HomeMy WebLinkAbout09-17-2001 • t MINUTES OF THE BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF JEFFERSONVILLE,INDIANA SEPTEMBER 17,2001 In Mayor Gillian's absence, Engineer Miller called the meeting to order at 9:30 a . and on call of the roll those members present Were: Councilperson Frantz and Parks Director Elliott. Also present were: Planning and Zoning Director Jana Ecker, Building Commissioner Bill Gavin, Police Detective Morlan, Animal Shelter Director Keller, Parks Director Rick Elliott, Redevelopment Director Duggins, Personnel Director Ellis, Street Commissioner Grant, Administrator Rich Davis, Fire Chief Smith, and Clerk Treasurer Peggy Wilder. Councilperson Frantz made the motion to approve the minutes of 8/20/01, 9/4/01, and 9/10/01, seconded by Parks Director Elliott and carried unanimously. Councilperson Frantz made the motion to approve the payroll as presented, seconded by Parks Director Elliott and carried unanimously. 403 MYRTLE STREET James Smith appeared before the Board for a second time in regard to neighborhood problems. He said some of the overgrown brush has been cleaned up. He said there is still a problem with garbage cans being left out. Building Commissioner Gavin said the residents involved would be warned. Mr. Smith said there are two logs lying at 402 Williams Street that have been there for years. He would like them removed. Engineer Miller said he would take care of getting them removed. He said there are also junk cars at various addresses on Myrtle Street. Engineer Miller said this would be looked into. NEIGHBORHOOD CONCERNS Suzanne Fisher of 902 Cherry Street spoke to the Board about people leaving their trashcans out all week. She also spoke of parking problems on the street,which prevents the street from being cleaned. She said garbage trucks are leaving a mess also by dropping garbage from the truck. She said she wants an answer on curb repairs. The curbs are broken down and crumbled and have been for some time. Street Commissioner Grant said the City equipment has not damaged the curbs. Engineer Miller said she should speak to her Councilperson about the curbs because there is no money in the budget for curb repairs. Planning and Zoning Director Ecker said that the Code Enforcement Officer had been out and sent letters to the individuals who had cars parked illegally. Ms. Ecker said she could go out again and look at the problem. Engineer Miller said he could help Ms. Fisher find someone to repair her curbs at her expense. Mrs. Leitch, another resident of Cherry Drive said she would like to have department heads to enforce the laws that are already in place. HOME SECURITY SYSTEMS Lavonna Casey of 207 E.Hwy. 131 asked the Board's approval of a peddler permit to go door-to-door selling Home Security and information about promotions. She said her team wears ADT shirts and are r easily identified. Councilperson Frantz made the motion to approve the permit, seconded by Parks Director Elliott and carried unanimously. STREET CLOSING James Sims told the Board that his motorcycle club is having their third anniversary celebration and he's requesting that 6t' and 7th Streets be closed on Saturday, September 29,2001. (Michigan Ave. Between 6a' and 7th.) There was discussion about burnouts on the street being a problem. After discussion, Councilperson Frantz made the motion to approve closing the streets contingent upon police approval and eliminating burnouts, seconded by Parks Director Elliott and carried unanimously. CITATION Planning and Zoning Director Ecker told the Board that citations have been sent to Brian Catt of Hoosier Painters since April. Ms. Ecker said the signs are placed in the right of ways all over town. Ms. Ecker said that Mr. Catt denied that he had been contacted by the City on more than one occasion. Code Enforcement Officer Mater talked to Mr. Catt on April 23, May 24, June 26, and July 16 and each time he promised to take down the signs. Planning and Zoning Director Ecker recommends 48 hours to take them all down and if not he will be fined $100.00 per sign. Mr. Catt said he is only trying to advertise his business. He said many other companies have signs up and he wants his up. Councilperson Frantz made the motion to give Hoosier Painters 48 hours to remove all signs or receive $100.00 fine for each sign if C the City removes them, seconded by Parks Director Elliott and carried unanimously. PROPERTY ORDER 8-21-01 Building Commissioner Gavin spoke in regard to the Kurth and Bethany Kimmel property at 947 E. Chestnut Street Building Commissioner Gavin said there is a garage that is in bad condition and needs to be taken down. The Kimmel's have been notified properly. Frantz made the motion to have the City remove the garage and put the cost of removal on to the Kimmel's property taxes, seconded by Parks Director Elliott and carried unanimously. PERKFECTION COFFEE P.F. Bielefeld, representing Perkfection Coffee Shop at Spring and Maple Street asked the Board to approve removing the"no parking" signs. He would like to also put tables and chairs out front during business hours. Fire Chief Smith said he wants to keep the Siamese hook up open. Councilperson Frantz made the motion to remove the"no parking" signs, seconded by Parks Director Elliott and carried unanimously. There being no further discussion to come before the Board the motion was made by Councilperson Frantz to adjourn at 10:30 a.m., seconded by Engineer Miller and carried unanimously. filt f AYOR ATTEST: CLE ASURER --Ozs\v- b rQ q- 1"1-ot Discussion Items for Board of Public Works Meeting September 17, 2001 Suzanne Fisher, 902 Cherry Drive Margie Leitch, 911 Cherry Drive We're here today to ask the City to communicate and enforce ordinances. A year ago, we brought to you a list of concerns regarding the appearance of our neighborhood. Sadly, all items are basically unchanged except for street paving. The streets are paved, but poor drainage and dirt continue to be a problem. Following is an updated list of concerns: Trash - Please enforce the ordinances for storage of trash and recycling containers, putting them out and bringing them in. Excess Vehicles & Parking - Please ticket cars parked in the opposite direction of traffic. Please crack down on junky vehicles that aren't being used and are clogging the streets. It would be nice if people would park in their driveways and not in their yards. Street Cleaning We needa no-parking rule on street-cleaning days like other cities have. The streets are not cleaned regularly, garbage is not adequately contained, and the garbage trucks are dropping big blobs of slop in the middle`oftie street every time they stop. Our new streets look terrible. Street Conditions - Our new streets are still not draining properly. Water stands very badly at the corners of Apple & Cherry and Ninth & Cherry. Curb Conditions I've been asking the City about curb repairs for years and have never received answers. I've asked Marvin Grant, the Building Commission, Bob Miller, and Bob Goldman, but still no answers. Our curbs were already in horrible shape,but Mr. Grant's crews broke them up even worse while repaving last spring. I want an answer TODAY about a program for curb repairs. Rental Property - What is being done to oversee landlords? Very little progress is happening on the old Ingram houses.
