OF THE CITY OF JEFFERSONVILLE, INDIANA
SEPTEMBER 5, 2000
Mayor Tom Galligan the meeting to order at 9:40 a.m., and on call of the roll those
members present were: City Engineer Bob Miller and Councilperson Dennis Frantz.
Also present were: Building Commissioner Larry Decker, Wastewater Treatment
Director Jim Traylor, Vehicle Maintenance Foreman Mike Ewton, Planning and Zoning
Director Jana Ecker, Redevelopment Interim Director David Duggins, Parks Director
Rick Elliott, Personnel Director Cissy Ellis, Assistant Wastewater Treatment Plant
Director Ray Wilkey, Councilperson Les Merkley, Police Chief Mike Pavey, Animal
Shelter Control Officer Dave Roberts, and Clerk Suzy Bass.
Engineer Miller made a motion to approve the minutes of 8-28-00 as presented seconded
by Councilperson Frantz and carried unanimously.
The claims were presented to the Board for approval. City Engineer Miller made the
motion to approve the claims seconded by Councilperson Frantz and passed
unanimously.
The motion was made by Engineer Miller to approve the payroll as presented seconded
by Councilperson Frantz and carried unanimously.
BID OPENING
Mayor Galligan informed the Board that he received one bid for paint clarifiers from
Whitehouse. The bid was for $85,374.00. Director Traylor informed the Board that the
clarifiers are in major need of repair. Engineer Miller asked if any quotes were received
and what was the price. Assistant Wilkey could not remember the quotes but some were
high and some were in the same range as Whitehouse. The motion was made by Engineer
Miller to take the bid under advisement for review seconded by Councilperson Frantz and
carried unanimously.
Mayor Galligan informed the Board that four bids were received for the roll offtruck.
They were as follows:
1. Louisville Peterbilt $98,886.00
2. Volvo Trucks of Indianapolis $99,317.00
3. Kentuckiana Mack Sales $94,966.00, $95,724.99, and $92,531.33
4. Seymour Mack $6,597.00 Tarp System, $74,660.00 Truck, and $18,209.00 Hoist
Total $99,466.00
The motion was made by Engineer Miller to take the bids under advisement second by
Councilperson Frantz and carried unanimously.
ROAD CLOSURE
Chuck Whitaker, President of Steamboat Days, appeared before the Board with request
for street closures for the parade for Steamboat Days and the festival. The schedule is
attached. The motion was made by Engineer Miller to approve the closures seconded by
Councilperson Frantz and carded unanimously. Mayor Galligan informed the Board that
Mr. Whittaker is working hard to improve the Steamboat Days Festival. Mr. Whittaker
asked Chief Pavey for 24-hour security for the antique tractors. He also asked for picnic
tables and trash receptacles, which Supt. Elliott will provide.
REQUEST FOR RESIDENTIAL PARKING
Jewel R/ce had requested to appear before the Board conceming a Resident Only Parking
permit but did not show. Chief Pavey will call her and find out the circumstances of her
request.
Jeffrey Lefler, 526 Indiana Ave, appeared before the Board to request a Handicap
Resident Parking Only sign in front of his residence. Attorney Galligan said that there is
no charge for a Handicap Resident Parking Sign. Members of the Token Club are always
parking in front of his residence and he has to park elsewhere. The motion was made by
Councilperson Frantz to approve the sign second by Engineer Miller and passed
unanimously.
TRAFFIC SIGNAL STUDY
Engineer Miller told the Board the Jacobi Tombs and Lanz had contacted him and
suggested that the City hire Kloeker Engineering to do the traffic signal study for
Charlestown-New Albany Pike at Ice Cream Willies. Engineer Miller said the cost
would be $2,500.00 for the warrant study and $3,900.00 for the traffic signal design.
Mayor Galligan told the Board that the reason there is a need for this study and signal
design is because the intersection will be moved and there will be taming lanes added.
This should stop the traffic back up at this intersection. The motion was made by
Engineer Miller to approve hiring Kloeker Engineer for this study seconded by
Councilperson Frantz and carded unanimously.
STREET CLOSURE
Engineer Miller told the Board that he received a call from Ms. Stanton regarding a
request to close Locust St at 15th St. on October 8, 2000 from 8:00 A.M.- 11:00 P.M.
Indiana Avenue Church will be having a revival. The motion was made by Engineer
Miller to approve the street closure seconded by Councilperson Frantz and passed
unanimously.
DOG COMPLAINT
Councilperson Merkley informed that Board that he has received complaints from
residents concerning dogs at 1014 E. 7th St. The resident claims that there are six big
dogs at this location and the City Ordinance only allows for four dogs older than four
months old. Mayor Galligan said that he would send someone to this location to take
care of the problem.
BOND DISCLOSURE
Interim Director Duggins informed the Board that in the past, Phil McCauley always took
care of the annual bond disclosure for the Sewage Department. He recommends that the
City hire Crowe Chizek for $800.00 to do the disclosure this year. This needs to be done
every year after July 1. The motion was made by Engineer Miller to approve hiring
Crowe Chizek second by Councilperson Frantz and carried unanimously.
There being no further business to come before the Board the motion was made by
Engineer Miller to adjourn at 10:15 A.M. seconded by Councilperson Frantz and carried
unanimously.
