HomeMy WebLinkAbout2001-R-01 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 33 34 35 36 37 38 39 40 41 42 43 44 45 STATE OF INDIANA BEFORE THE JEFFERSONVILLE COMMON COUNCIL RESOLUTION NO. 2001-R- I A RESOLUTION ESTAB!,T~qHING COMMITTEES FOR THE COMMON COUNCIL WHEREAS, the Common Council of the City of Jeffersonville believes the establishment of committees is an efficient and effective manner in which to accomplish much of the work of the Council. WHEREAS, the Common Council of the City of Jeffersonville desires for committees to become an integral part of the Council organization. WHEREAS, thc Common Council of the City of Jeffersonville believes the establishment of committees will also provide the public with additional opportunity to speak on a particular issue through committee hearings. NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City o~ Jeffersonville, that the Council shall hereby establishes the following standing committees: the Land a d Tra. ffic Commzttee: the Economic Develojgment Committee; the Budget andFinance Committee; and the Health and Safely Committee. IT IS FURTHER RESOLVED that each standing committee shall have the following responsibilities: Land and Traffic - shall be responsible for any legislation or issue dealing with roads, streets, traffic, plam~ing and zoning. Econ m'c Develo ment - shall be responsible for any legislation or issue dealing with economic development including revitalization, tax abatements, tax incentives, and tax increment financing. Budget and Finance - shall be responsible for any legislation or issue dealing with expenditures and/or appropriations including the city budget and salary ordinance and special appropriations and transfers. Health and Safety - shall be responsible for any legislation or issue dealing with fire, police, sewage and any other area which may affect the public's general health and safety. IT 1S FURTHER RESOLVED that in thc event the Council determines that legislation or issue is not appropriate for any of the standing committees, then the Council may establish a special committee to address that specific legislation or issue. I 2 3 4 5 6 7 8 9 10 1I 12 13 14 15 16 17 lg 19 20 2l 22 23 24 25 26 27 28 29 30 31 32 33 34 35 36 37 38 39 40 41 42 43 44 45 IT 1S FURTHER RESOLVED that each committee shall consist of three (3) council members with each council member serving on two (2) standing committees assigned by the council president and approved by the Council. The council president shall not serve on a standing committee. The council president may serve on a special committee. The standing committees shall be undertaken and assigned at the first regularly scheduled council meeting. Each standing committee shall select a chairperson from its membership. IT IS FURTHER RESOLVED that when a proposed resolution or ordinance is introduced at the Council meeting then the Council may refer the proposed resolution or ordinance to the appropriate committee. If the proposed resolution or ordinance is referred then said committee shall conduct hearing or hearings and make a recmmnendation or may elect to offer any amendments to the Council that it feels are necessary regarding the proposed resolutiou or ordinance to the Council. IT IS FURTHER RESOLVED that the Common Council of the City of Jeffersonville may determine an particular issue or concern that deserves further consideration. If so, the Council may refer that particular issue or concern to the appropriate committee for :further study. Said committee shall then conduct hearing or hearings and make a recommendation regarding thc issue or concern and may elect to offer legislation to the Council that it feels best addresses the issue or concern. IT IS FURTHER RESOLVED that in the event a matter is referred to a standing or special committee, then the committee shall make its recommendation at the next regularly scheduled Council meeting unless the Council finds it necessary to give the committee additional time to consider the matter. There is no prohibition from the Council refen'ing a matter to a standing or special committee more than once prior to final action taken by the full Council. IT IS FURTHER RESOLVED that each committee hearing shall be conducted in compliance with the Indiana Open Door Law.
