HomeMy WebLinkAbout05-28-2002MINUTES OF THE BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF JEFFERSONVILLE, INDIANA May 28, 2002 Mayor Galligan called the meeting to order at 9:40 a.m. Board members present were Engineer Bob Miller and Police Chief Pavey sat in for Councilperson Rob Waiz who was absent, with Clerk Treasurer Peggy Wilder at the desk. Also present were: Planning and Zoning Director Jana Ecker, Personnel Director Ellis, Wastewater Treatment Director Crawford, Redevelopment Director Duggins, Administrator Rich Davis, Fire Chief Smith, Police Major Modan, Sewer Inspector Lanum, Engineer Dixon, Street Commisioner Grant, Building Commissioner Gavin, City Attorney Galligan, Animal Shelter Manager Roy Gartleman, Vehicle Maintenance Director Dmry and Parks Superintendent Elliott. City Engineer Bob Miller made the motion to approve the claims, seconded by Police Chief Pavey and carded unanimously. Mayor Galligan reviewed the minutes presented and told the Board members they would be dealt with last. Engineer Miller made the motion to approve the payroll as presented, seconded by Chief Pavey and carried unanimously. THE DALLAS GROUP · Walt McCollum and David Couzins appeared on behalf of the Dallas Group and presented the Board a plan for paving. They submitted to the Board a proposal for expansion and paving .-and asked for Board of Public Works approval. The Board reviewed the plan and Planning ~and Zoning Director Ecker told the Board that she approved of the paving plan and thanked ~Che Dallas Group. Engineer Miller made a motion to approve the paving plan presented, seconded by Chief Pavey, carded unanimously. Mayor Galligan then thanked the Dallas Group for their cooperation. S& R TIRE Mayor Galligan told the Board that he was unable to reach representatives from S& R Tire. 509 OHIO AVENUE Donna Williams, the resident at 509 Ohio Avenue addressed the Board regarding flooding and parking problems along the street at Ohio Avenue. She requested that a No-Parking sign be placed to allow for street cleaning on the day that the garbage truck runs. Mayor Galligan directed Street Commissioner Grant to post the sign. MCAFEE TRUCKING Robert McAfee of McAffe Trucking, 1507 Fabricon Blvd., appeared before the Board with a proposal for paving and the cleaning of his property. He requested a timetable of three years to complete the project. Mr. McAffee agreed to have the first portion completed by August 1, 2002, the second portion by May 28, 2003, and the final segment completed by May 28, 2004. Mr. McAffe estimated the project at $35,000, but Mayor Galligan stressed that the project would have to be completed by the deadline regardless of cost or McAffee Trucking would be fined. Engineer Miller made a motion to accept the proposal as amended by the Mayor, seconded by ChiefPavey and carded unanimously. CONDEMNATION RESOLUTION City Attorney Galligan appeared before the Board with Attorney Bill Smith and Dr. Gutmann. Attorney Galligan told the Board that further investigation of appraisals is required and she requested that the condemnation resolution be tabled indefinitely, pending negotiations. Engineer Miller made a motion to table the condemnation resolution, seconded by ChiefPavey and carried unanimously. FIRE TRUCK BIDS City Attorney Galligan told the Board that Fire Chief Smith needed approval to accept bids on a new Fire Truck. Engineer Miller made the motion to accept bid proposals, seconded by Chief Pavey and carried unanimously. MINUTES The minutes of the Board of Public Works were presented for approval for the following dates: March 25, 2002; April 8, 2002; April 15, 2002; April 29, 2002; May 13, 2002 and May 20, 2002. Engineer Miller made a motion to approve the minutes as presented and amended, seconded by ChiefPavey and carried unanimously. TRAFFIC SIGNAL Engineer Miller addressed the Board regarding a traffic signal at Eastbrook Subdivision. Engineer Miller made the motion to postpone the issue for another week, seconded by ChiefPavey and carded unanimously. CHESTNUT STREET Mayor Galligan told Building Commissioner Gavin that there was a problem on Chestnut Street with clutter creating a home for raccoons. Commissioner Gavin told the Mayor that he was already aware of the problem and that it was being addressed. DELTA ELECTRIC Engineer Miller addressed Chief Pavey regarding a bill for Delta Electric to repair the Nachand Lane traffic signal. He questioned why the city employee responsible for repmr was t contacted. ChiefPavey was unaware why it happened. We have been working on getting everything cleaned up in the yard for the last 3 weeks.. The weather has not allowed us to be as far along as we would like, but we are still working on it and will have the property cleaned up within another 2 weeks. Please review our paving plan belo~ · By June 11~ 2002 the property vail be cleaned up and all rubbish will be hauled to landfill. · By June 25th 20o2. the property will have the yard swept with a street sweeper, Which will cut down on most of the dust. · By July 22"d 20o2, the property will have all the trees & vines removed from front fence line and left and right side fence line.
