OF THE CITY OF JEFFERSONVILLE, INDIANA
AUGUST 28, 2000
Mayor Galligan called the meeting to order at 9:30 A.M. and on call of the roll those
members present were: City Engineer Bob Miller and Councilperson Dennis Frantz.
Also present were: Parks Superintendent Rick Elliott, Street Commissioner Marvin
Grant, Police Chief Mike Pavey, Vehicle Maintenance Director Mike Ewton, Planning
Director Jana Ecker, Wastewater Treatment Plant Director Jim Traylor, Assistant
Wastewater Treatment Plant Director Ray Wilkey, Animal Shelter Manager Cindy
Keller, Personnel Director Cissy Ellis, Safety Director Danny Rodden, Building
Commissioner Larry Decker, Fire Chief Mike Smith, City Attorney Anne Marie
Galligan, and Clerk Suzy Bass.
CITATION RECOMMENDATIONS
Commissioner Decker presented the Board with a written list of citatations and violations
on the property at 601 E. Chestnut St. The property is owned by Amanda Homback,
who was present. Commissioner Decker also presented the Board with a written list of
his recommendations on this property (attached). ARer talking to Ms. Homback, he asked
that the following items be completed: 1. Keep lot cut and clean; 2. Removal of shed by
9-15-00; 3. Windows installed by 11-1-00; 4. Siding by 12-1-00; 5. Sometime next year
upgrade service and new room addition and renovate inside for single dwelling.
Commissioner Decker recommends the dates for items 1-4, and if these items are not
completed by 12-1-00, a $100.00 fine per day be assessed. At the end of each month the
property owner will be billed for 30 days. If not paid in 30 days a lien will be filed for
that month. This will be continuous until property is in total compliance. Ms. Homback
is not sure that all can be completed by then. Dave Chapman, who is helping her, had
spoken to Commissioner Decker and said that this could be done. She is trying to get
financing on the property at this time. Ms. Homback said that she was in Florida for six
months and was not aware of the violations until 7-27-00. Mayor Galligan is not going to
allow unsightly buildings in Jeffersonville. Mike Bowles, 627 E. Maple, is a neighbor to
this property. He appreciates the cooperation with the Building Commissioner's Office
concerning this property. He commends Commissioner Decker's office for insisting on
the compliance of this property and for condemning the property in the 700 block of E.
Maple. Ms. Homback said that she is trying to improve the property and trying to get the
building in compliance. Director Ecker says that this is a terrible eye sore for
Jeffersonville and Ms. Hornback is really wanting to get this property in compliance.
Mayor Galligan says that he wants to work with Ms. Homback but he wants her to prove
that she is serious. She asked that the Board give her until January 1, 2001 to get the
siding and windows in compliance. The Board will fine $100.00 a day after this date
until it is in compliance. The motion was made by Engineer Miller to approve the
recommendation by Commissioner Decker with the extension on items 1-4 until 1-1-01,
seconded by Conncilperson Frantz and passed unanimously.
Director Ecker said that the property at 1312 Basswood Court is now in compliance.
STREET LIGHT REPLACEMENT REQUEST
Mayor Galligan told Engineer Miller that he received a request for a replacement of a
streetlight at 315 E. Park Place. Engineer Miller said that he received a request already
from the police department and Bill Dixon is taking care of it.
APPROVAL OF LEASE ON BUCKET TRUCK
Attorney Galligan informed the Board of a lease on the bucket truck that the City had
accepted a bid on some time ago. Bank One is willing to lease the truck to the City for
$6,535.00 a month, which will be completed in a year. The truck is valued at $75,197.00.
The motion was made by Engineer Miller to approve the lease second by Councilperson
Frantz and carried unanimously.
Director Ellis informed the Board that Dr. Ueding is raising his rates for employee vision
care. Attorney Gailigan told Director Ellis to get a contract and she will look it over so
the Board can take action on it at a later date.
Director Ecker asked the Board when 7th Street would be paved. She has had many calls
on this. Mayor Galligan informed her that 7t~ St would be paved within the next two
weeks.
REQUEST FOR STOP SIGN
Chief Pavey informed that Board that he received a request for a stop sign on 8th St. at
Goyne Drive. ChiefPavey informed the Board that atter running radar at this location
and because of the placement of the cross streets he recommends no changes be made.
Mayor Galligan told Commissioner Grant that he received a request from Nathan
Samuels to trim the trees on Tall Oaks Dr, looking east, at Jeff-C'town Pike. He also
requested that the ditch, looking west on Tall Oaks Drive, from the curb to the catch
basin be shoveled out to allow water to drain. He also thanked him for the street sign that
indicates 'no one way' on Tall Oaks.
