OF THE CITY OF JEFFERSONVILLE, INDIANA
MARCH 18, 2002
Mayor Galligan called the meeting to order at 9:30 a.m. and on call of the roll those members present
were: Councilperson Waiz and City Engineer Miller.
Also present were: Safety Director Rodden, Planning and Zoning Director Jana Ecker, Assistant to
Mayor White, Wastewater Treatment Director Crawford, Redevelopment Director Duggins,
Administrator Rich Davis, Fire Chief Smith, Police Chief Pavey, Building Commissioner Gavin, City
Attorney Galligan, Animal Shelter Director Keller, Vehicle Maintenance Director Dmry, Parks
Superintendent Elliott, and Deputy Clerk Lynne Mayfield
Engineer Miller made the motion to approve the payroll as presented, seconded by
Councilperson Frantz and carried unanimously.
RESURRECTION MINISTRIES
At the last Board of Public Works meeting, Appraiser Bill White was asked to review the appraisal done
for Resurrection Ministries by Charles Mills. Mr. White said there were a few differences in the way the
appraisals were figured. Mr. White said Mr. Mills stated that the church is an historic building and it is
not. Mr. Mills based his figure on the property as being zoned residential instead of commercial. Mr.
White said this is not an improved sale but a bare land sale. Mr. White said that Mr. Mills's appraisal is
not an acceptable appraisal and that if the adjustments are taken off of Mills appraisal then Mr. White
and Mr. Mill's appraisal's are close. Mr. White proposes a total appraisal of $202,550.00 including
relocation fees. Church Attorney Jack Vissing told the Board it is still not enough money. He asked
about the offer to research moving the building. Mr. White said it would not be feasible. Mayor
Galligan said the opinion he got on moving the building was the same. Attorney Vissing then requested
a tape of the last meeting. Clerk Lyrme Mayfield said she would provide one. John Toombs of Jacobi,
Toombs, and Lanz recommended that the Board pay Resurrection Ministries $202,550.00. Engineer
Miller said this needs to happen for the growth of Jeffersonville and that this is not being done to hurt
the Church. Engineer Miller made the motion to approve awarding $202,550.00 to Resurrection
Ministries, seconded by Councilperson Waiz and carried unanimously.
POPEYE' S RESTAURANT
Planning and Zoning Director Ecker told the Board that Mayor Galligan, City Attorney
Galligan, and herself met with Chris Harding. He said he would comply with blacking out
the parking spaces specified; he would reapply for a variance for the wall sign, and will abide
by the Zoning Board's recommendation. He will be attending the Board of Zoning Appeals
meeting in April. Councilperson Waiz made the motion to table this item for 30 days,
seconded by Engineer Miller and carried unanimously.
RIVER WOODS
Engineer Miller said fences have been erected in easements in River Woods subdivision and
they are stopping the drainage flow. According to ordinance, easements cannot be obstructed
said Mayor Galligan. Mayor Galligan said there would be no fences allowed from this point
on and the existing ones will need to come down.
FIRE DEPARTMENT HIRING
Fire Chief Smith asked the Board to approve the hiring of Shannon Fisk to fill the opening of a retiree to
be effective April 25, 2002. Engineer Miller made the motion to approve hiring Shannon Fisk effective
April 25,2002, seconded by Councilperson Walz and carried unanimously.
There being no further discussion to come before the Board the motion was made by Councilperson
Waiz to adjourn at 10:30 a.m., seconded by City Engineer Miller and carried unanimously.
