OF THE CITY OF JEFFERSONVILLE, INDIANA
OCTOBER 14, 2002
Mayor Galligan called the meeting to order at 9:45 a.m. and on call of the roll those members present
were: Councilperson Waiz and City Engineer Miller.
Also present were: Safety Director Rodden, Wastewater Treatment Director Crawford, Administrator
Rich Davis, Asst. Fire Chief Davis, Building Commissioner Gavin, Vehicle Maintenance Director
DmE~, Street Commissioner Grant, Planning and Zoning Director Padgett} Animal Shelter Office
Manager Gartelman, Personnel Director Ellis, Police Chief Pavey, Animal Shelter Director Wilder,
Parks Director Elliott, Engineering Coordinator Dixon, and Deputy Clerk Lynne Mayfield.
Mayor Galligan asked if there was anyone on the payroll that he or Personnel Director Ellis
are not aware o£ None being, Engineer Miller made the motion to approve the payroll as
presented, seconded by Councilperson Waiz and carried unanimously.
Engineer Miller made the motion to approve the minutes of 10-7-02 pending legal approval
from the City Attorney, seconded by Councilperson Waiz and carried unanimously.
COURT AVENUE ISLANDS
Peggy Duffy of Hagerty Engineering presented a plan to the Board of the landscaping they are planning
to do in the median on Court Avenue between Wall and Locust Streets. They plan to start in the next
week. Mayor Galligan asked Ms. Duffy if she could notify the City one day prior to work so a lane can
be closed off for safety reasons. She said she would do that. Engineer Miller made the motion to
approve the landscaping proposal, seconded by Councilperson Waiz and carried unanimously.
INDIANA ACCESSIBILITY CODE
Judy Sapp of 1104 Sportsman Drive presented copies of Indiana Codes pertaining to
handicap parking and handicap parking violations. She said that under Ordinance 84OR19
that violation of handicap parking imposes a fine of $15.00 and has been in effect for 18 ½
years. Under the Indiana Legislative Code 5-16-9-5 it is indicated that a violation is
considered a Class C infraction and must be imposed not less than $50.00. Ms. Sapp said she
~-~ would like to propose that the fine be changed to a minimum of $75.00. She said New
i Albany imposes a $100.00 fee. Councilperson Waiz said he would bring this request up to the
; Council members. She also requested that consideration be given to appoint volunteers to
issue complaints to violators of handicap parking. Police ChiefPavey said he would look
into this type pfprogram She told the Mayor that she is grateful for the handicap parking
spaces on Spring Street but signs are needed to point out the spaces. The Mayor said the
handicap parking is not a requirement downtown and he really doesn't want to clutter the
street with signs. Judy Sapp said she disagreed with the Mayor. She said he shouldn't do
things halfway. Ms. Sapp said that without the signs the spots are not valid and the spots are
not enforceable for they wouldn't be recognized as valid.
3008 DOUGLAS BOULEVARD
Building Commissioner Gavin said Randall and Gwendolyn Myers were cited in August
2002 to clean up the trash and junk from the property. They were also told to repair the roof.
It has a tarp over it. Building Commissioner Gavin said the next step is to fine them. After
discussion, Engineer Miller made the motion to give ten days from October 15, 2002 for the
Meyer's to clean up the property and after ten days to fine them $200.00 per day if not
complete and thirty days from October 15, 2002 to repair the roof with a $20000 per day fine
thereafter if not complete, seconded by Councilperson Waiz and carded unanimously.
BARGE BIDS
Councilperson Waiz asked the Mayor if the bids on the barge have been advertised. The Mayor said
yes. Councilperson Waiz said he has some various barge companies he's like to send bids to. Mayor
Galligan said he would get him a copy of the bid specifications.
There being no further discussion to come before the Board the motion was made by Engineer Miller to
adjourn at 10:20 a.m., seconded by City Engineer Miller and carried unanimously.
