JEFFERSONVILLE, INDIANA MONDAY, APRIL 17, 2000
Mayor Galligan called the meeting to order at 9:30 a.m., and on call of the roll those members
present were: City Engineer Bob Miller, and Councilperson Franz.
Also present were: Building Commissioner Larry Decker, Police Chief Mike Pavey, Wastewater
Treatment Director Traylor, Vehicle Maintenance Foreman Mike Ewton, Safety Director
Rodden, Planning and Zoning Director Jana Ecker, Councilperson Ellis, Animal Control Officer
Henderson, Wastewater Treatment Asst. Director Wilkey, Street Commissioner Grant,
Rede__v~elopment Asst. Director Duggins, City Attorney Galligan, Personnel Director Ellis, Fire
ChiefMik. e Smith, and Clerk Lyrme Mayfield.
City Engineer Miller made the motion to approve the payroll as presented, seconded by
Councilperson Franz and carded unanimously.
Engineer Miller made the motion to approve the claims as presented, seconded by Councilperso~
Franz and carded unanimously.
Engineer Miller made the motion to approve the minutes of 4-t0-2000 as presented, seconded
by Councilperson Franz and carded unanimously.
INFLUENT FLUME BIDS
Bids were received from the following companies on the Influent Flume for the Wastewater
Treatment plant:
Mac Construction-S234.600.00 Deduct $3.000 for Alternate
Coupe Construction-S231,600.00 Deduct $3,000 for Alternate
Pace Construction-S307,000.00 Deduct $3.0013 for Alternate
Smith Contractors-S260.000 Deduct $3.000 for Alternate
Engineer Miller made the motion to take the bids under advisement, seconded by Counci!person
Franz and carried mqanimously.
DE-WATERING WELLS
Wastewater Treatment Plant Director Traylor told the Board that he received quotes on
purchasing two de-watering pumps and having them installed. The quote from Metzger Electric
~s in the an~ount of $12,413.00. The quote from Layne-Christensen Co. is in the amoum or'
$48,693.46. After discussion, Engmeer Miller made the motion to approve proceeding wi/h !:he
first portion of the pump upgrades and well improvements in the amount of $27.042.86 by Laync
Christensen and the electrical portion by Metzger Electric for $12.413.00. seconded by
Councilperson Franz and carried unanimously.
PARADE PERMIT
Police Chief Pavey recommended that the Board approve the parade permit for Tony Ellis.
Engineer Miller made the motion to approve a $200.00 parade permit, seconded by
Councilperson Franz and carried unanimously.
NOTICE OF VIOLATION
Wastewater Treatment Plant Asst. Director Wilkey asked the Board to approve 2 NOV's to bc
sent to Galv-Prn. They have exceeded the limits given them for zinc, and their PH was also
outside the permitted range. Engineer Miller made the motion to approve NOV 00-1 and NOV
00-2 giving GaN-Pro ten days to respond with a written report, seconded by Councilperson
Franz and carried unanimously.
Wastewater Treatment Plant Asst. Director Wilkey asked the Board to approve a Notice of
Violation to Russman Transportation for discharging a petroleum substance to the mty scweL
system between 4-3-00 and 4-4-00. After some discussion. Engineer Miller made the motion to
fine Russman Transportation $500.00. clean up cost of $4,935.00, be required to put a grease trap
in and submit a written report, seconded by Councilperson Franz and carried unanimously.
AQUATIC CENTER
Attorney Galligan told the Board she has reviewed the contract Hal Kovert submitted to do lhc
schematic design of the aquatic center. Kovert's price was significantly lower than the otb, ers.
Engineer Miller made the motion to approve the fiat fee contract with Kovert-Hawkin's for
$87,000.00, seconded by Councilperson Franz and carded unanimously.
PAVING
Street Commissioner Grant told the Board that paving will begin on Houston Drive, Jeft~rson
Street to Main Street, and from Main Street to Jackson Street.
There being no further business to come before the Board of Public Works and Safety, Manager
m-de the motion to adjourn at 10:45 a.m., seconded by City Engineer Miller and carded
unanimously.
