MARCH 15. 1999 Mayor Gatligan called the meeting to order at 9:30 a.m.. and on call of the roll those members present were: City Engineer Bob Miller. and Sewage Office Manager Bob Goldman. Also present were: Building Commissioner Larry Decker, Planning Director Jana Ecker, Safety Director John Palmer, Wastewater Treatment Director Traylor, Vehicle Maintenance Foreman Mike Ewton, Street Commissioner Bobby Ervin, Fire Chief Mike Smith, Animal Control Officer Henderson, Police Chief Mike Pavey, Parks Supt. Elliott, Grant Programs Manager Kathy Haller, and Clerk Ly~me Kempf. City Engineer Miller made the motion to approve the minutes of 3-8-99 as presented, seconded by Sewage Office Manager Goldman and carried unanimously. City Engineer Miller made the motion to approve the payroll as presented, seconded by Sewage Office Manager Goldman and carried unanimously. City Engineer Miller made the motion to approve the $6,500.00 claim for damages to Forest Harlow's property resulting from the Sewer Utility's condemnation of an easement as presented, seconded by Sewage Office Manager Goldman and carried unanimously. SPRING STREET STREETSCAPE John Toombs of Jacobi, Toombs, and Lanz told the Board that the bids that were received were all above budget. The bid of Dave O'Mara Contractors was the lowest at $641,528.95. Mr. Toombs recommended that the Board tentatively award the project to Dave O'Mara Contractors for the reduced amount of $436,432.07, which is a price with the deletion of the northc~rn block of the project from Court Ave. to East 7th Street and the deletion of the decorative lights throughout the project. City Engineer Miller made the motion to approve the tentative bid of Dave O'Mara Contractors for $436,432.07, seconded by Manager Goldman and carded unanimously. TARGET CONCEPTS, INC. William Wallop, representing Target Concepts asked the Board to approve a peddler's permit to sell food packages on items like Papa John's pizza etc. Manager Goldman made the motion to approve the peddler's permit, seconded by City Engineer Miller and carded unanimously. HAVEN HOUSE BLOCK PARTY Andi Hannah asked the Board to approve a block party/open house for the Haven House residents and the community on Colonial Park Drive on Saturday, April 10th, 1999 from 1-5 p.m. Manager Goldman made the motion to approve blocking the comer of 8th St. to Lancelot on Saturday, April 10th, seconded by City Engineer Miller and carded unanimously. MAKOWSKY OIL Chris Makowsky of Makowsky Oil told the Board that the gas being used by Jackson Jennings Oil is believed to be refbrmulated gas. The gas will be tested and if it is reformulated, the bid of Jackson Jennings will be in violation of the bid specifications. Mayor Galligan said this would be looked into. ALLEY PAVE REQUEST Hayward Btanton of Meigs Ave. Church of Christ asked if the city would re-pave the alley behind the church. Mayor Galligan said it would be put on the list. SEWER TAP-IN Jerry Rusk requested a sewer tap-in at 2818 Hoskins Drive. Manager Goldman made the motion to approve financing a tap-in at 2818 Hoskins Drive, seconded by Engineer Miller and carried unanimously. PERSONNELPOLICY Personnel Director Ellis asked the Board to approve the City Personnel Policy as presented. City Engineer Miller made the motion to approve the new Personnel Policy, seconded by Manager Goldman and carded unanimously. There being no further business to come before the Board of Public Works and Safety, City Engineer Miller made the motion to adjourn at 10:00 a.m.. seconded by Sewage Office Manager Goldman and carried unanimously.
