JEFFERSONVILLE. INDIANA MONDAY, MARCH 8.1999
Mayor Galligan called the meeting to order at 9:30 a.m., and on call of the roll those members
present were: City Engineer Bob Miller, and Sewage Office Manager Bob Goldman.
Also presem were: Building Commissioner Larry Decker, Planning Director Jana Ecker, Safety
Director John Palmer, Wastewater Treatmem Director Traylor, Vehicle Maintenance Foreman
Mike Ewton. Street Commissioner Bobby Ervin. Fire Chief Mike Smith. Animal Control Officer
Henderson, Police Chief Mike Pavey, Redevelopment Secretary Donna Kammeyer, Parks Supt.
Elliott, City Attorney Anne Marie Galligan.and Clerk Lynne Kempf.
Sewage Office Manager Goldman made the motion to approve the minutes of 3-1-99 as
presented, seconded by City Engineer Miller and carded unanimously.
City Engineer Miller made the motion to approve the payroll as presented, seconded by Sewage
Office Manager Goldman and carded unanimously.
City Engineer Miller made the motion to approve the claims as presented, seconded by Sewage
Office Manager Goldman and carded unanimously.
4511 BELMAR
Charles White and Animal Control Officer Henderson spoke to the Board regarding two
Rottweiler dogs tied to a tree at 4511 Belmar. The house is owned by Katherine Blanton. Animal
Control Officer Henderson said he has been at the location and the dogs are very aggressive. He
said the dogs are on a chain and have food and water but that the chain is too long, as it reaches
onto the sidewalk. After some discussion, the Mayor instructed the police department to issue the
homeowner a notice that if the dogs attack someone it is a criminal offense. Mayor Galligan told
Animal Control Officer Henderson to take the dogs if they are on the sidewalk_.
CITATION
Building Commissioner Decker cited Joseph and Shen'y Lewis of 223 W. Maple Street to clean
up the property. Decker said that building materials are stacked up. Sewage Office Manager
Goldman made the motion to give the Mr. and Mrs. Lewis ten days to clean up and if not the
City will clean it up and bill them, seconded by Engineer Miller and carded unanimously.
STEAMBOAT DAYS
City Engineer Miller made the mOtion to approve Roy Richardson's request to close Spring
Street between Maple and Court on Friday, September 10th to display antique cars, seconded by
Sewage Manager Goldman and carried unanimously.
INTER-CITY ROAD CLAIM
Redevelopment Secretary Kammeyer asked the Board to approve two claims. One is to Earth
Explorations for a geotechnical evaluation with the Jeff portion being $65 L35. The other claim
is to Jacobi, Toombs, and Lanz for roadway work on the bridge over U.S. 31 in the amount of
$2,060.94 for JefPs portion. Sewage Manager Goldman made the motion to approve the claims,
seconded by City Engineer Miller and carded unanimously.
NOV
Wastewater Treatment Plant Director Traylor asked the Board to approve a Notice of Violation
for Industrial Water Recycling for a minor COD violation of it's Industrial Discharge Permit and
the Industrial Sewer Use Ordinance. City Engineer Miller made the motion to approve the NOV
with no fine, as this is IWR's first COD violation, seconded by Sewer Manager Goldman and
carded unanimously.
NOV
Wastewater Treatment Plant Director Traylor asked the Board to approve a Notice of Violation
for Wyandot Inc. for multiple PH violations under it's Industrial Discharge Permit and the
Industrial Sewer Use Ordinance. Wyandot is required to submit a written report stating why the
violations occurred and why they all weren't reported as required. The response is to be
submitted within 10 days. City Engineer Miller made the motion to approve the NOV and a
$2,500 fine, seconded by Sewage Manager Goldman and carded unanimously.
EWING LANE LIFT STATION
Wastewater Treament Plant Director Traylor asked the Board to approve repairing the #2 Pump
at the Ewing Lane Lift Station by Spencer Machine Shop. The repair cost is $1,272.46. Engineer
Miller made the motion to approve the repair for $1,272.46, seconded by Sewage Manager
Goldman and carded unanimously.
COLONIAL PARK LIFT STATION
Director Traylor requested the Boards' permission to repair the #2 Pump at the Colonial Park
Lift Station by Spencer Machine Shop for $1,350.00. Manager Goldman made the motion to
approve the repair for $1,350.00, seconded by Engineer Miller and carried unanimously.
TOWING AND STORAGE RATES
City Attorney Galligan presented to the Board the new rates of River City Auto Transport.
(attached) City Engineer Miller made the motion to approve the increased rates, seconded by
Manager Goldman and carded unanimously.
KEYSTONE BLVD. RIGHT OF WAY
City Attorney Gatligan recommended that the Board make the motion to accept the Keystone
Blvd. right of way from Koetter Construction. Manager Goldman made the motion to approve
the Keystone Blvd. right of way, seconded by Engineer Miller and carried unanimously.
SACRED HEART SALE OF PROPERTY
City Attorney Galligan said that easements are needed that are on Sacred Heart's property.
Sacred Heart in return needs a right of way from the City so the City plans to swap with Sacred
Heart. Both parcels have been appraised and they are of equal value. Manager Goldman made the
motion to approve the swap of property, seconded by Engineer Miller and carried unanimously.
VOGT VALVE TAP-IN PERMIT
Manager Goldman made the motion to approve a tap-in permit for Vogt Valve, seconded by
Engineer Miller and carded unanimously.
AMERICAN RED CROSS
Phyllis Wilkins, the Executive Director of the Red Cross introduced herself to the Board and told
a little about the American Red Cross. She encouraged the City to contact the Red Cross for
training courses.
PARKING PROBLEM
Mary Ann Woods voiced concem about people who work at the Census Bureau parking in front
of the homes on 1 lth Street and leaving nowhere for the residents to park. The area is already
posted as a "resident only" parking zone. Mayor Galligan instructed Chief Pavey to have the cars
ticketed that don't belong.
TIM BOWLES-ALLEY REQUEST
Sew. Manager Goldman asked the status of the request by Tim Bowles to close the alley by his
house on Mechanic Street. After some discussion, Mayor Galligan said that written permission
would have to be gotten from the other two neighbors who will be affected if the alley is vacated.
There being no further business to come before the Board of Public Works and Safety, City
Engineer Miller made the motion to adjourn at 10:20 a.m., seconded by Sewage Office Manager
Goldman and carried unanimously.
