HomeMy WebLinkAbout01-31-2000MINUTES OF THE BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF JEFFERSONVILLE, INDIANA MONDAY, JANUARY 31, 2000 Mayor Galligan called the meeting to order at 9:30 a.m., and on call of the roll those members present were: City Engineer Bob Miller, and Sewage Office Manager Bob Goldman. Also present were: Fire Chief Mike Smith, Police Chief Mike Pavey, Personnel Director Ellis, Plarming and Zoning Director Ecker, Councilman Ron Grooms, Sewage Director Gelsena Smith, Animal Control Officer Henderson, Asst. Director of Redevelopment David Duggins, Safety Director Rodden, Street Commissioner Grant,Wastewater Treatment Assistant Director Traylor, Building Commissioner Larry Decker, Vehicle Maintenance Supervisor Mike Ewton, City Attorney Anne Marie Galligan, and Clerk Lynne Mayfield. Manager Goldman made the motion to approve the minutes of 1-18-00 as presented, seconded by Engineer Miller and carded unanimously. Manager Goldman made the motion to approve the payroll as presented, seconded by Engineer Miller and carried unanimously. BIDS ON MEADOWS CULVERT John Toombs of Jacobi, Toombs, and Lanz recommended that the Board award Comell Harbison the bid to do the foundation portion of the Meadow's culvert. Their bid was $139,206.00. Manager Goldman made the motion to approve Comell Harbison's bid for $139,206.00, seconded by Engineer Miller and carried unanimously. PRE-CAST SECTIONS John Toombs of Jacobi, Toombs, and Lanz also recommended that the Board approve Bridge Tech to do the Pre-cast sections on the Meadows project in the amount of $135,000.00 including headwalls. Manager Goldman made the motion to approve BridgeTech for $135,000.00, seconded by Engineer Miller and carded unanimously. ROSE HILL NEIGHBORHOOD ASSOCIATION Joann Blake spoke to the Board about various concerns in the Rose Hill neighborhood. (list attached) Mayor Galligan said he is willing to work with them on any thing he can, including implementing a program on trash cans. Mrs. Blake said she has spoken with Jay Ellis of Mainstreet to apply for any grants that might be available to accomplish their goals. Mayor Galligan asked that she contact Kathy Hailer of the Redevelopment dept. so that the city doesn't apply for the same grants. Concerning the loitering problems with the River Falls Lounge, Mayor Galligan said he will contact the Alcoholic Beverage Board. Mrs. Blake inquired about marking crosswalks in the Mulberry St./Market St./Pearl St. area. City Attorney Galligan said the problem is that pedestrians rely on the crosswalks but that motorists don't observe them. Having crosswalks doesn't necessarily make pedestrians safe. Mrs. Blake inquired about the vacant lot on W. Chestnut St. next to the Jay-Cee's building in front of the modular home. She said it needs to be cleaned up. Building Commissioner Decker said a letter was sent to the resident last fall and he will pick back up on ~t. Mrs. Blake asked Mayor Galligan about the status of the Pearl Street project. Mayor Galligan said he is trying to buy some residences and has a couple of developers interested in building owner occupied townhouses. He said he is looking into avenues to finance the plans for this. Mayor Galligan said there are plans also to renovate Warder Park and continue the Spring St. improvements to the rest of downtown to change the complexion of the community. LEASE AGREEMENT City Attorney Galligan asked the Board to approve the 12 month lease agreement on the Linkbelt 4300 Hydralic Excavator in the amount of $15,647.92 per month. Manager Goldman made the motion to approve the t2 month lease agreement, seconded by Engineer Miller and carded unanimously. LAND APPLICATION ANALYSIS Wastewater Treatment Plant Asst. Director Wilke asked the Board to approve the cost of $2.170.00 to do an analysis for land application of sludge. Engineer Miller made the motion to approve the request, seconded by Manager Goldman and carded unanimously. RON GROOMS Councilman Ron Grooms said a resident on Utica Pike would like to know why the track drivers from Whayne Steel are using Utica Pike instead of Port Road. Mayor Galligan said the new director of the port should be notified about this. Fire Chief Smith said that Colgate gives the drivers coming out of there a map showing the way out and onto 1-65. He said this is an idea maybe the Port could use. Assistant Director Duggins will contact the Maritime Centre regarding this problem. TRUCK ADVERTISING Street Commissioner Grant said he is meeting a man who is in the advertising business in regards to putting advertisements on the side of city trucks for $350.00 per month per truck. Mayor Galligan said he would talk to him about this. City Attorney Galligan said there need to be limitations on the types of advertising that would be acceptable. OLD COMPUTERS Manager Goldman said the city has a lot of old computers that need to be disposed of. He talked to the State Board of Accounts and they said the Board can declare them as junk and sell them outright or they could be donated. ADDITIONAL ENTRANCE Engineer Miller said he was contacted by the Maritime Centre and they are going to put an entrance in off of Utica Pike between Port Road and Loop Road. They want to post a weight limit on the road. Mayor Galligan said he would talk to them about this. There being no further business to come before the Board of Public Works and Safety, City Engineer Miller made the motion to adjourn at 10:30 a.m., seconded by Sewage Office Manager Goldman and carded unanimously.
