City Engineer Miller and Parks Director Elliott who sat in for Councilperson Frantz who arrived at 9.40i Also present were: Vehicle Maintenance Foreman Drury, Planning and Zoning Director Jana Ecker, Building Commissioner Gavin, Street Commissioner Grant, Redevelopment Asst. Director Duggins, Police Detective Thompson, Parks Director Elliott, Wastewater Treatment Director Dixon, Personnel Director Ellis, Administrator Davis, Animal Control Officer Wright, Wastewater Collection Supervisor Wright, Fire Chief Mike Smith, City Attorney Galligan,and Clerk Lynne Mayfield. City Engineer Miller made the motion to approve the payroll as presented, seconded by Parks Director Elliott and carried unanimously. City Engineer Miller made the motion to approve the minutP.es o f8-27 01 as presented, seconded by Councilperson Frantz and carried unanimously: "' NEIGHBORHOOD PROBLEMS Frank Killebrew of 306 Mary Street spoke to the Board about problems in his neighborhood, specifically at 307 Mary Street. He said a young couple resides at 307 Mary Street and have teenage girls and boys coming in and out of their house frequently. Ie said something should be done to find out what is going on. Mr. Killebrew said he thinks more patrols'are needed. 'The Mayor and Detective Thompson assured him this would be looked into. N CONFIRMING RESOLUTION NO.5 City Attorney Galligan presented to the Board the Resolution Confirming the Condemnation of Real Property. Previously, the Board passed a resolution stating the intent to condemn a portion of real property on Pearl Street that is adjacent to an alley. The owner of the property, Helen Pendygraft was present at the meeting. Redevelopment Director Duggins stated that ownership is being taken of 316 Pearl Street, the alleyway, 320 Pearl Street,'a rid 3221 earl Street a The Redevelopment Commission already has ownership of 326 and 330 Pearl Street` 'Duggins sardthe area will be re-platted for the construction of new homes for low to moderate income families using grant money that Jeff Housing Services has received. I v ar q RESOLUTION NO.6 " " City Attorney Galligan presented to the Board for approval the Resolution Establishing List of Injuriously or Affected Interests in Condemned Property and Establishing Damages. The only interest found is with Robert and Helen Pendygraft, who own the property. Two appraisals have been obtained and the damage to be awarded is the amount of$7,500.00. A remonstrance hearing will be held on October 1, 2001 at 9:30 a.m. Notification will be served to Mr. and Mrs. Pendygraft. Engineer Miller made the motion to approve Resolution No. 6, seconded by Councilperson Frantz and carried unanimously. • n NEW SUB LEASE AT INAAP FOR CITY GARAGE : aX i[.tt".'PSulo'a 1 Mayor Galfigan told theBoardthat `-- there is a new sub 'lease, which takes the place of the existing sub- lease with the INAAP Reuse Authority for a different parcel at the plant. The rent will be $1,400.00 per month for Vehicle Maintenance and the Street Dept.
