HomeMy WebLinkAbout10-02-2000MINUTES OF THE BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF JEFFERSONVILLE, INDIANA OCTOBER 2, 2000 Mayor Galligan called the meeting to order at 9:30 A.M., and on call of the roll those members present were: City Engineer Bob Miller, and Personnel Director Ellis sitting in for Councilperson Frantz. Also present were: Building Commissioner Larry Decker, Wastewater Treatment Director Traylor, Safety Director Rodden, Redevelopment Assistant Director Duggins, Planning and Zoning Director Ecker, Street Commissioner Grant, Asst. Wastewater Treatment Plant Director Wilkey, Animal Shelter Director Broy, Parks Superintendent Elliott, Police ChiefPavey, Fire Chief Mike Smith, and Clerk Lynne Mayfield. City Engineer Miller made the motion to approve the payroll as presented, seconded by Personnel Director Ellis, and carried unanimously. City Engineer Miller made the motion to approve the minutes of 8-21-00 and 9-11-00 as presented, seconded by Personnel Director Ellis and carded unanimously. CAR WASH AND LAUNDROMAT Jim Bennett appeared before the Board to request that his water usage be calculated differently than the normal way. He is planning to put a car wash and laundromat on property he owns at Hwy. 62 and Thompson Lane. He said he would put a flow meter in. The Mayor said flow meter's don't always work real well and monitoring is difficult. Mr. Bennett said he was giving some thought to putting in a recycling system. He told Mayor Galligan that he has a 45 ff. easement that runs on an angle on Thompson Lane by the chiropractic office. Mr. Bennett said he would be willing to work something out with the city to use the easement to benefit the city and himsel£ Mayor Galligan said they would discuss these matters further. PARKING PROBLEMS Loretta Carrier appeared before the Board in regard to the parking situation for her business at Tenth Street and Howard St. Mayor Galligan said 2 hour parking signs could be installed. Engineer Miller made the motion to approve the 2 hour parking signs, seconded by Personnel Director Ellis and carried unanimously. NOV Wastewater Treatment Plant Asst. Director Wilkey said a Notice of Violation was sent to Voss Clark for non-compliance of their annual sampling. Their zinc exceeded the permitted limit. Engineer Miller made the motion to approve the Notice of Violation with no fine, seconded by Personnel Director Ellis and carried unanimously. There being no further business to come before the Board of Public Works and Safety, City Engineer Miller made the motion to adjourn at 10:15 A.M., seconded by Personnel Ellis and carried unanimously. Jeffersonville, IN 47130 BOARD OF PUBLIC WORKS JEFFERSONVILLE, INDIANA LEGAL AUTHORITY NOTICE OF VIOLATION NOV No. VC 00-1 The following findings are made and notice issued pursuant to the authority vested in the City of Jeffersonville, Indiana, under sections 50.01, 50.31, 50.32 and 50.33 of the City's Sewer Use Ordinance. This order is based on findings of violation of the conditions of the wastewater discharge permit issued under Sections 50.0 I, 50.3 t, 50.32 and 50.33 of said Ordinance. FINDINGS 1. Jeffersonville, Indiana is charged with construction, maintenance, and control of the sewer system and treatment works. 2. To protect the sewer system and treatment works, Jeffers0nville administers a pretreatment program. 3. Under this pretreatment program, Voss Clark was issued an Industrial Discharge Permit. 4. The discharge permit issued to Voss Clark contains numerical limits and monitoring frequencies for pollutants that Voss Clark can discharge. Voss Clark was determined to be out of comPliance on 8-30-00 when the Jeffersonville Wastewater Laboratory staffperformed their annual sampling. Voss Clark had a zinc result of 4.64 mg/L. This result exceeds the permitted limit. Signed: NOTICE THEREFORE, BASED ON THE ABOVE FINDINGS, VOSS CLARK IS HEREBY NOTIFIED THAT: It is in violation of its Industrial Discharge Permit and the Industrial Sewer Use Ordinance of the City of Jeffersonville, Indiana. Voss Clark must submit a written report stating why this exceedence occurred. This response is to be submitted within 10 working days of receipt of this notification.
