HomeMy WebLinkAbout04-15-2002MINUTES OF THE BOARD OF PUBLICWORKS AND SAFETY OF THE CITY OF JEFFERSONVILLE, INDIANA APRIL 15, 2002 Mayor Galligan called the meeting to order at 9:30 A.M., and on call of the roll, those present were City Engineer Bob Miller and Councilperson Rob Waiz. Present were: Planning and Zoning Director Jana Ecker, Animal Shelter Director Cindy Keller, Wastewater Treatment Director Tim Crawford, Vehicle Maintenance Director Mike Drury, Parks Director Rick Elliott, Police Chief Mike Pavey, Street Commissioner Marvin Grant, Safety Director Danny Rodden, Fire Chief Mike Smith, Redevelopment Director David Duggins, Assistant to Mayor Dustin White, Information Technology Director Rich Davis, Engineering Coordinator Brian Dixon, and Clerk Barbara Hollis. City Engineer Miller made the motion to approve the payroll as presented, seconded by Councilperson Waiz, and carried unanimously. HEALTH INSURANCE RENEWA [, Mr. Culpepper Cooper, Agent of Record, appeared before the Board explaining the health insurance contract renewal. Mr. Cooper reviewed the packet of information he distributed, explaining the only decision left was the stop-loss cap, which he recommends be set at $100,000. Councilperson Waiz stated he feels more confident keeping the stop-loss cap at $75,000. Discussion continued with the amount of the discount given questioned. Agent Cooper explained the difference between Humana and Sagamore is only 2%. Agent Cooper said the health insurance fund has been underfunded for the last 3 to 4 years, an additional appropriation will be necessary this year. Following all discussion, Councilperson Waiz made the motion to renew with a stop-loss cap of $75,000, seconded by Mayor Galligan, passing on a vote of 2-1. City Engineer Miller voted nay. STREET CLOSING Ms. Jean Ruhl appeared before the Board to request the closing of Green Street in front of Haven House on June 1, 2002 from 10 A.M. to 6 P.M. for the 2002 Claysburg Fair. ChiefPavey has no problem with the closing. Ms. Ruhl is also asking for donations and booths for the event. Councilperson Waiz made the motion to grant the street closing as requested, seconded by City Engineer Miller, passing unanimously. PARKING ISSUE Ms. Kelly Ann Mullen appeared before the Board with regard to a parking problem at 130 West Court Avenue. She will be opening a business at the location about the first of May. Following discussion, it appeared the problem may be resolved before she is ready to open. Mayor Galligan asked Ms. Mullen to call if she has a problem after she is moved in. REQUEST FOR PEDDLER PERMIT Ms. Marquette Percell appeared before the Board requesting a peddler permit for her son. Following discussion, Councilperson Waiz made the motion to approve the permit, seconded by City Engineer Miller, passing unanimously. CONDEMNATION RESOLUTIONS City Attorney Anne Marie presented Resolution No. 02-R-18, A Resolution Establishing List of Injuriously Affected Interests In Condemned Property And Establishing Damages (Joyce); Resolution No. 02-R-19, A Resolution Establishing List Of Injuriously Affected Interests In Condemned Property And Establishing Damages (Gutman); Resolution No. 02-R-20, A Resolution Establishing List Of Injuriously Affected Interests In Condemned Property And Establishing Damages (Haag); and Resolution No. 02-R-21, A Resolution Establishing List Of Injuriously Affected Interests In Condemned Property And Establishing Damages (Franke) explaining each, saying April 29 is scheduled as a remonstrance hearing. City Engineer Miller made the motion to pass Resolution No. 02-R-18, Resolution No. 02-R-19, Resolution No. 02-R-20, and Resolution No. 02-R-21, seconded by Councilperson Waiz, passing unanimously. REQUEST FOR DUMPSTER Ms. Nellie Knowland requested a dumpster for a cleanup in her neighborhood. The street department will supply fliers which Ms. Knowland will distribute. The dumpster will be provided the weekend of April 27 on Fairview. DRAINAGE Councilperson Waiz inquired about a drainage problem on Bishop. Mayor Galligan will meet with Sewer Inspector Mike Lanham on the problem. STREET CLOSING Director Ecker requested Blanchel Terrace from Utica Pike to the Y be closed April 27, 2002 for a neighborhood landscape project. The request was granted. There being no further business to come before the Board of Public Works and Safety, the meeting was adjourned at 10:25 A.M. ATTEST: P~ASURER
