HomeMy WebLinkAbout12-18-2000MINUTES OF THE BOARD oF PUBLIC WORKS AND SAFETY OF THE CITY OF JEFFERSONVILLE, INDIANA DECEMBER 18, 2000 Mayor Galligan called the meeting to order at 9:30 a.m. and on call of the roll those members present were: City Engineer Miller and Councilperson Frantz. Also present were:Maintenance Foreman Mike Ewton, Safety Director Rodden, Planning and Zoning Director Jana Ecker, Building Commissioner Larry Decker, Wastewater Treatment Director Traylor, Vehicle Shelter Director Keller, Parks Director Rick Elliott, Safety Director Rodden, City Attorney Galtigan, Street Commissioner Grant, Redevelopment Asst. Director Duggins, Personnel Director Ellis, Fire Chief Mike Smith, Asst. Wastewater Treatment Dir. Wilkey, and Clerk Lynne Mayfield. City Engineer Miller made the motion to approve the minutes of November 27, 2000 and December 4, 2000 as presented, seconded by Councilperson Frantz and carried unanimously. PIKE'S CROSSING Scott Williams appeared before the Board to request permission to install lights at the entryways to Pike's Crossing Plaza at 1703 Chartestown/New Albany Pike. Mayor Galligan told him to stay as close to the easement as he can. Engineer Miller made the motion to approve the request to install lights at Pike's Crossing Plaza, seconded by Councilman Frantz and carried unanimously. 417 WEST MAPLE STREET Glenn Muncy appeared before the Board in regard to his house at 417 W. Maple Street. Mr. Muncy said he is working on the house as much as he can. He said the roof has been replaced and he is putting new siding and insulation on the house. Mr. Decker said this house has been in violation of the City's exterior maintenance ordinance for two years. During that time the City has given Mr. Muncy notice of violation several times. Mr. Muncy has agreed to a schedule of work to be done and completion dates, but has not adhered to the schedule. After discussion, Mayor Galligan said if the siding and gutters are not complete, and the exterior of the house presentable, by January 31, 2001, a fine must be levied. Mr. Muncy agreed to do his best to adhere to this deadline. Engineer Miller made the motion to give Mr. Muncy until January 31, 2001 to complete the siding and gutters on the house in a presentable manner, seconded by Councilperson Frantz and carried unanimously. CORE DRILLING QUOTES Engineer Miller said he received 3 quotes on core drilling at the Quarry Road bridge. Engineer Miller made the motion to accept ATC Associates quote of $1,900.00, seconded by Councitperson Frantz and carried unanimously. _LANE CLOSING Engineer Miller made the motion to close one lane of Tenth Street as a safety precaution while the Pet Paradise building is being demolished, seconded by Councilperson Frantz and carried unanimously. There being no further business to come befor~ the Board the motion was made by Engineer Miller to adjourn at 10:10 a.m. seconded by Councilperson Frantz and carried unanimously. PURPOSE: The purpose of this program is maintain a continuing accountability of any and all firefighters working the scene of any given incident. H. OBJECTIVE: The objective of the Accountability Program is to offer the city firefighters a simple, inexpensive system that will insure the safety of all city firefighiers. This system wil! be used on a day-to-day basis, regardless of the type or size of the incident. III. POLICY: 1 .) Each firefighter will be given two (2) accountability tags. One tag will be fastened to the firefighters mm-out coat. This tag will stay permanently attached, with a exception of washing or replacement etc. 2.) The second tag will be equipped with a snap or quick release fastener, that will be attached to the firefighiers HELMET D-RING when not in use. This tag, with its quick-release fastener, will be the proper tag used for ON-DUTY ACC©UNTABILITY, and will also be collected at the Command Post, when a ?.refighter is called in OFF-DUTY to work at a incident. 3.) The Jeffersonville Fire Department accountability program will be implemented a: 0700 hrs., at the start of every shift. As each firefighter is assigned a apparatus, or company, for his/her shift, that firefighter will take their accountability tag and place in the designated area on that apparatus they are assigned. The accountability tag will remain on that apparatus during his/her full tour of duty, and may be collected during a incident, if the Incident Commander decides a accountability check is necessary. When a firefighters tour of duty is complete, he/she will remove their tag from the apparatus and place the tag on the D-RinK on their Helmet. Each Firefighter will be responsible for his/her accountability tag, each Firefighter will be responsible for his/her placement of their accountability tag 9n- duty or off-duty., As Fire Chief, this administration will work to continue to keep the Firefighters of this community as safe as humanly possible, and will always look for newer z:~.~ safer equipment. As Fire Chief of the City of Jeffersonville, I will cOntinue to promote the quality of emergency services this community has received since 1871. The Jeffersonville Fire Department's mission statement says it all. "We will save lives, property, and tl,.e environment, 24 Hrs. a day, 7 days a Week, in a timely manner. ~
