MINUTES OF THE BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OFJEFFERSONVILLE, INDIANA MAY 14, 2001 Mayor Galligan called the meeting to order at 9 30 a.m.Wand on call of the roll those members present Were: City Engineer Miller and Councilperson Frantz. Also present were: Code Enforcement Officer Owens, Safety Director Rodden, Planning and Zoning Director Jana Ecker, Building Commissioner Bill Gavin, Animal Shelter Director Keller, Parks Director Rick Elliott, Redevelopment Director Duggins, Personnel Director Ellis, Administrator Rich Davis, Fire Chief Smith, Police Chief Pavey, City Attorney Galligan, and Clerk Lynne Mayfield: NEIGHBORHOOD WATCH Charlie Reisert on behalf of the Cherry Hill neighborhood asked the Board to approve the Cherry r-- Hill Neighborhood Association's request to put up "Block Watch" signs. Councilperson Frantz made the motion to approve the block watch signs, seconded by Engineer Miller and carried unanimously. ZONING VIOLATION Code Enforcement Officer Sharon Owens told the Board that a citation was sent to Makowsky Oil at 1626 Fabricon Boulevard in regard to gravel dust. After some discussion,Mayor Galligan told Chris Makowsky that he would have the area looked at to decide what portion needs to be paved. RESIDENT PARKING SIGN Police Chief Pavey said a resident only parking sign is not needed at 436 Mechanic Street. ROSE HILL NEIGHBORHOOD Joann Blake who represents the Rose Hill Neighborhood Association spoke to the Board in regard to various issues in the neighborhood. She said a yellow curb is needed at the corner of Spring Street and `—' Riverside Drive, the corner of W. Maple St. and Mulberry Street has a sharp concrete curb that needs to beII cut back, River Falls apt concerns, pan handlers and the condition of the Indiana Hotel building. Mayor Galligan said he would look into all her concerns. y r PEDDLER PERMIT Ron Turner of 1914 Barbara Court asked the Board for a peddler permit to sell ice cream. Engineer Miller made the motion to approve the peddler permit, seconded by Councilperson Frantz and carried unanimously. 305 E MAPLE STREET James Blair was cited to the Board of Public Works by Building Commissioner Gavin for failure to clean up the property he owns at 305 E. Maple Street. Mr. Blair has failed to send a schedule of repairs to the Building Commissioner's office. After discussion, Engineer Miller made the motion to give Mr.Blair two weeks to find a contractor to do the necessary work and six weeks to substantially have the work completed and if not, Mr. Blair will be fined $100.00 per day thereafter until complete, seconded by Councilperson Frantz and carried unanimously. DRAINAGE ON CARDINAL LANE Councilperson Wilson spoke to the Board in regard to drainage at 2016 Cardinal Lane. Mayor Galligan said 7, it would be looked into. CANDY LANE STREET SIGN Engineer Miller said a sign is needed at Tenth Street and Candy Lane and will be installed. CRUSADE FOR CHILDREN Fire Chief Smith distributed a list of road blocks for the Crusade for Children on May 18, 2001 through June 2, 2001. Engineer Miller made the motion to approve the road blocks, seconded by Councilperson Frantz and carried unanimously. CONDEMNATION RESOLUTION 2001-2 City Attorney Galligan said dating back to last fall she discussed with Matthew and Carol Jean Welsh the corner easement on Lot 129. Attorney Galligan asked the Board to approve a Condemnation Resolution to begin the process. The condemnation hearing is set for June 18, 2001. Engineer Miller made the motion to approve the Condemnation Resolution 2001-2, seconded by Councilperson Frantz and carried unanimously. r There being no further discussion to come before the Board the motion was made by Councilperson Frantz to adjourn at :50 a.m., seconded by Engineer Miller and carried unanimously. ENTERING A NEW ERA OF COMMUNITY GROWTH ANC UNITY Cherry Hill Neighborhood Association Established August,2000 The Cherry Hill Neighborhood Association was formed in August 2000. The organization's primary goals are to maintain and improve neighborhood conditions while building a stronger sense of community. Our Block Watch Program was initiated February 2001 to achieve one of our primary goals, as well as enhancing the sense of security in our neighborhood. The boundaries of the Cherry Hill Neighborhood Association, as established in our by-laws, are 10th Street to the north, 8th Street to the south, Main Street to the east, and French Street to the west. Our established boundaries include eight city blocks consisting of 268 residential dwellings. Mayor Tom Galligan has personally committed the Street Department's assistance in providing labor, poles, concrete, and sign hardware to aid in the installation of the Cherry Hill Neighborhood Association Block Watch signs, which we are very grateful for. Our demographic mix contains several elderly individuals. At times these residents find themselves hesitant to involve the Police Department with suspicious persons and activities for fear of being labeled a"nosy neighbor" or for"bothering"the police. Our goals in developing the Block Watch Program include: 1. Decrease the incidence of crime 2. Increase citizen awareness 3. Train importance of citizen involvement 4. Personal identification of property 5. Build sense of community with neighborhood action programs 6. Encourage reporting of any suspicious persons or activity We hope to develop a strong involvement with the Jeffersonville Police Department so our residents will not feel intimidated to communicate openly with the police. Our first step toward this goal is the selection and placement of Neighborhood Watch Signs. The association has chosen a Neighborhood Watch sign that represents our goals, as well, welcomes visitors to our area. The manufacturers only make this particular sign in one size, 24X30. Since this sign is only available in one size we are asking permission to use it. This diagram represents our desired area for placement of the signs with a purple"x"; the red represents city signage currently in place. We want to be conscientious of sign pollution and are very concerned about visibility of the Watch signs as coming into Cherry Hill Association area. We have obtained property owners approval for the placement of each sign.
