Home My WebLink About10-09-2001 MINUTES OF THE BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF JEFFERSONVILLE, INDIANA OCTOBER 9, 2001 Mayor Galligan called the meeting to order at 9:30 a.m. and on call of the roll those members present Were: City Engineer Miller and Councilperson Frantz. Present were: Planning and Zoning Director Jana Ecker, Animal Shelter Director Keller, Building Commissioner Gavin, Wastewater Treatment Director Crawford, Vehicle Maintenance Director Drury, Parks Director Rick Elliott, Police Chief Mike Pavey, Street Commissioner Grant, Personnel Director Ellis, Fire Chief Mike Smith, Redevelopment Director Duggins, Engineering Coordinator Dixon, and Clerk Lynne Mayfield. City Engineer Miller made the motion to approve the payroll as presented, seconded by Councilperson Frantz and carried unanimously. RON LONG Ron Long, whom for the past four years has sold pumpkins and Halloween decorations at Tenth St. and t Spring St., called"Smashing Punkins," appeared before the Board in regard to a citation he received. jPlanning and Zoning Director Ecker said he was cited as a result of several complaints and for not having a Temporary Sign Permit and a Temporary Improvement Location Permit for outdoor sales. She said the new Zoning Code states that only 14 days per year are allowed for outdoor sales of this nature. Mr. Long was not aware of this change. Engineer Miller made the motion to allow Mr. Long to continue selling until midnight, October 31st for this year only, seconded by Councilperson Frantz and carried unanimously. Mr. Long must get his Temporary Sign Permit and a Temporary Improvement Location Permit immediately for this approval to be valid. HALLOWEEN DOWNTOWN Parks Director Elliott said that Halloween Downtown is scheduled for Monday, October 29th from 6:00 to 8:00 p.m. on Spring Street from Court Avenue to Market Street. Engineer Miller made the motion to block Spring Street and the connecting streets from Court Avenue to Market Street from 5:00 p.m. till 9:00 p.m., seconded by Councilperson Frantz and carried unanimously. TRICK OR TREAT Parks Director Elliott said Trick or Treat is scheduled for October 31, 2001 from 6:00 to 9:00 p.m. in Councilperson Frantz made the motion to approve the date and time for Trick or Treat, seconded by °` Engineer Miller and carried unanimously. ,.. CONDEMNATION RESOLUTION#8 Redevelopment Director Duggins presented to the Board for approval a condemning resolution regarding a parking lot on Spring Street across from the old J.C. Penney building owned by Max Zimmerman. This property is needed for economic development on Spring Street. He said Mr. Zimmerman no longer wishes to negotiate with the City on the sale of this property. Engineer Miller made the motion to approve Resolution#8 condemning the parking lot owned by Max Zimmerman and setting the condemnation for public hearing on November 5, 2001, seconded by Councilperson Frantz and carried unanimously. JEFFBOAT Councilperson Frantz said he received a complaint from Mr. Ogden who lives on Meigs Avenue near Jeff Boat. He said trucks making deliveries to Jeff Boat are parking in front of his house and leaving their trucks running until they can unload. He said the noise is very disturbing. After discussion, Engineer Miller made the motion to approve an 8-ton weight limit sign on Meigs Avenue between - Chestnut Street and Market Street, seconded by Councilperson Frantz and carried unanimously.
