HomeMy WebLinkAbout10-22-2001 MINUTES OF THE BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF JEFFERSONVILLE, INDIANA OCTOBER 22, 2001 Mayor Galligan called the meeting to order at 9:30 a.m. and on call of the roll those members present Were: City Engineer Miller and Councilperson Frantz. Also present were: Planning and Zoning Director Jana Ecker, Building Commissioner Bill Gavin, Street Commissioner Grant, Police Chief Pavey, Animal Shelter Director Keller, Wastewater Treatment Director Crawford, Safety Director Rodden, Vehicle Maintenance Director Drury, Redevelopment Director Duggins, Administrator Rich Davis, Chief Mike Smith, and Clerk Lynne Mayfield. City Engineer Miller made the motion to approve the payroll as presented, seconded by Councilperson Frantz and carried unanimously. City Engineer Miller made the motion to approve the claims as presented, seconded by Councilperson Frantz and carried unanimously. t City Engineer Miller made the motion to approve the minutes of 10-9-01 and 10-15-01 as presented, seconded by Councilperson Frantz and carried unanimously. RESIDENT PARKING • Christy Madden of 422 Kewanna Drive appeared before the Board in regard to parking violations she received about parking her vehicles on her front lawn and her gravel driveway. Ms. Madden said there are 14 other gravel driveways on her street. Mayor Galligan said they all would have to be paved except the houses that were built before 1960 that are grandfathered in. Planning and Zoning Director Ecker confirmed that to be true. Ms. Madden said her house was built before 1960 and that her drive had been gravel since that time. Director Ecker asked Ms. Madden if she would be able to show proof of this. Ms. Madden said she could. Director Ecker said that parking on the grass is not permitted. Ms. Madden stated that she had stopped parking on her grass but couldn't afford to pave her driveway. Mayor Galligan said the cost would probably be around $2,500.00. After much discussion, Mayor Galligan told Ms. Madden to get some estimates on paving the drive and let the Planning and Zoning Director know so that a plan can be put in place to pave in the new year. 1013 COOTS AVENUE Building Commissioner Gavin said he has sent citations by certified mail to William Lanum who owns the property at 1013 Coots Avenue: He said the certified mail is never answered. Building Commissioner Gavin said the house isn't worth saving and he recommends tearing it down. The necessary steps have been taken to do this. Engineer Miller made the motion to condemn and tear down the house at 1013 Coots Avenue seconded by Councilperson Frantz and carried unanimously. CITATION-2800 COOPERS LANE Planning and Zoning Director Ecker said Mr. Harbeson had been previously cited on May 29, 2001 for sign placement and the need to remove several vehicles from the grass. Director Ecker said he was cited again, as he had not complied with the previous order of the Board of Public Works to remove his vehicles and apply for sign variances/permits. She said Mr.Harbeson has made some progress but she is still receiving complaints. Mr. Harbeson said he is going to sell some of the vehicles and will be applying for his variance permits. Director Ecker said he would need to apply before November 10, 2001. Engineer Miller made the motion to give Mr. Harbeson 30 days to remove all the vehicles from the grass, an additional 15 days to sell the trucks, and 2 weeks to apply for variances with the stipulation that he will be fined $25.00 per day thereafter, should he fail to comply with this order. The motion was seconded by Councilperson Frantz and carried unanimously. ANIMAL CONTROL Larry Decker appeared before the Board to complain about dogs running loose in his neighborhood that chase him when he's walking. He has had words with the owner's of the dogs. The animals belong to residents at 2605 Darian Avenue, 3516 Teal Court, and 2601 Darian Avenue in Mallard Run. He quoted City Ordinance 90.02 and 90.04 in regard to animal control. Mr. Decker requested that the Director of the Animal Shelter send a letter to the owner's of the dogs. Animal Shelter Director Keller said she would take care of it. PURCHASE OF SKID LOADER Engineer Miller made the motion to purchase a Skid Loader for $16,500 00, seconded by Councilperson Frantz and carried unanimously. LETTER OF CREDIT Engineer Miller made the motion to release $78,253.00 for Lansberg Cove #5 leaving a balance of $10,000.00 for finish of the blacktop, seconded by Councilperson Frantz and carried unanimously. T� SOLICITOR'S PERMIT Mayor Galligan told the Board that every year Geraldo Rivera gets a permit to go door to door in regard to tenant rights. He said there has never been a problem with him doing this. Councilperson Frantz made the motion to approve the solicitor's permit, seconded by Mayor Galligan and carried unanimously. COMPLAINT Engineer Miller said he received a complaint about water standing on Hwy. 62 in front of Christ Gospel Church. The caller was driving a bus and said the water caused the vehicle to hydroplane. Mayor Galligan and Street Commissioner Grant said this would be looked into and taken care of if need be. There being no further business to come before the Board the motion was made by Engineer Miller to adjourn at 10:50 a.m. se onded by Councilperson Frantz and carried unanimously.
