SAFETY
OF THE CITY OF JEFFERSONVILLE, INDIANA
JUNE 26, 2000
Mayor Galligan called the meeting to order at 9:30 A.M., and on call of the roll those
members present were: City Engineer Bob Miller, and Councilperson Frantz.
Also present were: Building Commissioner Larry Decker, Wastewater Treatment
Director Traylor, Vehicle Maintenance Fore Mike Ewton, Safety Director Rodden,
Planning and Zoning Director Jana Ecker, Councilperson Ellis, Animal Shelter Director
Keller, Youth Coordinator Bev Knight, Parks Director Rick Elliott, Councilperson Les
Merkley, Police Chief Mike Pavey, City Attorney Anne Marie Galligan, Street
Commissioner Grant, Redevelopment Assistant Director Duggins, Fire Chief Mike
Smith, and Clerk Lynne Mayfield.
City Engineer Miller made the motion to approve the payroll as presented, seconded by
Councilperson Frantz and carded unanimously.
1408 E. 8xu STREET
Police ChiefPavey checked out the parking problem at this location and sees no problem
with recommending a "no parking: sign. Mayor Galligan asked ChiefPavey to talk to the
other residents about the signs. City Engineer Miller made the motion to approve the "no
parking" signs after ChiefPavey speaks to the residents, seconded by Councilperson
Frantz and carded unanimously.

Another 8th Street resident complained about a resident on the comer of and Main
Street who parks boats, golf carts, and etc. on his sidewalk in his yard. He sells the
various items. City Attorney Galligan said she would look at the ordinances for
information on this.
SEWER ENGINEERING AGREEMENT
Jorge Lanz of Jacobi, Toombs, and Lanz asked the Board to approve and execute these
sewer agreements: General Engineering Services, Special Sanitary Sewer Project, and an
Update on Aerial Photography. City Engineer Miller made the motion to approve the
contracts, seconded by Councilperson Frantz and carried unanimously.
HORSE CARRIAGE RIDES
Dale Campbell of 7518 County Line Road inquired about the requirements for providing
horse carriage fides on the riverfront. City Attorney Galligan said he would need proof of
insurance and would need to let her know where the carriages will be parked.
RESIDENT PARKING
Brenda Marino of 303 Knobloch requested a resident only parking sign. City Engineer
Miller made the motion to approve the resident only sign, seconded by Councilperson
Frantz and carried unanimously.
HANDICAPPED PARKING
Police Chief paVey recommended a handicapped parking sign for Scottie Stansbuty at
812 Indiana Avenue. City Engineer Miller made the motion to approve the handicapped
parking sign, seconded by Councilperson Frantz and carried unanimously.
PERSONNEL MATTER
Fireman Rick VanGilder asked the Board to table a personnel matter until the next
executive session since Fireman Tony Decker couldn't attend this meeting. Engineer
Miller made the motion to table the personnel matter until the next meeting, seconded by
Councilperson Frantz and carried unanimously.
PERRIN LANE
Planning and Zoning Director Ecker said that Jerry White called her and asked her to let
the Board know that Perrin Lane from Rudy Drive to Schuler Drive needs to be repaved
and widened. Mayor Galligan said the trees alongside Perrin Lane in this area need to be
removed in order to widen it. Planning and Zoning Director Ecker said that she would
send a letter out to all the residents in regard to this.
STREET CLOSURE
Youth Coordinator Bev Knight asked the Board to approve closing Court Avenue
between Spring and Wall Streets on Saturday, July 15, 2000 from 11 a.m. to 9 p.m. for
street ball. Engineer Miller made the motion to approve the street closure, seconded by
Councilperson Frantz and carried unanimously.
25 BLANCHEL TERRACE
Planning and Zoning Director Ecker said Mr. Truex has two extra vehicles parked on his
lawn offer. Mr. Truex received a letter from Director Ecker to remove the vehicles. Mr.
Truex requested 6 months to put in a driveway for the vehicles. Engineer Miller made the
motion to give Mr. Truex until October 30, 2000 to put in his driveway, seconded by
Councilperson Frantz and carried unanimously.
1113 AND 1115 WATT STREET
Building Commissioner Decker presented an outline of activity on the Pete Newsom
property now owned by Mr. Kemper at 1113 and 1115 Watt Street. (attached) After
discussion, Engineer Miller made the motion to give Mr. Kemper 15 days to remove the
houses or the City will remove them and bill Mr. Kemper accordingly, seconded by
Councilperson Frantz and carried unanimously.
LES MERKLEY
Councilperson Merkley told the Board that the alley behind Twilight Nursing Home
needs to be cleaned up. Building Commissioner Decker will send a letter to Twilight
informing them of this.
Councilperson Merkley said that the curbs at Court and Mulberry need work. Mayor
Galligan said it would be taken care o£
KING'S CIRCLE
Councilperson Ellis told the Board that residents of King Circle want the grass cut on 12th
Street. Mayor Galligan said it would be cut
LOCUST STREET
Councilperson Ellis said he has received complaints about two unsafe houses on Locust
Street. Building Commissioner Decker said both homeowners will be cited.
705 SHORT JACKSON
Engineer Miller made the motion to approve a resident only parking sign at 705 Short
Jackson, seconded by Counciiperson Frantz and carried unanimously.
COMPLAINT
Councilperson Frantz said he received a complaint from Barbara Donohue about the
shipyard noise. Mayor Galligan said he has received no other complaints.
FRENCH QUARTER APTS.
Street Commissioner Grant said there are problems at the apartments concerning unsafe
conditions. Mayor Galligan suggested setting up a meeting with the management of
French Quarter Apts. Building Commissoner Decker will draft the letter to the
management about complaints made to the Police and Fire Departments.
AUCTION
Vehicle Maintenance Supervisor Ewton told the department heads he needs a list of
auction items by July 7, 2000. The auction will be held on July 22nd or July 29, 2000.
ACCIDENT
Fire Chief Smith said ten people were rescued from a car accident on Woodland Court
last Thursday night. Fire Chief Smith said he wants to meet with Yellow Ambulance on
mass casualties.
TARC
Engineer Miller said he is going to talk to TARC about pulling over in the emergency
lane on Highway 62 to pick people up. He said they are stopping in the fight hand lane on
Hwy. 62 creating a traffic safety problem.
There being no further business to come before the Board of Public Works and Safety,
City Engineer Miller made the motion
to adjourn at 11:00 a.m., seconded by Councilperson Frantz and carried unanimously.
