HomeMy WebLinkAbout06-01-1999MINUTES OF THE BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF JEFFERSONVILLE, INDIANA MONDAY, JUNE 1, 1999 Mayor Galligan called the meeting to order at 9:30 a.m., and on call of the roll those members present were: City Engineer Bob Miller, and Sewage Office Manager Bob Goldman. Also present were: Fire Chief Mike Smith, Street Commissioner Bobby Ervin, Building Commissioner Larry Decker, Wastewater Treatment Plant Asst. Director Wilke, Parks Superintendent Rick Elliott, Personnel Director Ellis, Police Captain Gavin, Vehicle Maintenance Supervisor Ewton, Planning and Development Director Jana Ecker, City Attorney Galligan, and Clerk Lynne Kempf. Manager Goldman made the motion to approve the minutes of 5-24-99 as presented, seconded by City Engineer Miller and carried unanimously. Manager Goldman made the motion to approve the payroll as presented, seconded by Engineer Miller and carried unanimously. Engineer Miller made the motion to approve the sewage easement claim as presented, seconded by Manager Goldman and carried unanimously. READY ELECTRIC Dave Nesbitt asked the Board to approve dosing Southern Indiana Avenue in order for underground electric to be nm to the McCauiey Nicholas Building. Engineer Miller made the motion to permanently barricade Southern Indiana Ave., seconded by Manager Goldman and carded unanimously. 639 MAIN STREET Building Commissioner Decker requested that the Board approve a recommendation of action against Kevin Abrahamson for failure to comply with the citation of 1-25-99. Building Commissioner Decker recommends tearing down the rear of the structure and fining him $1,000 for not complying with the monthly progress inspections. Manager Goldman made the motion to approve Building Commissioner Decker's recommendations with no action to be taken until after 6-7-99 to give Mr. Abrahamson a chance to attend the 6-7-99 Board of Public Works meeting, seconded by Engineer Miller and carried unanimously. NOVTOWYANDOT Asst. Wastewater Treatment Plant Director Wilke asked the Board to approve a Notice of Violation to Wyandot for violating it's Industrial Discharge Permit and the Industrial Sewer Use Ordinance. Wyandot is required to submit in writing a report stating why the violation occurred. The response is to be submitted within 10 working days. He also recommends fining Wyandot $1,500.00. Mayor Galligan said because of so many previous violations the fine will be $2,000. Engineer Miller made the motion to approve the NOV and fine Wyandot $2,000, seconded by Manager Goldman and carried unanimously. ROCKSOUNDING QUOTES City Attorney Galligan said two quotes were received on rock soundings. (attached) for the Hoskins Dr./Thompson Ln. area sanitary sewers and the Utica-Sellersburg Rd./Chas. Pike sanitary sewers. ATC Associates had the low quote on both areas. Engineer Miller made the motion to approve ATC Associates doing the work, seconded by Manager Goldman and carried unanimously. RIVERSIDE DR. TRAFFIC Capt. Gavin voiced concern about the traffic problem on Riverside Drive in the area of Buckhead's and Kingfish. He would like to see Riverside be made one-way in that area. Mayor Galligan said a study needs to be done on this problem but in the meantime "No Parking Tow Away Zone" signs can be put up and parking lines painted. iNSURANCE PACKETS Safety Director John Palmer handed out St. Paul insurance packets to the Department heads. He will collect them in 2 weeks. CONDEMNATIONS City Attomey Galligan asked the Board to approve 5 resolutions to condemn roadway, sewer, drainage and utility easements along Utica-Sellersburg Road and set the condemnations for heating on June 21, 1999. They are: Jackson-Parcel 6, Colvin-Parcel 11, Kendall-Parcel 17, Jackson-Parcel 18, and McLeland-Parcel. Engineer Miller made the motion to approve the resolutions to condemn with the hearing being on 6-21-99, seconded by Manager Goldman and carded unanimously. EASEMENT-CSX City Attorney Galligan said that condemnation was begun two weeks ago on the roadway easement over the CSX railroad in Keystone Industrial Park. She noted that the publications in the Evening News required by IC 32-11-1.-3 have been made and no one was present at this meeting to remonstrate. She requests that the Board confirm the condemnation. Engineer Miller made the motion to confirm condemning the easement over the CSX railroad, seconded by Manager Goldman and carried unanimously. There being no further business to come before the Board of Public Works and Safety, Sewage Office Manager Goldman made the motion to adjourn at 10:20 a.m., seconded by Engineer Miller and carried unanimously.
