OF THE CITY OF JEFFERSONVILLE, INDIANA
APRIL 29, 2002
Mayor Galligan called the meeting to order at 9:30 a.m. and on call of the roll those members present
were: City Engineer Miller and Councilperson Waiz.
Also present were: Safety Director Rodden, Wastewater Treatment Director Crawford, Administrator
Rich Davis, Fire Chief Smith, Parks Manager Langdon, City Attorney Galligan, Redevelopment
Director Duggins, Planning and Zoning Director Ecker, Clerk Treasurer Wilder, Building Commissioner
Gavin, Engineering Coordinator Dixon, Street Commissioner Grant, Personnel Director Ellis, Animal
Shelter Director Keller, Vehicle Maintenance Director Drury, and Deputy Clerk Lynne Mayfield.
Engineer Miller made the motion to approve the payroll as presented, seconded by
Councilperson Waiz and carried unanimously.
Engineer Miller made the motion to approve the minutes of 4-15-02 and 4-22-02 as
r'~ presented, seconded by Councilperson Waiz and carried unanimously.
Engineer Miller made the motion to approve the claims as presented, seconded by
Councilperson Waiz and carried unanimously.
LIFESPAN RESOURCES
Julie Wilson requested approval from the Board to use the Warder Park gazebo and block the street to
St. Augustine Church on May 30, 2002 for the Senior Games from 10:00 a.m. to 11:00 a.m.
Councilperson Waiz made the motion to approve the use of the Warder Park gazebo on May 30, 2002
for the Senior Games, seconded by Engineer Miller and carded unanimously.
COLGATE FUND-CRUSADE FOR CHILDREN
Rick Castile came before the Board to ask for approval to hold their l0th Annual 5K Walk/Run on
Saturday, June 1, 2002 at 8:00 a.m. He would like to close the streets along the course until the runners
are through the area. (Attached) Engineer Miller made the motion to approve the 5K Run/Walk on
Saturday, June 1, 2002, seconded by Councilperson Waiz and carded unanimously.
HANDICAPPED PARKING
Donna Riggle Of 8 i 1 Howard Avenue, Apt. 1SW came before the Board to request handicapped parking
sign. Chief Pavey said he would check the location and report back to the Board.
VENDOR PERMIT
Darin Broyles asked the Board to approve a peddler permit to sell sports bottles and various items door
to door and for special events. Mayor Galligan said he could get a vendor permit for special events but
not for door-to-door sales. Engineer Miller made the motion to approve a vendor permit for special
events, seconded by Councilperson Waiz and carried unanimously. Building Commissioner Gavin asked
if this included Thunder Over Louisville. Mayor Galligan said the permit covers special events not
controlled by others. Clerk Treasurer Wilder told the Board that a person is required to get a separate
permit for each event at $75.00 each. Engineer Miller withdrew his motion, seconded by Councilperson
Waiz and carried unanimously.
SIGNAGE
Planning and Zoning Director Ecker said she has been working with Cheryl Smith on designing public
parking signs for the public parking downtown. The only problem she has is with the parking lot on E.
Chestnut Street that has a large military vehicle parked on the street which blocks the view of the lot.
Mayor Galligan asked Police ChiefPavey to ticket the truck if it has no valid plate.
CITATION-Makowsky Oil
Planning and Zoning Director Ecker told the Board that Chris Makowsky requested that this be tabled
until next week and that he is getting a plan together.
S AND R TIRE-1402 Trucker's Blvd. And 3418 Industrial Boulevard
Planning and Zoning Director Ecker showed pictures of the parking lot to the Board. She said S and R
Tire was sent a Notice of Violation. Some other Industrial Park tenants say no progress has been made
on the lot at S and R Tire. Mayor Galligan said this would be tabled for one week.
DALLAS GROUP
Planning and Zoning Director Ecker cited the Dallas Group for their unpaved parking lot at Industrial
Park. Mr. Walt McCullough and Mr. George Hodge appeared before the Board and questioned what
areas they are required to pave. Mayor Galligan asked them if they could put together a plan to do the
paving over three years. Mayor Galligan said the agreement would work the same as a contract.
Planning and Zoning Director Ecker said they could appear before the Board of Zoning Appeals in
regard to the open storage areas. Attorney Galligan asked what they use for weed control. Mr.
McCullough said they use compacted gravel that has been there twenty years. The Board asked the
Dallas Group to return to the May 28, 2002 Board of Public Works meeting with a plan. The Dallas
Group agreed to do so.
DRA1NAGE-WHELAN LANE
Karen Hunter appeared before the Board in regard to drainage and sewage problems including mold and
mosquitoes. Mrs. Hunter presented pictures for the Board to look at. Mayor Galligan said the problem
would be looked into and she will be notified of what needs to happen to fix the problem.
CONDEMNATION RESOLUTIONS-JOYCE, GUTMANN, HAAG, AND FRANCKE
[--City Attorney Galligan asked the Board to continue the hearing until Monday May 6, 2002 because the
parties involved did not receive their notices on time. Engineer Miller made the motion to approve the
continuance until May 6, 2002, seconded by Councilperson Walz and carried unanimously.
ANOTHER PLACE TO CREATE
City Attorney Galligan told the Board that "Another Place To Create" wants a handicapped parking
space at 250 Spring Street. Engineer Miller made the motion to approve the handicapped parking space,
seconded by Councilperson Waiz and carried unanimously.
AMENDMENTS TO M1NUTES
City Attorney Galligan told the Board that the minutes of 3-25-02, 4-8-02, and 4-15-02 should be
amended. Clerk Treasurer Wilder said the minutes would be brought back to the Board for approval
after the amendments were made.
There being no further discussion to come before the Board the motion was made by Engineer Miller to
adjourn at~10:30 a.m~sec~on~ed by Councilperson Waiz and carried unanimously.

Children." Below is the race route.
Start on Woemer Avenue under the Colgate Clock
Take a Left onto Market Street
Tum Right on Pearl Street
Take a Right on to Riverside Drive **VVater stop by Park**
This road turns in to Winbourne Avenue
Take a Right on Clark Blvd. and finish in front of Colgate Clock
Streets along the course will be closed to traffic as the runners go through the area and
will re-open as soon as it is safe for the runners. We do not wish to inconvenience you,
but rather give the running community a secured course in which to run.
