SAFETY
OF THE CITY OF JEFFERSONVILLE, INDIANA
AUGUST 7, 2000
Mayor Galligan called the meeting to order at 9:40 a.m., and on call of the roll those
members present were: Street Commissioner Marvin Grant and Councilperson Dennis
Frantz.
Also present were: Building Commissioner Larry Decker, Wastewater Treatment
Director Jim Traylor, Vehicle Maintenance Foreman Mike Ewton, Safety Director Dan
Rodden, Planning and Zoning Director Jana Ecker, Parks Director Rick Elliott, Fire Chief
Mike Smith, Councilman Merkley, Police ChiefPavey, City Attorney Anne Marie
Galligan, and Clerk Lynne Mayfield.
Councilperson Frantz made a motion to approve the claims as presented, seconded by
Street Commissioner Grant and carried unanimously.

SEWER TAP-IN
Dennis and Tammy Horn of 6104 Carr Circle asked the Board to approve a financed tap-
in fee for them. Street Commissioner Grant made the motion to approve the tap-in fee to
be financed, seconded by Councilperson Frantz and carried unanimously.
BUS STOP ADVERTISING
John Duerr asked the Board to approve for him to place advertising on the benches at
Watt and Court Street and Meigs and Court Street. Mayor Galligan told Mr. Duerr to
contact City Attorney Galligan on this and get a sign permit before coming back to the
Board for approval.
NEIGHBORHOOD CLEANUP
Suzanne Fisher who resides at 902 Cherry Drive spoke to the Board about concerns in
her neighborhood. She said it is starting to look run down. She ,said the street needs to be
paved. Mayor Galligan said the street would be paved next year. She and some of her
neighbors are also concerned about residents parking on the grass, street sweeping, and
sewer problems. Mayor Galligan said he will have the sewer problem checked out before
paving the street and said that Street Commissioner Grant is in the process of training
another street sweeper. Planning and Zoning Director Ecker said residents are not to park
on the grass but must park on a hard surface. Ms. Fisher said one resident is putting
trash out all through the week and she would like some help with this problem. Mayor
Galligan questioned the resident and told him that he needs to put out his trash the night
before pick-up. Ms. Fisher also complained about the Ingram House and a dog not being
cared for properly there. At this point, Mr. VanGilder who resides at 1304 9~ Street said
he is tired of Ms. Fisher nosing into everybody's business and would like her to stop
harassing him. Mayor Galligan said he would be happy to hold a neighborhood meeting
to discuss all the concerns.
1308 E. 9T~ STREET
Planning and Zoning Director Ecker sent a zoning violation to Allen Purcell who resides
at 1308 E. 9th Street for parking his recreational vehicle in his yard. Building
Commissioner Decker said Mr. Purcell needs to apply for a variance in order to put a
paved drive in front of his house if he has no way to put a drive beside his house.
Building Commissioner Decker said he would meet with him. Street Commissioner Grant
made the motion to give Mr. Purcell an extension to October 21, 2000 to have a drive
poured if needed, contingent upon needing a variance, seconded by Councilperson Frantz
and carried unanimously.
NOV-CARGO CLEAN
Street Commissioner Traylor told the Board that Cargo Clean violated their zinc, nickel,
and chromium limits. Street Commissioner Grant made the motion to fine Cargo Clean
$500.00 and submit in writing within ten days an explanation as to why the exceedence
occurred, seconded by Councilperson Frantz and carried unanimously.
STREET CLOSURE
Fire Chief Smith told the Board that Fire School is to be held on Sunday, August 13,
2000 on a portion of old Middle Road between Utica-Sellersburg Road and Centennial
Boulevard. He would like this portion to be closed. Councilperson Frantz made the
motion to approve closing a portion of old Middle Road between Utica-Sellersburg Road
and Centennial Road on 8-13-00, seconded by Street Commissioner Grant and carried
unanimously.
HARBOURS
Keith Beyerlein of Satterfield and Pontikes Construction, Inc. asked the Board to approve
them using more space north of the work trailer and space they are using now. They are
doing work on the garage extension at the Harbours. After some discussion,
Councilperson Frantz made the motion to approve Satterfield and Pontikes Construction,
Inc. blocking Ohio Street halfway under the 1-65 right-of-way to the floodwall during the
garage extension, seconded by Street Commissioner Grant and carried unanimously.
There being no further business to come before the Board the motion was made by
Commissioner Grant to adjourn at 10:30 am seconded by Councilperson Frantz and
