HomeMy WebLinkAbout01-24-2000MINUTES OF THE BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF JEFFERSONVILLE, INDIANA MONDAY, JANUARY 24, 2000 Mayor Galligan called the meeting to order at 9:30 a.m., and on call of the roll those members present were: City Engineer Bob Miller, and Sewage Office Manager Bob Goldman. Also present were: Fire Chief Mike Smith, Police Chief Mike Pavey, Personnel Director Ellis,Clerk Treasurer Peggy Wilder, Sewage Director Gelsena Smith, Animal Control Officer Henderson, Asst. Director of Redevelopment David Duggins, Safety Director Rodden, Street Commissioner Grant,Wastewater Treatment Assistant Director Traylor, Building Commissioner Larry Decker, Vehicle Maintenance Supervisor Mike Ewton, City Attorney Anne Marie Galligan, and Clerk Lynne Mayfield. Engineer Miller made the motion to approve the paYroll as presented, seconded by Manager Goldman and carried unanimously. Manager Goldman made the motion to approve the minutes of 1-10-00, seconded by Engineer Miller and carried unanimously. EXCAVATOR BID Engineer Miller said that of the bids opened at the last BPW meeting on the excavator, Carlisle Equipment is the low bidder. The bid was $181,919.00. Engineer Miller made the motion to purchase the excavator from Carlisle Equipment as the low bidder, seconded by Manager Goldman and carded unanimously. PLEASANT RUN SEWERS Jorge Lanz of Jacobi, Toombs, and Lanz told the Board that the bid period has been extended for the Pleasant Run project to 2-7-00. CRUMSLANE Jorge Lanz of Jacobi, Toombs, and Lanz opened bids for the Crums Lane project. A bid in the amount of $160,330.00 was submitted by Gohmann Asphalt, Comell Harbison for $139,206.00, Mac Construction for $153,406.00, and John Wiley Construction, Inc. for $159,738.00.The apparent low bidder is Comell Harbison. Manager Goldman made the motion to take the bids under advisement for one week, seconded by Engineer Miller and carded unanimously. PRE-CASTCONCRETE BRIDGE SECTIONS Jorge Lanz opened bids on the Pre-Cast Concrete Bridge Sections. They are: Bridge Tech in the amount of $132,500.00 with $2,500.00 more for headwalls, and Independent Concrete Pipe in the amount of $147,018.00. Engineer Miller made the motion to take the bids under advisement for one week, seconded by Manager Goldman and carried unanimously. SEWER BACKUP Robert Booker voiced concern about sewer backup in his basement at 2705 Bishop Lane Whenever there is a substantial rain. Mayor Galligan said he is aware of the problem and will try to help him in some way. 417 W. MAPLE STREET Building Commissioner Decker showed the Board pictures of the present condition of the house at 417 W. Maple Street owned by Glenn Muncy. It was deemed an unsafe building in June of 1998. There were some court matters that had to be resolved before the city could pursue this. In November, the city attorney notified Building Commissioner Decker that the issues were resolved. Building Commissioner Decker again sent an unsafe building citation to Mr. Muncy and met with him recently and agreed upon a proposed schedule of completions. Building Commissioner Decker requested that the Board approve the dates of scheduled completions. Mr. Muncy told the Mayor he would try to meet the deadlines. Mayor Galliglan said if he misses the deadlines the house will be tom down. Manager Goldman made the motion to approve the schedule of completion or the house be tom down, seconded by Engineer Miller and carried unanimously. SIECO~ INC. Attorney Galligan told the Board that she has two agreements with Sieco, Inc. One is a supplemental agreement for the design of sanitary sewer lines connected to the lines that were designed under Sieco's existing contract for Cherokee Terrace. The supplemental agreement allows design of a line to extend along Utica Pike to serve houses between Cherokee Terrace and Allison Lane. She said there are a couple of clerical corrections that need to be made in the contracts. The second agreement is for design of sewer lines for the Longview Beach area. The Longview Beach contract is a total of $33,500.00. It does not include easements or descriptions of easements that may be needed. The supplemental agreement for the design on the Cherokee Terrace area is $5,000.00. Manager Goldman made the motion to accept the contracts with the clerical corrections, seconded by Engineer Miller and carried unanimously. DE-ANNEX Mayor Galligan said a request was made by Ken Johnson to be de-annexed from Cherokee Terrace. Engineer Miller made the motion to approve beginning the process of de-annexing Ken Johnson from Cherokee Terrace, seconded by Manager Goldman and carried unanimously. ETHICS REPORTS City Attorney Galligan distributed ethics disclosure forms for 1999 to the department heads. They are due back in by the end of January. DETOUR City Engineer Miller said he will be contacting INDOT to set up a detour at 12th and Wall Streets. DUGGINS Redevelopment Assistant Director Duggins told the Board he attended a training class and received the best overall presentation for strategic planning in the Indiana Economic Development catagory. There being no further business to come before the Board of Public Works and Safety, City Engineer Miller made the motion to adjourn at 10:30 a.m.. seconded by Sewage Office Manager Goldman and carried unanimously. _ MAYOR ('~ ATTEST: C~LER~PA~D TREASURER
