SEPTEMBER 23, 2002
Mayor Galligan called the meeting to order at 9:30 a.m. and on call of the roll those members present
Were: City Engineer Miller and Councilperson Waiz.
Also present were: Wastewater Treatment Dir. Crawford, Vehicle Maintenance Director Drury,
Building Commissioner Gavin, Animal Shelter Director Wilder, Engineer Dixon, Coordinator
Davis, Clerk Treasurer Wilder, Street Commissioner Grant, Planning and Zoning Director
Padgett, Safety Director Rodden, Parks Director Elliott, Police ChiefPavey? Fire Chief Mike
Smith, and Clerk Lynne Mayfield, and City Attorney Galligan.
Engineer Miller made the motion to approve the minutes of 7/15/02 8/12/02, 8/26/02, 9/3/02
seconded by Councilperson Waiz and carried unanimously.
Engineer Miller made the motion to approve the payroll as presented, seconded by Councilperson
Waiz and carried unanimously. Mayor Galligan asked if there was anyone on the payroll that he
is not aware o£
FULTON TERRACE
Carroll Gowens told the Board the Housing Authority would like to put up an iron fence on
Charlestown Avenue. Engineer Miller made the motion to approve erection of the fence,
seconded by Councilperson Waiz and carried unanimously.
DEDICATION OF ROADS
Attorney Allen Morris representing the Silver Creek Business Center asked the Board to approve
the dedication of Sable Mill and Gheens Mill Road. Attorney Morris said there is still some
paving to be done. Engineer Miller said he would like to inspect after the leveling course is done.
Engineer Miller made the motion to approve the dedication of Sable Mill Road and Greens Milt
Road contingent upon Engineer Miller's approval of the leveling course and finish paving to the
City's standard, seconded by Councilperson Waiz and carried unanimously.
1021 KEHOE LANE
Ron Long, who resides at 1021 Kehoe Lane, told the Board of his difficulties trying to clean up
his property and build his shed in the time frame that was given to him previously. He also has a
bus on his property because he can't afford to pay a storage fee and he's storing his tools in it
until his shed is completed. The Mayor asked how long it would take him to build his shed. Mr.
Long said he's on his fourth Mason and has no money so his sister is going to help him get
started. Mayor asked when it would be started and ready for a roo£ Mr. Long said he could
probably have the walls up by the end of November. The Mayor told him he would have until the
end of November to have the walls up and the mess around his house cleaned up. Everything not
being used on the shed is to be disposed o£ Mr. Long also has a black Nissan sitting on his
property that needs to be moved. Mayor Galligan said he could keep the van while working on
the shed and the driveway has to be paved by June 1, 2003. The bus needs to be a little more
pleasing to the eye. Mr. Long's fill dirt must be knocked down within 48 hours of being
delivered. Mayor Galligan said he would give Mr. Long until March 1, 2003 to put the roof on.
Mr. Long said he would need to find building material for the roof because Building
Commissioner Gavin said what Mr. Long has wouldn't be useable. Finally Mayor Gatligan told
Mr. Long to come back in a week with a plan to finance and attack this job. Councilperson Waiz
reiterated that the black Nissan must be moved in a week and the mess cleaned up in front of the
fenced and the fill dirt knocked down.
ROADBLOCKS
Donnie Growe, President of the Firefighter's Union and Firefighter Grant asked the Board to
approve the Firefighter's holding a roadblock to raise money for Christmas baskets for the needy
during the holidays. They have several locations in mind. Engineer Miller made the motion to
approve the roadblocks, seconded by Councilperson Waiz and carried unanimously.
PERSONNEL MATTER
Police Chief Pavey asked the Board to approve his recommendation that Patrolman Joe Hubbard
be promoted to the rank of Corporal starting October 1, 2002. Councilperson Waiz made the
motion to approve the promotion, seconded by Engineer Miller and carried unanimously
3625 HAMBURG PIKE
Gary Mattingly appeared before the Board in regard to property he owns at 3625 Hamburg Pike.
He was cited to the Board 9-9-02 but didn't receive notice until 9-16-02. Mr. Mattingly said he
would get rid of the junk and weeds in 30 days. After viewing pictures of the house it was
determined to be in bad shape and a fire hazard. The house contains Mr. Mattingly's belongings
even though he doesn't live there. Mayor Galligan gave him one week to come back with a plan
for the house. Councilperson Waiz made the motion that Mr. Mattingly straighten the fence,
dispose of all debris, remove the old car from his yard, repair and move the shed by October 23,
2002 and to fine Mr. Mattingly $200.00 per day after October 23, 2002, for as long as the work is
incomplete, seconded by Engineer Miller and carried unanimously.
BALES MOTOR CELEBRATION
Engineer Miller told the Board that Bales Motor would like to close Broadway Street from 9:00
a.m. to 6:00 p.m. on October 5th and 6t~' for their 50 years 0fbusiness celebration. Engineer
Miller made the motion to approve the street closing, seconded by Councilperson Waiz and
carried unanimously.
NEIGHBORHOOD CONCERN
Terry Rosbottom who resides on Avondale Court thanked the Mayor and the Board for their help
with the street cleaning and garbage pickup. He said the garbage is being picked up at a more
reasonable time. He asked for continued support. Mayor Galligan asked Mr. Rosbottom to let
his neighbors know about the trashcans that the city sells for $15.00 and $25.00. Mr. Rosbottom
said over the weekend he had an incident with someone stealing from his storage unit and he said
the police quickly responded and thanked them for their help. He said the thief was apprehended
and $1,000.00 worth of property was recovered.
SPECIAL OLYMPICS
Mayor Galligan said the Special Olympics want to hold a roadblock in October by Ice Cream
Willie's. They have insurance and will only have adults working the roadblocks. Councilperson
Waiz made the motion to approve the roadblock, seconded by Engineer Miller and carried
unanimously.
THOMPSON LANE
Councilperson Waiz said he got a call from a lady on Thompson Lane about how bright the lights
are at the front of Storage USA. Councilperson Waiz said the lights are very bright. Planning and
Zoning Director Padgett said he's working on that. The lady also complained about a neighbor
who tore out his driveway and dumped the concrete on the side of the road. Mayor Galligan said
he is aware of this person.
TRASH
Engineer Miller voiced his displeasure about all the trash around the City gas pumps. He said
there should be a 90-gallon trash can there. Street Commissioner Grant said he has delivered one.
There being no further business to come before the Board the motion was made by Engineer
Miller to adjourn at 10:55 a.m seconded by C ouncitperson Waiz and carried unanimously.

To the Jeffersonville Board of Public Works and Safety:
The undersigned petitioner respectfully requests that Gheens Mill Road and Sable Mill Road,
which both lie within the two-mile fringe of Jeffersonville, be accepted by the City of
Jeffersonvilte into the City street system to be maintained by the City in the future. Copies of the
real estate descriptions for both roads are attached hereto.
WHEREFORE, the undersigned petitioner prays that the City of Jeffersonville Board of Public
Works And Safety accept Gheens Mill Road and Sable Mill Road into the City road system; and
that this petition be set for hearing on the 23rd day of September, 2002 at 9:30 a.m.
