HomeMy WebLinkAbout05-06-2002MINUTES OF THE BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF JEFFERSONVILLE, INDIANA MAY 6, 2002 Mayor Galligan called the meeting to order at 9:30 a.m. and on call of the roll those members present were: Councilperson Waiz and City Engineer Miller. Also present were: Safety Director Rodden, Personnel Director Ellis, Wastewater Treatment Director Crawford, Redevelopment Director Duggins, Administrator Rich Davis, Fire Chief Smith, Police Chief Pavey, Building Commissioner Gavin, City Attorney Galligan, Animal Shelter Director Keller, Vehicle Maintenance Director Drury, Planning and Zoning Director Ecker, Street Commissioner Grant, and Deputy Clerk Lynne Mayfield. Engineer Miller made the motion to approve the minutes of 3-18-02 and 4-1-02 as presented, seconded by Councilperson Waiz and carried unanimously. MAKOWSKY OIL-PARKING LOT PAVING Chris Makowsky appeared before the Board regarding the Notice of Violation issued for 1626 Fabricon Boulevard. He told the Board that he has drawn up a plan to pave his parking lot over the next three years. He will pave 1/3 of the lot per year during the years 2002, 2003, and 2004. Mr. Makowsky submitted his plan in writing to the Board a copy of which is attached hereto. Engineer Miller made the motion to approve the offer from Chris Makowsky for paving his parking lot in Industrial Park over the next three years, seconded by Councilperson Waiz and carded unanimously. S AND R TIRE Mayor Galligan tabled until next week. BLOCK PARTY Angela Wolf told the Board that the annual Haven House Services block party is scheduled for May 18, 2002. She asked that the street be blocked from 11:00-5:00 p.m. Councilperson Waiz made the motion to approve the street closing from 11:00-5:00 p.m. on May 18, 2002 for the Haven House block party, seconded by Engineer Miller and carried unanimously. CONFIRMING RESOLUTION' S City Attorney Galligan told the Board that these Resolutions are the last on these pieces of property. She said this is the second resolution on the damages for the taking of the land. Resolution #22-David and Linda Francke City Attorney Galligan said the initial resolution was for $132,500.00 in damages. A certified appraisal based on commercial property was obtained from Mills, Biggs, and Haire. Mr. Francke appeared before the Board to remonstrate. He stated that he believes the property is worth approximately $210,000.00. Engineer Miller made the motion to approve the damages in the amount of $132,500.00, seconded by Councilperson Waiz and carried unanimously. Resolution #23-James and Lisa Joyce City Attorney Galligan called for remonstrance regarding property owned by James and Lisa Joyce. She said this is the last parcel in Pleasant Run and is a sewer easement across the property. The damages initially awarded per the appraisal are $1,300.00. No one appeared to remonstrate. Safety Director Rodden verified that he delivered notice of this hearing to Mr. and Mrs. Joyce. Engineer Miller made the motion to approve damages of $1,300.00, seconded by Councilperson Waiz. Resolution #24-Gordon and Martha Gutmann City Attorney Galligan called for remonstrance regarding property owned by Gordon and Martha Gutmann for a sewer easement on Highway 62 near Utica-Sellersburg Road. Damages initially awarded are $8,000.00. No one appeared to remonstrate. Safety Director Rodden verified that he delivered notice to Dr. Gutmann's office, as the Gutmann's no longer reside at the address listed on the Auditor's tax roles. Councilperson Waiz made the motion to approve damages of $8,000.00 for a sewer easement, seconded by Engineer Miller and carried unanimously. Resolution #25-David and Patricia Haag City Attorney Galligan called for remonstrance regarding property owned on Tenth Street by David and Patricia Haag for a sewer easement. Damages were appraised at $7,930.00. No one appeared to remonstrate. Safety Director Rodden verified that he delivered the notice. Engineer Miller made the motion to approve the awarding of damages in the amount of $7,930.00 for a sewer easement to David and Patricia Haag, seconded by Councilperson Waiz and carried unanimously. NO PARKING SIGNS Police Chief Pavey said that "no parking" signs are needed on the south side of Riverside Drive near the Terrace Lawn. Mayor Galligan told Street Commissioner Grant to paint the curb yellow and put a "no parking" sign at Pearl Street. THIRD BASE Mayor Galligan told the Board that people are walking out of Third Base with alcoholic beverages. Mayor Galligan said anyone seen with alcoholic beverage outside the bar need to be cited. Chief Pavey said they would be cited. There being no further discussion to come before the Board the motion was made by Councilperson Waiz to adj_oum at 11:00 a.m., seconded by City Engineer Miller and carried unanimously.
