OF THE CITY OF JEFFERSONVILLE, INDIANA
June 17,2002
Mayor Galligan called the meeting to order at 9:40 a.m. Board members present were Engineer
Bob Miller and Councilperson Rob Wa[z, with Clerk Treasurer Peggy Wilder at the desk.
Also present were: Deputy Clerk Lyrme Mayfield, Mayor's Assistant Dustin White, Personnel
Director Ellis, Wastewater Treatment Director Crawford, Police Major Kevin Morlan,
Redevelopment Director Duggins, Administrator Rich Davis, Fire Chief Smith, Animal Control
Officer Michael Wright, Engineer Dixon, Building Commissioner Gavin and Vehicle
Maintenance Director Drury.
Clerk Treasurer Wilder presented the minutes of the June 10, 2002 meeting and
requested that the Board approve them at the next meeting.
Payroll was presented for approval. Engineer Miller made a motion to approve the
payroll, seconded by Councilperson Waiz and carded unanimously.
1002 MAPLE STREET
Angela Conway appeared before the Board to voice concerns about problems in her
neighborhood. She said there was an increase in rowdy behavior at Champ's bar,
including broken bottles and people smoking marijuana and drinking alcohol outside.
Police Major Kevin Morlan said he would visit the owner of Champ's. Mrs. Conway
also told the Board that people were parking on her grass and blocking the driveway.
Moran asked that she contact the police regularly when these events occur, and the
owner would be contacted every time there were problems. Mayor Galligan requested
that she take down license plate numbers as well.
DOG PROBLEM
Sue Pendygraft of 803 Sharon Drive appeared before the Board to discuss problems with a loose
dog in her neighborhood. She told the Board that she has had an ongoing problem with the dog
belonging to Ms. Elliott, who resides at the corner of 8t~ and Louise Street. Ms. Pendygraft said
she has made numerous calls regarding the dog and has attempted to speak with Ms. Elliott.
Animal Control Officer Michael Wright confirmed that the Animal Shelter had been contacted
and that the problem was ongoing. He said that the problem is that when they make a call the dog
is where it belongs. He also said that Ms. Elliott has been given warnings and cited. Photo's were
presented to the Shelter and Mayor Galligan instructed that those be turned over to the City
Attorney for review. Mayor Galligan then told Mrs. Pendygraft to call the police whenever the
dog is loose and take photos. Jody Aker of 1718 E. 8t~ Street also appeared with Mrs. Pendygraft
and informed the Board similar problems. Mayor Galligan told Animal Control Officer Wright to
make runs after hours whenever possible in an attempt to capture the dog.
STREET TREE PROGRAM
Planning and Zoning Director Iana Ecker asked the Board to approve Walnut Ridge as the
contractor for the Street Tree Program. She informed the Board that bids had been requested and
Walnut Ridge was the only company to reply. Councilperson Waiz made a motion to accept
Walnut Ridge, seconded by Engineer Miller and carded unanimously.
SIGN CITATION
Planning and Zoning Director Ecker appeared before the Board regarding Howard Belski of
Southern Indiana Roofing. She told the Board that Inspector Sharon Owens had been in contact
with Mr. Belski regarding the removal of the signs. The Mayor recommended that he be
contacted again and given 48 hours to remove the signs and fined $100 per sign per day if he
fails to comply. Councilperson Waiz made a motion to approve the recommendation seconded
by Engineer Miller and carded unanimously.
RAMADA INN SIGN PERMIT
Planning and Zoning Director Ecker appeared before the Board regarding a digital sign at the
Ramada Inn. She told the Board that she was unable to find a permit for the sign. She told the
Board that residents had complained and she contacted Mr. Purcell with the Ramada. Ecker also
informed the Board that the sign was a violation of the current Zoning Ordinance although it had
been up for over thirty years. Mayor Galligan asked Mr. Purcell to use dimmer bulbs in the sign
and he told the Board he would try.
FIRE DEPARTMENT NEW HIRE
Fire Chief Mike Smith asked the Board to approve the hiring of Jason Owens. Councilperson
Waiz made a motion to approve the hiring, seconded by Engineer Miller and carried
unanimously.
There being no further discussion to come before the Board, Engineer Miller made a motion to
adjourn the meeting at 10:10 a.m.

Thank you for the opportunity to participate in the new
Street Tree Program In Jeffersonville.
Below please find a list of the trees, from your list,
that are currently in stock, and ready to plant. Availability
will be subject to change as our supply dwindles thru the
season. Supplies will be replenished in the Fall of 2001 and
in the early Spring of 2002 before the trees break dormancy
and can be successfully dug.

If There is any obstacle in the way of planting a new
tree, then a visit to the'sit~ and an individual
estimate will need to be given. An example would be
having to remove a tree, tree stump or concrete from a
planting hole. There will also be an extra chaz~3e if a
soil exchange is needed, like in an old construction
site where there is no real soil to plant in.
