Mayor Galligan called the meeting to order at 9:30 a.m., and on call of the roll those
members present were! Street Engineer Bob Miller and Councilperson Dennis Frantz.
Also present were: Building Commissioner Larry Dicker, Wastewater Treatment
Director Jim Traylor, Police Chief Mike Pavey, Safety Director Dan Rodden, Planning
and Zoning Director Jana Ecker, Redevelopment Assistant Director David Duggins,
Parks Director Rick Elliott, Fire Chief Mike Smith, Youth Director Bev Knight, and
Clerk Suzy Bass.
Engineer Miller made a motion to approve the payroll as presented seconded by
Councilperson Frantz and carried unanimously.
VACANT HOUSE
Commission Decker informed the Board that he checked into a complaint at vacant
property at 329 Locust St. The property does have deadbolts on the doors.
STOP SIGN COMPLAINTS
Ken Coomer appeared before the Board complaining about the removal of the stop sign
at Market and Pearl. He said that many older residents from the high rise cross at this
intersection to go to the soup kitchen. The Board informed Mr. Coomer that there is
now a stop sign at Market and Mulberry. After much discussion, the Mayor asked Chief
Pavey to slow this area down with radar.
TENT REVIVAL
Clyde Collins appeared before the Board on behalf Roger Collins to request permission
for a tent revival at 241 Eastern Blvd. He said the hours would be 7:3,0 pm - 11:00 pm
for the month of August. The motion was made by Engineer Miller to approve the
request seconded by Councilperson Frantz and carried unanimously.
PLACEMENT OF CONSTRUCTION TRAILER
Mike Whipple appeared before the Board to request placement of a construction trailer
for the Harbours. They will be adding two levels to the parking garage, which will take 6
-7 months. The motion was made by Engineer Miller to approve the request seconded by
Councilperson Frantz and carried unanimously.
CONDEMNATION HEARINGS
Attorney Galligan informed the Board that two weeks ago condemnation actions were
started on two easements. Today was set as the date as the condemnation hearing and the
damages issue. Attorney Galligan asked if Dr. Rahman was presented. She asked that
the record state that neither he nor any.representative for Dr. Rahman was present.
Attorney Galligan informed the Board that the appraisal for Dr. Rahman's easement was
$5,050.00 by Carpy Baird. She asked that the Board confirm the condemnation of the
property and the damages of $5,050.00. The motion was made by Engineer Miller to
approve the condemnation and damages seconded by Councilperson Frantz and carried
unanimously.
Attorney Galligan informed the Board of a condemnation hearing on the property owned
by Mr. And Mrs. Winchell. Mr. Winchell was present. He disputed the amount of the
appraisal. He feels that his property is worth more than the appraisal the City received.
Attorney Galligan informed Mr. Winchell that he could get an appraisal of his own from
another appraiser. He said that he would do this in the next two weeks. The motion was
made by Engineer Miller to continue the condemnation of this property until August 7,
2000 at 9:30 AM at the Board of Public Works meeting, seconded by Councilperson
Frantz and carried unanimously.
INTERCITY ROAD CLAIM
Assistant Duggins presented the Board with a claim for the Inter-City Road for $154.23
with the City's portion being $77.12. The motion was made by Engineer Miller to
approve the claim seconded by Councilperson Frantz and passed unanimously.
REQUEST TO NAME ROAD
Director Ecker informed the Board that she received a request to name Holman Lane
extension to Geneva Lane. The Board said that they are not to that phase of the project
yet and they will make a decision later.
STREET LIGHT REQUEST
Bob Miller received a complaint from Nellie Knowland concerning a street light needed
on Pope St at Eastern Blvd. Mrs. Knowland informed the Board of a street light by
Vissings that was not working. Engineer Miller was not aware of this and will have the
light fixed. Engineer Miller said that there is a light on both sides of Pope St.
There being no further business to come before the Board the motion was made by
Engineer Miller to adjourn at 10:30 am seconded by C ouncilperson Frantz and carried
unanimously.
