the Board of Public Works and Safety, Sewage Office Manager Goldman made the motion to adjourn at 11:30 a.m., seconded by Engineer Miller and carried unanimously.
