OF THE CITY OF JEFFERSONVILLE, INDIANA
JULY 10, 2000
Mayor Galligan called the meeting to order at 9:30 A.M., and on call of the roll those
members present were: City Engineer Bob Miller, and Councilperson Frantz.
Also present were: Building Commissioner Larry Decker, Wastewater Treatment
Director Traylor, Vehicle Maintenance Foreman Mike Ewton, Safety Director Rodden,,
Councilperson Ellis, Street Commissioner Grant, Redevelopment Assistant Director
Duggins, Parks Superintendent Elliott, Youth Commission Coordinator Knight, Animal
Shelter Director Keller, City Attorney Galligan, Personnel Director Ellis, Police Chief
Pavey, Fire Chief Mike Smith, and Clerk Lynne Mayfield.
City Engineer Miller made the motion to approve the payroll as presented, seconded by
Councilperson Frantz and carried unanimously.
Engineer Miller made the motion to approve the claims as presented, seconded by
Councilperson Frantz and carried unanimously.
RESIDENT ONLY PARKING
Louis Walker of 719 Fulton St. requested a resident only parking sign. Police Chief
Pavey will check out the location. Engineer Miller made the motion to approve the
resident only parking sign contingent upon Chief Pavey's recommendation, seconded by
Councilperson Frantz and carried unanimously.
BID OPENING
Jorge Lanz of Jacobi, Toombs, and Lanz opened two bids on the 8th St. Sewer
Rehabilitation. They are: Insituform Tech-$2,412,951.00 with an Alternate of
$122,737.26 and Reynolds, Inc.-$1,932,932.00 with no alternate. Engineer Miller made
the motion to table the bids and take under advisement until the next meeting, seconded
by Councilperson Frantz and carried unanimously.
RESIDENT ONLY PARKING
Cindy Overton of 218 E. Maple St. requested a resident only parking sign in front of her
house. Engineer Miller made the motion to approve the resident only parking sign,
seconded by Councilperson Frantz and carried unanimously.
YOUTH COMMISSION
Youth Commission Coordinator Bev Knight asked the Board to approve closing Court
Ave. from Spring Street to Wall Street on July 15 and July 22 from 7-12 p.m. Engineer
Miller made the motion to approve the closure, seconded by Councilperson Frantz and
carried unanimously.
NOV-CARGO CLEAN
Wastewater Treatment Plant Director Traylor told the Board that Cargo Clean had PH
violations on 7-5-00 and 7-6-00. Wastewater Treatment Plant Director Traylor
recommended a $100.00 fine for the first violation and a $250.00 fine for the second one.
Engineer Miller made the motion to approve the NOV and fines, seconded by
Councilperson Frantz and carried unanimously.
RESIDENT ONLY PARKING
Ms. Johnston requested a resident only parking sign at 720 and 722 Court Avenue. Police
Chief Pavey will check the location. Engineer Miller made the motion to approve the
resident only parking signs contingent upon Police Chief Pavey's recommendation,
seconded by Councilperson Frantz and carried unanimously.
2O0 W. PARK PLACE
Street Commissioner Grant said that Bob Smith of Bethel AME Church is requesting two
handicapped parking signs. Councilperson Frantz made the motion to approve the
h~dicapped parking signs, seconded by Engineer Miller and carried unanimously.
EASTBROOK SIGNAGE
Engineer Miller said he received a complaint about some of the signage in Eastbrook
being confusing for emergency vehicles in locating addresses. Mayor Galligan said it
would be discussed and decide how to correct the problem.
SPRING ST. AND RIDDLE ST.
Councilperson Ellis told the Board that he is still getting complaints about the parking
problem at Spring and Riddle Streets. After discussion Engineer Miller made the motion
to make 75 ft. to the left and fight of Riddle Street on Spring Street a no parking zone,
seconded by Councilperson Frantz and carried unanimously.
SPEED LIMIT
Wastewater Treatment Plant Director Traylor suggested that the speed limit be lowered
on Hwy. 62 between the stop light at Meijer's and the stop light at Holman's Lane.
"WELCOME TO JEFF" SIGN
Fire Chief Smith suggested that a "Welcome to Jeff" be placed at the west side of the
floodwall on Market Street. Street Commissioner Grant said a sign will be put up.
RESOLUTIONS #10 AND #11
City Attorney Galligan presented resolutions naming Dr. Rahman and George and
Katherine Winchell as damaged parties in the condemnation of easements across their
properties. The hearing date for remonstrance is set for July 24, 2000. Engineer Miller
made the motion to approve Resolutions #i0 and #11, seconded by Councilperson Frantz
and carried unanimously.
There being no further business to come before the Board of Public Works and Safety,
City Engineer Miller made the motion to adjourn at 10:00 A.M., seconded by
Councilperson Frantz and carried unanimously.
