OF THE CITY OF JEFFERSONVILLE, INDIANA
SEPTEMBER 24, 2001
In Mayor Galligan's absence, Councilperson Frantz called the meeting to order at 9:30 a.m. and on call of
the roll those members present were: Fire Chief Smith sitting in for Councilperson Frantz, and Sidewalk
Coordinator Goldman sitting in for City Engineer Miller.
Also present were: Safety Director Rodden, Planning and Zoning Director Jana Ecker,
Wastewater Treatment Director Crawford, Animal Shelter Director Keller, Parks Director Rick
Elliott, Redevelopment Director Duggins, Personnel Director Ellis, Administrator Rich Davis,
Fire Chief Smith, Police Chief Pavey, Building Commissioner Gavin, Street Commissioner
Grant, Vehicle Maintenance Director Drury, Wastewater Collection Supervisor Wright, and
Deputy Clerk Lynne Mayfield.
Engineer Miller made the motion to approve the minutes of 9-17-01 as presented, seconded by
Councilperson Frantz and carried unanimously.
713 GOYNE AVE.
Phyllis Kaelin of 713 Goyne Avenue appeared before the Board regarding teens playing
football in the street in front of her home. She said they run up in her yard and she doesn't want
them on her property. She said other neighbor's windows have been broken in the past. She
said she has complained in the past and the Mayor said the teens could not play football in the
street. Football in the street stopped for a few months but has started again. She said she has
been cursed by the teens and told that they can do whatever they want to do. Ms. Kaelin called
the police last week about this problem and the responding officer was Major Craig. She said
he went to the teen's residence first and talked with them and their parents for about 25 minutes
and then came and spoke to her. She said Major Craig told her not to call the police anymore.
Chief Pavey said there is a problem there and he's not sure what to do until the parents of these
teens do something. Chief Pavey suggested citing the teens every time they are playing in the
street. He also suggested that Ms. Kaelin contact Probation on this matter. Ms. Kaelin said she
has done that and was told that the police have to take some kind of action first. After
discussion, Chief Pavey said he would send an officer door to door to inform the parents of the
teens that they cannot play football in the street.
1611 LEE STREET
Planning and Zoning Director Ecker said Code Enforcement Officer Mater issued a citation to
Mr. and Mrs. Carpenter of 1611 Lee Street regarding cars parked on their front lawn. Mr. and
Mrs. Carpenter appeared at the meeting and said they intend to have their driveway widened
and asked for an extension until the end of spring for completion. Director Ecker said the
driveway must be paved. Sidewalk Coordinator Goldman made the motion to give the
Carpenter's an extension until the end of March to extend and pave their driveway, seconded by
Fire Chief Smith and carried unanimously.
RESIDENT PARKING
Mary Lee Wessel of 403 E. Chestnut Street asked for a resident only parking sign. Sidewalk Coordinator
Goldman made the motion to approve the resident only parking sign, seconded by Fire Chief Smith and
carried unanimously.
NEW HIRE
Police Chief Pavey asked the Board's approval to hire Mark W. Dobson Jr. for the position of Patrolman.
His start date is October 1, 2001. Pavey said the vacancy is due to a recent retirement. Sidewalk
Coordinator Goldman made the motion to approve the hiring effective October 1, 2001, seconded by Fire
Chief Smith and carried unanimously.
3615 SAWGRASS BLVD.
Mary Ellen Riley received a citation from the Building Commission about the bridge over a swale area in
the back area of her yard at 3615 Sawgrass Boulevard in Elke Pointe. She said the swale isn't draining
properly. Building Commissioner Gavin said Engineer Miller is supposed to be working with Kevin
Dupont of Schuler Realty on this problem. Building Commissioner Gavin said he would follow up on this
and told Mrs. Riley to do nothing at this time.
VETERAN'S PARKWAY
Sidewalk Coordinator Goldman made the motion to table this item until next week, seconded by Fire
Chief Smith and carried unanimously.
There being no further discussion to come before the Board the motion was made by Sidewalk
Coordinator oldman to adj rn at 10:30 a.m., seconded by Fire Chief Smith and carried unanimously.

Re: Hiring of new officer
Dear Sirs/Madam,
I am requesting authorization to hire Mark W. Dobson Jr. for the position of patrolman.
Mr. Dobson has passed his physical, psychological, written, physical agility test and
background investigation. I am requesting a starting date of October 1, 2001. The
vacancy is due to a recent retirement.
