OF THE CITY OF JEFFERSONVILLE, INDIANA
OCTOBER 21, 2002
Mayor Galligan called the meeting to order at 9:30 A.M., and on call of the
roll, those present were City Engineer Bob Miller and Councilperson Rob
Waiz.
Present were: Planning and Zoning Director Chris Padgett, Animal Shelter
Director Harry Wilder, Animal Shelter Office Manager Roy Gartelman,
Wastewater Treatment Director Tim Crawford, Vehicle Maintenance
Director Mike Dmry, Sewer Inspector Mike Lanham, Police Detective
Bruce Wilkerson, Street Commissioner Marvin Grant, Fire Chief Mike
Smith, Redevelopment Director Dustin White, Building Commissioner Bill
Gavin, Personnel Director Cissy Ellis, Information Technology Director
Rich Davis, Engineering Coordinator Brian Dixon, and Clerk Barbara
Hollis.
City Engineer Miller made the motion to approve the payroll as presented,
seconded by Conncilperson Waiz. Mayor Galligan asked if there was
anyone on the payroll that had not gone through the PersonnelDirector, or
that he does not know about? As there was no response, the motion passed
unanimously.
BID OPENING
Mayor Galligan announced only one bid has been received for a riverfront
barge. Councilperson Waiz suggested trying to get more bids by advertising
in trade journals, etc. Mayor Galligan said the bid had to be opened. The
bid was from Marine Builders, Inc. in the amount of $359,835. Engineer
Miller made the motion to take the bid under advisement, seconded by
Councilperson Waiz, and carried unanimously.
STORM DRAINAGE VIOLATION
Mr. Jeff Corbett has been in violation of Storm Drainage Control Ordinance
No. 98-OR-36. Engineer Miller has asked Mr. Corbett time and time to
keep the drainage area clean. Engineer Miller read aloud a portion of
Ordinance No. 98-OR-36, saying the subdivision has not been accepted into
the City. Mr. Corbett presented pictures saying there is not standing water.
He also explained problems with the homeowners association. A new
president of the association has been appointed. Inspector Lanham
inspected the area in question this morning at 7:30 A.M. and found standing
water and a need to clean the area. The homeowners association president
was in attendance and questioned obligations of the association and the
developer. Mayor Galligan said the problem is that it is not being
maintained. Inspector Lanam will meet with Mr. Corbett to see what needs
to be done. Mayor Galligan asked if there were any other comments. There
was a concern for a dead tree voiced.
REQUEST FOR SOLICITOR'S PERMIT
Mr. Vernon Johnson, Dancar Enterprises Inc., Madison, Indiana appeared
before the Board to request permission to solicit business for his product.
Enginee~r Miller made the motion to approve the request, seconded by
Councilperson Waiz, passing unanimously.
REQUEST FOR EXTENSION OF TIME TO CLEAN PROPERTY
Mr. Gary Mattingly, owner of property at 3625 Hamburg Pike, appeared
before the Board to request an extension of time to clean his property as
ordered. Mr. Mattingly said he does not have the money at this time for a
dumpster. He is working on his property and is progressing. He needs a few
more weeks and does not see the urgency. Mayor Galligan does not believe
any "real" progress is being made. Commissioner Gavin saidthis has been
going on, off and on, for several years. Mayor Galligan asked
Commissioner Gavin to go by the property to see if it needs to be
condemned. Mayor Galligan said he has been trying to let Mr. Mattingly do
the work and it does not seem like Mr. Mattingly is cooperating. Following
further discussion, Engineer Miller made the motion to give Mr. Mattingly 7
(seven) days from this date to clean up his property or the City will do it and
put a lien on the property for the expense, seconded by Councilperson Waiz,
passing unanimously.
Mayor Galligan had to leave the meeting at 10:00 A.M. for a prior
commitment. Director Ellis was appointed to the Board for the rest of the
meeting.
REQUEST FOR SOLICITOR'S PERMIT
Mr. Tom Anderson appeared before the board to request a solicitor's permit
to distribute flyers and talk about his business. He has been doing this for
more than 20 years and has not had any complaints. Councilperson Waiz
made the motion to approve the request, seconded by Director Ellis, passing
unanimously.
BEGGER'S NIGHT
Detective Wilkerson appeared before the Board to request that Beggars'
Night be set for October 31, 2002 from 6:00 P.M. to 9:00 P.M.
Councilperson Waiz made the motion to grant the request, second by
Director Ellis, passing unanimously.
REQUEST FOR STREET CLOSING
Engineer Miller requests the closing of Wall Street between Chestnut and
Market for one day for new sewer installation for Wall Street Methodist
Church. Councilperson Waiz made the motion to allow the request, second
by Director Ellis, passing unanimously. The date for the closing will be
determined by the weather.
BRIDGEPOINT INDUSTRIAL PARK DEDICATION
Engineer Miller made the recommendation to accept Bridgepoint Industrial
Park into the City. Councilperson Waiz made the motion for the acceptance,
second by Director Ellis, passing unanimously.
PARKING COMPLAINT
Fire Chief Smith informed the Board a wrecker has been parking on the
street on Crestview and Frederick. The size of the wrecker makes it difficult
to get a fire truck through. Also, the neighbors have been complaining of
the operator revving the engine during the night. The police will check and
report back to the Board.
COURT AVENUE EXTENSION INSPECTION CONTRACT
The contract with Jacobi, Toombs, and Lanz for Court Avenue inspection
was presented. Director Ellis made the motion to approve the contract,
second by Engineer Miller, passing on a vote of 2-1. Councilperson Waiz
voted against approval.
COMMENTS
Councilperson Waiz reported Brinley Hardy is pleased with what the City
has done. They are still concerned about the drainage in the back and want
to know when the City will finish. Director Wilder said there is reason to be
pleased.
There being no further business to come before the Board of Public Works
and Safety, the meeting was adj ourued at 10:15 A.M.
