OF THE CITY OF JEFFERSONVILLE, INDIANA
SEPTEMBER 3, 2002
Mayor Galligan called the meeting to order at 9:40 a.m. and on call of the roll those members present
were: Councilperson Waiz and City Engineer Miller.
Also present were: Wastewater Treatment Director Crawfbrd, Police Chief Pavey, Administrator Rich
Davis, Fire Chief Smith, Building Commissioner Gavin, Vehicle Maintenance Director Drury, Mayor
Assistant White, Street Commissioner Grant, Planning and Zoning Director Padgett, Animal Shelter
Office Manager Gartelman, Personnel Director Ellis, Parks Director Elliott, Engineering Coordinator
Dixon, and Deputy Clerk Lynne Mayfietd.
Mayor Galligan asked if there was anyone on the payroll that he or Personnel Director Ellis
weren't aware o£
Engineer Miller made the motion to approve the payroll as presented, seconded by
Councilperson Waiz and carried unanimously.
CONSULTANT SERVICES
Building Commissioner Gavin and Planning and Zoning Director Padgett presented a contract for
Professional Services to be performed by Fuller, Mossbarger, Scott, and May Engineers, Inc. related to
the Black Bear Permit Tracking process for the City GIS The contract is not to exceed $5,000.00.
Mayor Galligan asked if the funds are available and Building Commissioner Gavin said they are.
Engineer Miller made the motion to approve the contract, seconded by Councilperson Waiz and carried
unanimously.
INSURANCE
Edward Culpepper Cooper appeared before the Board as requested by Councilperson Waiz.
Councilperson Waiz asked Mr. Cooper about the 2 tier and 4 tier programs. The last time Mr.
Cooper was in Waiz asked him how many retirees are on Cobra and Mr. Cooper didn't know.
Councilperson Waiz got the correct numbers from Personnel Director Ellis and after
calculating found that this would cost the City more to change to a 4-tier program. Mr.
Cooper said he didn't do the math because the reason behind a 4-tier program is that it's more
appropriate for a retiree to pay for himself and a spouse rather than for a full family if he
doesn't have a full family. Councilperson Waiz said when you factor in who's in what tier,
the cost ends up being $5,000 to $6,000 more per year. Mr. Cooper said the bottom line is
that it has to be appropriate to the risk. He said a retiree shouldn't have to pay for a full
family when he doesn't have one. Councilperson Waiz said he thinks a change were to be
made, it should be made at the next renewal in April 2003 and everyone can go that route.
Mr. Cooper said the rates probably haven't changed in three or four years and that the Mayor
and City Council set what the City will pay except a certain dollar amount for single coverage
and a certain dollar amount for family. Mr. Cooper said he doesn't want to end up with the
retirees saying they can't pay the family coverage because it's too high and unfair if they
don't have a full family. Mr. Cooper said that happened in New Albany and he ended up in
court. He said New Albany now has a four-tier program and a four-tier program is the most
appropriate way to go. Councilperson Waiz said when you look at it from his own standpoint
and the way it should be looked at is how it's going to affect the bottom line amount. Waiz
said the bottom line is that changing to a 4-tier program will cost the City more money.
Again, Mr. Cooper reiterated that a retiree shouldn't have to pay full family coverage if he
doesn't have one. Cooper said the retirees have not paid any increase since renewal and this
increase goes back to April and will be effective October 1, 2002. Councilperson Waiz asked
how long the insurance has been like this for the retirees and people on Cobra. Mr. Cooper
said he couldn't answer that because he's only been here for a little over a year.
Councilperson Waiz said Mr. Cooper has had the insurance before and asked if it was like
that then. Mr. Cooper said he thought at one time it was a dollar amount and then went to a
percentage but he's not sure. Mr. Cooper said the system is fine but should be on a four-tier
basis. Councilperson Waiz said he understands that but the best time to make the change is at
renewal time in April 2003 so it's the same for everyone. Mr. Cooper said it really should
have been changed last April. Mr. Cooper said it's inappropriate the way it's set up now and
it's up to the Board to approve changing it or not changing it. Mayor Galligan said they
weren't getting anywhere and to move on.
Nellie Knowland thanked Street Commissioner Grant for use of the dumpster in her
neighborhood.
Engineer Miller thanked Mike Smith's dad for the wash down Sunday.
There being no further discussion to come before the Board the motion was made by Engineer Miller to
